Govt assures recalculation of HSVP enhancement dues

The Haryana Government will take up cases of error in calculations in the enhancement notices given to allottees of the Haryana Shahri Vikas Pradhikaran (HSVP), called HUDA earlier, after the end of its ‘one-time settlement’ policy that ends on July 14.
This was conveyed by senior government officers to representatives of resident welfare associations (RWAs) of 16 districts of the state who have been agitating on the issue for the past several months.
Chief Minister Manohar Lal Khattar’s Principal Secretary Rajesh Khullar, Principal Secretary of Town and Country Planning Department Apoorva Kumar Singh, Chief Administrator of HSVP J Ganesan and other senior officers were present at the meeting. None of the officials responded to phone calls.
Rajiv Jain, Media Adviser to Chief Minister Manohar Lal Khattar, said that the government had assured the RWAs that their concerns would be addressed after the one-time settlement scheme launched by the government ends.
He said that the government has also given certain assurances to the RWAs, but complete minutes of the meeting were yet to be prepared.
Those who attended the meeting said that the government has also assured them that three-member panels would be constituted to re-calculate the enhancement amounts after July 15, all public utilities barring parks and roads would be taken out of the common areas for calculation of enhancement cost of plots, all allotments made after orders of the courts awarding enhancements would be exempted from enhancements and the burden of enhancement cost of plots of EWS quota would not be put on those of the general category.
Members of the RWAs of HSVP of 16 districts are up in arms against the state government for “erroneous” enhancement notices served on them.
They allege that the HSVP has charged “imaginary” enhancement costs of 15-20 years back and charged 15 per cent interest on that even though they did not owe any amount to the authority.
They allege that even notices of the latest enhancements being charged on account of the judgments of the Supreme Court have been served on them many years after the verdict and the HSVP has charged hefty interest for all these years.
