Govt faces challenges in implementing Ayushman Bharat: Delhi CM Atishi
Chief Minister Atishi on Thursday highlighted the challenges in implementing the Ayushman Bharat health insurance scheme in Delhi, citing conflicts with the city’s existing free healthcare system.
Speaking at a press conference, she said, “The Delhi Government has long been committed to providing free healthcare to its citizens. While we are open to implementing Ayushman Bharat, there are significant contradictions between its provisions and our existing model. These issues are currently being presented before the High Court.”
Atishi outlined the disparities between the two systems, noting that Delhi’s government hospitals offer entirely free treatment to all patients without exceptions. In contrast, Ayushman Bharat is limited to certain categories and includes several exclusion criteria.
“For instance, owning a refrigerator, a two-wheeler, or a ‘pakka’ house disqualifies people from Ayushman Bharat. These exclusions prevent many citizens from availing of its benefits,” she explained.
The CM also raised concerns about the scheme’s financial cap. “Under Ayushman Bharat, there is a Rs 5 lakh annual limit per family. If medical costs exceed this, families must cover the excess themselves. Additionally, once the cap is reached, no further claims can be made. Meanwhile, Delhi government hospitals provide unlimited free treatment, regardless of the amount,” she said.
Atishi emphasised the government’s commitment to preserving free healthcare access. “Our primary goal is to ensure no citizen loses access to free medical care. The exclusions and caps under Ayushman Bharat do not align with this principle. The Health Department has been directed to develop a mechanism that integrates the benefits of Ayushman Bharat without disrupting Delhi’s existing free healthcare system,” she concluded.
