Rs 12 lakh looted from house
Seven pull off daylight robbery at sweets shop owner’s residence

In a daylight robbery, seven robbers looted about Rs 12 lakh at gun point from a house at Sarabha Nagar here this afternoon. According to information, the looters entered the house of Rakesh Kumar, owner of a sweets shop, at around 11:30 pm. They told the security guards deployed at the gate and the members of the family that they were from the Income Tax Department. One of the robbers was in police uniform.

Rakesh asked them to wait in the drawing room and offered them tea and snacks. After some time, the robbers put a weapon on Rakesh Kumar’s head and asked the family to give the cash stashed in the home.

The family members told the police that they handed over the robbers about Rs 12 lakh lying in the house. The police said they received a call from the victims at 12: 43 pm.

Kulwant Singh, Sarabha Nagar SHO, said: “Policemen deployed close to the home for Jagannath Rath Yatra reached the spot within a few minutes. Before the police could reach the spot, the robbers had fled the scene. We have recorded the statements of the members of the family. They are not sure about the accurate amount they handed over to the robbers”.

According to information, the accused came on an Innova and were dressed like government officials. They took the CCTV camera equipment along with them.

“Observing the way the robbery was executed, it seems the robbers are hardened criminals,” the SHO said.

LIT Residential plots
Draw of lots gets the state government nod

Long wait for the allottees of 114 residential plots in the Shaheed Bhagat Singh Nagar scheme of the Ludhiana Improvement Trust (LIT) here has at last come to an end as the Punjab Government has approved the pending resolution for confirmation of draw of lots held in September and October 2012.

The resolution (No. 59) adopted by the Trust in this regard in October 2013 was awaiting nod from the Local Government Department before the allotment letters could be issued to the allottees and they are handed over the plots.

A memo (no. 4dss-tss-2014/44498 dated November 12, 2014) issued by the Director, Local Government, said resolution No. 59 of the LIT was approved according to a decision taken at the government level, with certain conditions.

The government has mandated that the allottees will have to give an affidavit to the effect that they do not possess any plot or residential house anywhere in India. Further, the plots will be allotted on prevailing collector’s rate for the colony and if any of the applicants is not interested to purchase a plot on these terms, his earnest money will be refunded along with 12 per cent interest. The government memo also says the allotment of plots would be subject to the outcome of pending court cases, if any.

While the allottees have heaved a big sigh of relief over the government decision that has put an end to their ordeal, the condition of allotment of plots on the prevailing collector’s rate has not gone down well with most of them.

Requesting anonymity, one of the allottees said: “Roughly calculated, at present the collector’s rate in the colony is almost 10 times more than the reserve price of the plot prevailing in 1999 when the draw was originally held for the allotment of these plots. If possession of plots was not given to us at that time due to land coming under the city centre project that is not our fault. Each of the 114 allottees is legally entitled to allotment of a plot at reserve price prevailing in 1999, which was around Rs 1,600 per square yard.”

Another allottee said they were being punished for no fault of theirs. On one hand the government had decided to allot plots to them at the collector’s rate while on the other they would have to spend four or five times more for the construction of houses on these plots as compared to the cost of construction in 1999.

Finally, the District Transport Office is going to launch the online process for getting learner’s licence tomorrow (Monday). The forms for applying for learner’s licence can be downloaded from the website: www.punjabtrasnport.com.

Anil Garg, District Transport Officer, Ludhiana, said: “After downloading the form, an applicant can submit it online. He or she has to submit a hard copy of the submitted form along with his passport size photograph at the Children’s Park office where licences are prepared. After that the applicant will have to appear for an online driving test (Tab test). Those who pass the test will be photographed with a biometric machine. The applicants will be issued learner’s licences after six days of all this process.”

With the online submission of the learner’s licence form, the chances of spelling mistakes on licences will be slim. The DTO said: “Earlier, to save their time, many applicants used to hire services of agents. The agents filed applications on behalf of the applicants, leaving many spelling mistakes on the form. But, with the introduction of the online system for learner’s licences, this problem will be taken care of.”

