Leader of the Opposition in the Delhi Assembly Vijender Gupta has urged the Lieutenant-Governor (L-G) to ensure that the Delhi Government tabled 12 pending Comptroller and Auditor General (CAG) reports during the upcoming Assembly session starting November 29. Gupta, accompanied by BJP MLAs Ajay Mahawar, Jitendra Mahajan and Anil Bajpai, submitted a memorandum to the L-G on Thursday.

Addressing mediapersons after the meeting, Gupta said, “We have urged the L-G to exercise his special powers and direct the Delhi Government to table the pending CAG reports from 2017-18 to 2021-22 in the Assembly. This is the last session of the current AAP government’s tenure, and there is no justification for further delays.”

Despite repeated requests by the Opposition, Gupta claimed that the Delhi Government had yet to present these critical reports. “Under Article 151(2) of the Constitution and Rule 48 of the GNCTD Act, the government is legally obligated to table these reports in the Assembly. Their refusal raises serious questions about their intentions,” Gupta alleged.

Highlighting the significance of the pending reports, Gupta said they included the State Finance Audit Report, the Performance Audit Report on measures to reduce and control vehicle emission pollution, the audit report on the finance sector and PSUs (Public Sector Undertakings), and the performance audit report on the care, protection, and support for needy children, among others.

“These are vital documents that reveal the financial and administrative health of our governance system. The government’s failure to present them is a blatant attempt to hide its corruption,” Gupta alleged.

Recounting past events, Gupta noted that he had written to the Assembly Speaker on September 20, urging the inclusion of these reports in the monsoon session agenda. “Despite repeated notices and demands, the government refused to present the reports. Instead, the AAP MLAs disrupted proceedings and had Opposition members removed by marshals,” he added.

Gupta has now urged the L-G to invoke Rule 253 of the GNCTD Act to compel the Delhi Government to table the reports. “Transparency and accountability are fundamental in a democracy. The people of Delhi have the right to know how public funds are being used,” Gupta emphasised.
