State forms fifth finance panel

The Haryana Government has constituted a nine-member fifth State Finance Commission under the Chairmanship of economist Mukul G Asher.
The other members of the commission are Vishnu Bhagwan, Rohini Aggarwal, Aniruddha Rajput, Sham Lal Bansal, Rajinder Mohan Walia, Anurag Bakshi and Neeta Khera. Amneet P Kumar, Special Secretary, Haryana Secretariat Establishment and Finance, will be the member secretary.
A government spokesperson said the commission would make recommendations related to principles which should govern the distribution of net proceeds of taxes, duties, tools and fee leviable by the state between the state and zila parishads, panchayat samitis and gram panchayats.
The commission will make recommendations regarding determination of taxes, duties, toll and fee, which may be assigned to or appropriated by gram panchayats, panchayat samitis and zila parishads. It would also recommend grants-in-aid to zila parishads, panchayat samitis and gram panchayats from the consolidated fund of the state.
Asher has been a professorial fellow of the Lee Kuan Yew School of Public Policy, Singapore, since 2012 and Director Public Policy, Global Village Foundation, Delhi, since January.
