Bill passed for job security to extension, guest lecturers
The Haryana Legislative Assembly today passed the Haryana Extension Lecturers and Guest Lecturers (Security of Service) Bill 2024, which will benefit 2,016 extension lecturers and 46 guest lecturers of government colleges, allowing them to continue working till the age of superannuation.
Those who have completed at least five years of service, as of August 15, 2024, are eligible.
The engagement of extension lecturers was started in 2010 when they were paid Rs 200 per period. Guest lecturers engaged before 2014 were not regularised under the Regularisation Policy dated June 16, 2014.
Over the years, changes were made in their remuneration and other engagement conditions. Eligible extension and guest lecturers are being paid Rs 57,700 per month, as of now. After the passage of the Bill, they will be paid Rs 57,700 plus dearness allowance.
Speaking on the Bill, Congress’ Rohtak MLA BB Batra said, “Why regular appointments have not been made? These teachers (extension and guest lecturers) were appointed without advertisement and screening. You are approaching towards the failure of the system.” He added, “What is the crime of university contractual teachers? They have been selected through a proper process. The government gives them salaries. There must be 1,500 such teachers in the varsities. They are similarly placed.”
Former CM Bhupinder Hooda argued, “Why do you need the HPSC, Haryana Staff Selection Commission? No reservation policy has been followed in these recruitment.”
Lashing out at the Opposition, CM Nayab Singh Saini said they were correcting Congress’ mistakes and wouldn’t allow the expulsion of these lecturers. But later he replied, “We will think about regularising contractual varsity teachers.”
