Chamba Deputy Commissioner Mukesh Repaswal has issued strict orders under the Bharatiya Nagarik Suraksha Sanhita (BNSS) 2023, mandating that no contractor, trader, or employer in the district can engage migrant workers without proper identification and background verification. The directive, effective immediately, requires all migrant workers to be registered and verified before being employed in any services or contractual labour.

According to the order, migrant workers must submit their identification details, including a passport-sized photograph, to the local police station for background verification and registration. The same applies to those seeking self-employment or involvement in any trade or service work — they must complete the registration process before commencing any activities.

The orders also extend to religious institutions within the district, which are now prohibited from allowing unregistered individuals to stay on their premises. These institutions must maintain a detailed record of every person residing there.

The Deputy Superintendents of Police have been instructed to closely monitor compliance with these rules and review the situation regularly. Violations of these regulations, either by employers or migrant workers, will result in punitive action under Section 223 of the BNSS-2023, as emphasised in the orders. This initiative aims to enhance public safety and ensure proper identification and verification of all migrant workers in the district.