Garg said a test of the software, “Saarthi”, installed by National Informatics Company had been successful at the Children’s Park and Suvidha Centre, Mini Secretariat. Through this software, signatures and thumb impressions of applicants are obtained on the spot.

Not a penny released for Ward Number 52

Residents of Ward No. 52 have been facing a lot of problem due to poor condition of roads, improper arrangements for garbage disposal and absence of parking in the main markets. Area councillor Narinder Sharma seems to be helpless when it comes to providing respite to the residents, as the Municipal Corporation (MC) has not issued any funds for development in his current tenure.

Almost all roads and streets of the area are in bad shape. The roads have not been recarpeted for the past five years. According to information, the MC has sanctioned Rs 43 lakh for the recarpeting of Dr Lekhi Road. However, the work has not been awarded any contractor yet.

Instead of recarpeting the road, the MC carried out patch work. Except a few main roads such as Mall Road and Rani Jhansi Road, all other roads and streets are in a bad shape. A large number of police and district administration officials live in the Rakh Bagh area, the condition of streets where is not different. The Fountain Chowk-Vigilance Office road is dotted with potholes.

Heaps of garbage blots on ward

Heaps of garbage are giving a tough time to the residents. Earlier, a dump was located outside Guru Nanak Stadium. The Municipal Commissioner got it removed as the government used to organise mega events in the stadium. Now, safai karamacharis dump garbage on any of the roads as per their convenience. One can witness heaps of garbage on the roads behind the State Bank of India branch, near Fountain Chowk, and Rakh Bagh.

No drainage system

There is no drainage system in the ward. The residents said rainwater accumulated in the area during the rainy season. The ground level of area is lower than the Ferozepur road.

Inadequate parking space

As the ward is surrounded by crowded markets and two major colleges of the city are also located here, visitors to the markets park their vehicles on streets, causing inconvenience to the local residents.

One of the major gardens of the area, Rakh Bagh, is in a shambles. Area councillor Narinder Sharma said despite his efforts, the MC had not shown any concern about improving the condition of the garden.

Being a Congress councillor, I have not been provided any funds during my current tenure. I got sanctioned recarpeting of a road at a cost of Rs 43 lakh. However, the MC has not awarded the work to the contractor. The contractor informed me that the MC had no funds. Water accumulation during the rainy season is a major issue. More parking space is required in the area.

The ward is known as a posh area of the city but the condition of the roads is no better than village roads. Stagnant rainwater has damaged most roads. The MC should address the problem on priority.~

Tributes paid to Kartar Singh Sarabha

The Communist Party of India (CPI) and the Communist Party of India-Marxist (CPI-M) today paid homage to Kartar Singh Sarabha on his 100th Martyrdom Day. Led by party leaders, the rank and file of the two Left parties offered flowers at the statue of Sarabha who laid down his life at a tender age for the freedom of the country. Speakers at the rally called upon the people to save the much-achieved gains of freedom, secularism and democracy.

The leaders said it was unfortunate that those who never played any part in the freedom movement were at the helm of affairs. “There has never been so grave a threat to secularism and democracy and pluralism of society and the country as it is today. The policies pursued by the Central and the state government have led to misery and given boost to the already rich and elite,” they said.

Focusing on the ideas of Sarabha, the speakers warned the people against forces of communalism, which were out to destroy the basic fabric of pluralism. They said there were attempts for saffornisation of education and blatant intervention by the RSS and its outfits in the government’s affairs.

CPI Kartar Singh Bowani, district secretary of the CPI-M, Amarjeet Singh Mattu, Dr Arun Mitra, DP Maur, Charan Singh Sarabha, Ramesh Ratan, Dev Raj, Shiv Rattan, Major Sher Singh Aulakh, Ramadhar Singh, Raghbir Singh, Anod Kumar, Manjeet Singh Buta, Randhir Singh Dhira, Ram Chand and Sukhvinder Lotey spoke on various issues.

Rich tributes were paid to Kartar Singh Sarabha at Baba Banda Singh Bahadur Bhawan, Rakba village. Congress MP Ravneet Singh Bittu, along with KK Bawa, president, and Malkiat Singh Dakha, patron of Baba Banda Singh Bahadur International Foundation, saluted Sarabha and other martyrs.

