A first-of-its-kind Bill in the country passed by the Assam Assembly today made it mandatory for state government employees to look after their parents as well as differently abled siblings who had no source of income.
The Assam Employees Parents Responsibility and Norms for Accountability and Monitoring (PRANAM) Bill, 2017, which has been passed in the House unanimously, requires the employees to take care of their dependent parents and differently abled siblings with immediate effect.
In case of violation of provisions of the Bill or if any state government employee is found ignoring responsibility, 15 per cent of the employee’s monthly salary would be deducted at source and deposited to the bank account of aggrieved parent/s or sibling/s in case the latter lodged a complaint with the department where the employee is employed.
Claiming that a Bill like PRANAM had been passed and put into force in Assam for the first time among all the states in the country, Assam Finance Minister Himanta Biswa Sarma said the Bill was brought so that no dependent parent/s of state government employees were compelled to live the last days of their life in old-age home because of the negligence of their wards.
