The Haryana Police plan to adopt the Israeli method of policing by preparing a databank of criminals’ faces and voices. This is one of the main takeaways of a police delegation’s visit to Israel earlier this month.

The delegation comprised three IPS officers — ADGP (Law and Order) Mohammad Akil, IGP (Rohtak Range) Navdeep Singh Virk and state CID Chief Anil Kumar Rao. They accompanied Chief Minister Manohar Lal Khattar to Israel.

“Israel is a small country. Its area is half that of Haryana. But the country’s advancement in technology in internal security is par excellence. We have studied their system in detail. We will prepare a report and submit it to the state government so that such system can be replicated in Haryana,” Rao said.

Sources said the face-recognition system would help the police to be on alert if a criminal is spotted on CCTV cameras in the crowd or any other place where he might commit a crime. And the voice recording system will help the police indentify criminals in case of ransom calls.

The police are likely to use technology in traffic management and vehicle thefts.

Giving an example of the advancement in technology, sources say if a red car is stolen or used in a crime, the Israeli system is such that only red cars being driven on roads will be visible on monitors. This way, the police can track the missing car.

Another feature of policing in Israel is that the police go to the root of criminal activities. This is missing in India, sources say.

“In several cases, the police recover illicit firearms. At times, the suppliers or manufacturers of illicit pistols are also arrested. But the police never try to probe the source of bullets. Without bullets, pistols are worse than stones. By breaking the supply chain of bullets, the police can go deeper,” the sources said.

The sources further said when the police recover drugs from a trafficker, it is important to demolish the source of contraband rather than making a simple recovery.

The police also plan to adopt the prison communication access management, drones and the re-drone system, intelligence collection and analysis, counter-terror training and perimeter security areas.
