The UT Transport Department has prepared the standard operating procedure (SOP) for scrapping of matured vehicles/staff cars, etc, of the Chandigarh Transport Undertaking (CTU) and other departments, as well as vehicles seized, recovered or impounded by the police.

The procedure

  • Departments have to seek approval of the UT Administrator for scrapping matured vehicles/staff cars, etc
  • The department concerned will then get the vehicles cleared from the condemnation committee, which has already been constituted
  • After the condemnation of vehicles, the department will send related documents to the CTU
  • The CTU will then fix the reserve price of the metal scrap to be e-auctioned through Metal Scrap Trade Corporation (MSTC) portal

The SOP has been prepared in view of the guidelines issued by the Ministry of Road Transport and Highways with regard to the scrapping and e-auction of condemned vehicles, etc.

According to the SOP, the departments concerned have to get their matured vehicles/staff cars, etc, cleared from the condemnation committee, which has already been constituted. Before sending the condemn vehicles to the committee, the departments have to seek approval of the UT Administrator.

Old and unserviceable staff cars will be disposed of with the provisions of the General Financial Rules or any other relevant rules.

After the condemnation of the matured vehicles/staff cars, etc, the departments concerned will send related documents to the CTU to put the same in the e-auction through Metal Scrap Trade Corporation (MSTC) portal. After receipt of a copy of condemnation certificate, registration certificate and NOC with regard to the no court case is pending against the condemned/scrapped vehicle/staff car, etc, the CTU will fix the reserve price in view of the guidelines issued by the ministry.

The reserve price for end-of-life vehicles (ELVs) would be determined as 90% of the value of ferrous scrap component of the vehicles. The percentage of ferrous scrap in ELVs could be taken at 65% of the kerb weight of the vehicle. The rate of ferrous scrap can be taken as moving average of the price of steel scrap during the last three months at the time of deciding the reserve price of the ELV.

After fixing of the reserve price, the CTU will send the list of vehicles for e-auction, which will be conducted through M/s MSTC portal, which has been authorised by the Government of India for the e-auction of scrapped or condemned vehicles, staff cars, etc.
