M3M builders have been slapped with a Rs 50 lakh fine by the Municipal Corporation of Manesar (MCM) for continuing construction at their Sector 79-based Golf Hills residential project, despite the Graded Response Action Plan (GRAP) Stage 4 curb on construction. The project, spread over 2 lakh sq ft, has flats priced at an average of Rs 4 crore each.

The fine was imposed after a complaint by local residents and a viral video prompted MCM to raid the project. Upon inspection, the authorities found construction in full swing, leading to the imposition of the fine. MCM Commissioner Renu Sogan has issued a stern warning to builders in the Manesar area to adhere to GRAP norms or face penalisation. Industrialists and residents have also been cautioned against engaging in polluting activities.

“We have zero tolerance for GRAP violations,” said Sogan. “Our teams are on the ground, and we encourage residents to report any violations so we can take action.”

This isn’t the first instance of builders facing penalties for GRAP violations. Previously, the power connection of a DLF project in Sector 54 was disconnected by the HSPCB team for continuing construction without permission.

Realtors, however, are seeking exemptions from GRAP curbs for RERA-approved projects, citing their compliance with anti-pollution measures. “Pollution control is essential, and we support the CAQM mandate,” said Manoj Gaur, president of CREDAI-NCR. “However, RERA-approved projects already adhere to stringent pollution control standards. Considering the real estate sector’s significant employment of unskilled labour and financial impact, NGT may consider excluding activities that don’t increase dust levels from GRAP’s ambit.”
