Garbage collection agencies to get payments only after waste processing, says Hisar MC

Civic body to also issue show-cause notice for lack of maintenance of public toilets

Taking strict cognisance of the alleged laxity by garbage collection agencies, the Municipal Corporation, Hisar, has warned to impose fine on erring agencies if they fail to collect trash from any point of the town.

The Hisar civic body has further announced that the payment would be released to the agency concerned only after the disposal and processing of the garbage.

Agencies to collect waste on Sundays

Garbage collection agencies have been instructed to collect trash from the residents’ doorstep in all wards on a daily basis, even on Sundays and holidays, especially in view of the festive season. — Dr Preetpal Singh, Joint Commissioner, MC, Hisar

During a meeting with officials of the civic body, MC Commissioner Vaishali Sharma said, “The agencies engaged for the door-to-door garbage collection and disposal of legacy waste will not be paid until the completion of the waste processing.”

Currently, two agencies have been hired for garbage collection and disposal work in Hisar town. “It has been learnt that both agencies are not doing the processing work properly. If the processing is not done, the agency concerned would be fined on a daily basis,” she added.

The Municipal Corporation Commissioner also took note of the lack of maintenance and cleaning of public toilets and directed the civic body to issue show-cause notice to the agency/operator responsible for their maintenance.

Sharma said that she would inspect various sites in town and the agencies concerned will be fined if it was found that garbage was not being lifted from the doorstep or garbage points.

She further told the public that anyone could register sanitation-related complaint on the helpline number: 99535 58000. The complainants can attach a photo of the location on the aforementioned number, and the MC would resolve the problem with immediate effect.

Hisar Municipal Corporation Joint Commissioner Dr Preetpal Singh has instructed the agencies to collect garbage from the residents’ doorstep on a daily basis in all wards, especially in view of the festive season.

“The door-to-door garbage collection will be done in all wards of the town even on Sundays and holidays,” he stated. The agencies have also been directed to separate all waste, put it in garbage collection vehicles and dump it separately at the dumping point for processing.

The Joint Commissioner said the attendance of the sanitation staff would also be checked by the Sanitary Department staff of the Municipal Corporation.

XEN Sandeep Sihag, XEN Sandeep Dhundhwal, AE Sumit Kumar, JE Ritwik, JE Rakesh, Chief Sanitary Inspector Raj Kumar, Technical Expert Jasbir Kundu, Tehbazari Incharge Surender Sharma and agency directors Mahender and Pradeep were present on the occasion.

The MC had recently decided to impose penalty of up to Rs 10,000 in Hisar town. Challans would also be issued to the erring house owners, shopkeepers and hawkers, who do not keep dustbins to dispose of the garbage.

The Hisar MC has also releases a list of penalties to be imposed for various violations. Anyone found throwing garbage in a public place would be fined Rs 200, for spitting Rs 100, for bathing or urinating Rs 100 and for defecating in the open Rs 200.

Any person found putting food and fodder for animals at undesignated places would also be fined Rs 200. Dumping garbage in a public place would attract a Rs 1,500 fine, while burning garbage or dumping trash by a vehicle would be subject to Rs 5,000 fine each.

In case a dustbin is not maintained, a shopkeeper would be fined Rs 150, and street vendor Rs 100.

Marriage/party/festival hall, mall, community hall, party lawn, exhibition and fair, etc would be fined Rs 10,000 for not segregating wet and dry waste as well as for dumping hazardous waste, gardening and other waste in open public places.

Clubs, cinema halls, pubs, multiplexes and other such institutions will be fined Rs 5,000 if they fail to segregate wet, and dry waste or dump gardening and hazardous waste and debris in the open.

Eateries throwing garbage in the open and not separating waste will be fined Rs 5,000. If any hotel does not segregate waste or dump gardening waste, hazardous waste or debris in public places, the units will be fined Rs 10,000
