The Delhi Lieutenant Governor VK Saxena wrote to Chief Minister Atishi urging her to convene a special session of the Delhi Legislative Assembly to table 14 pending Comptroller and Auditor General (CAG) reports, Raj Niwas officials said on Monday.

The 14 CAG reports awaiting tabling include the Performance Audit on Regulation and Supply of Liquor in Delhi, Prevention and Mitigation of Vehicular Air Pollution in Delhi, Public Health Infrastructure and Management of Health Services, and the Functioning of Delhi Transport Corporation (DTC).

14 pending CAG reports to be tabled

  • The 14 CAG reports awaiting tabling include the Performance Audit on Regulation and Supply of Liquor in Delhi, Prevention and Mitigation of Vehicular Air Pollution in Delhi, Public Health Infrastructure and Management of Health Services, and the functioning of Delhi Transport Corporation (DTC).

These reports also include audits on revenue, expenditure, and financial performance during the tenure of former Chief Minister Arvind Kejriwal.

The L-G’s office, citing the Government of National Capital Territory of Delhi Act, 1991, has underscored the constitutional obligation to place these reports before the Legislative Assembly.

In his communication to CM Atishi, L-G Saxena expressed concern over delays, “The CAG reports are vital to assess the financial and administrative health of the government in a democratic setup. Adherence to the constitutional mandate of placing such reports on the Table of the Legislature expeditiously is an essential ingredient of a functional democracy.”

He further noted that the reports, some of which have been pending for over 18 months, are integral for ensuring transparency and allowing the Legislative Assembly to exercise control over the executive.

“Despite my communications to the then Chief Minister on February 22, 2024 and the incumbent Chief Minister on November 29, 2024, no action was taken by either of the Chief Ministers.” he added.

The L-G has already granted formal consent for the tabling of these reports.

He has also urged the government to convene a special assembly session without further delay.