Bittu said India was the land of saints, seers, gurus and martyrs who had shown path of truth, fearlessness and determination to the humanity.

He also announced a grant of Rs 5 lakh for the construction of a hall at Baba Banda Singh Bahadur Bhawan.

The ancestral house of freedom fighter Lala Lajpat Rai in Mohalla Misarpura speaks volumes of the apathy of the government. The near-collapsing building has been facing neglect for the past many years, with the Central and the state government doing a little. Having conferred with titles such as Punjab Kesari and Sher-e-Punjab, the leader’s ancestral house bears a testimony to the government’s indifference towards preserving the memorials.

Although various NGOs and residents have been pressing the governments to at least repair the ancestral house, no efforts have been made so far.

The 86th Martyrdom Day of Lala Lajpat Rai falls on November 17. Lala Ji was born on January 28, 1865, at Dudhike village. The ancestral house was built in 1845 at Mohalla Misarpura of Jagraon where he spent early years of his childhood along with his family.

The Archeological Department had taken the custody of Lala Ji’s ancestral house in 1987 and also declared it a national heritage. A library and a museum were also set up in memory of the great freedom fighter near his ancestral house a few years ago, but those too are in a pitiable condition.

The department had recently promised to spend Rs 8 lakh on the renovation of the building. But it forgot the promise with the passage of time. The rusty doors and windows of the house, broken furniture and worn-out books say it all. The government has supplied no books to the library for one-and-half decades. Pictures and other monuments kept at the museum are also gathering dust. The administration and authorities of the school and college named after Lala Lajpat Rai organise functions every year to remember the great freedom fighter. “No government has made any effort to save the building,” said advocate Mohinder Singh Sidhwan. Representatives of NGOs such as Virsa Sanbhal Manch, Desh Bagat Yadgari Society and Sher-e-Punjab Jagrity Manch have urged the government to learn a lesson from foreign countries.

Much-awaited MC general house
It’s a never ending wait

Councillors are eagerly waiting for Mayor Harcharan Singh Gohalwaria to convene the General House. The latter had stated that the meeting would be held by the end of November. Spokesperson for Congress councillors Parminder Mehta said the last General House was held in February.

“The meeting should be convened every month. Issues that need immediate attention have been pending for the past nine months. The councillors had staged a dharna against the civic authorities, but the Mayor had assured them of holding the meeting within one week. Almost two months have passed, but nothing has been done. Things will not change until the authorities listen to the problems of the councillors and residents,” said Mehta.

“The authorities fear facing the general public and representatives. During the General House, problems are discussed. Issues such as advertisement policy, City Bus Service, menace of stray dogs, incomplete development works in wards and poor condition of roads need the attention of the authorities. But none seems to be bothered about the plight of the public,” said BJP councillor Inder Aggarwal.

SAD councillor Tavir Singh Dhaliwal said they had to faced the wrath of the general public in their wards and the authorities should realise it. “We have also asked the Mayor to convene the meeting at the earliest”, said Dhaliwal.

Mayor Harcharan Singh Gohalwaria said efforts were on to hold the meeting this month. Pending issues would be discussed, he said.

Encroachments — A tough nut to crack

The Municipal Corporation, it seems, is finding it difficult to come to terms with the menace of temporary encroachments across the city. There will be hardly any residential or commercial area where streets, parts of the roads or green belts are not encroached upon by residents, shopkeepers or vendors. On paper, the civic body does take action to remove temporary encroachments, including push carts, ‘fahris’, merchandise and other material stacked on roads and streets. But the moment the MC staff departs, the encroachers reappear and the situation is back to square one. “The action taken by the MC against law breakers is apparently not enough and it has failed to deter the habitual offenders,” a city resident said.

Feast yatra

Jagannath Rath Yatra is much awaited event in the city every year. The residents wait for the event throughout the year as hundreds of stalls of eatables are put up by the leading industrialists for the devotees. People from various walks of life visit the yatra to seek blessings from the idols of Lord Krishna, Balram and Radha. The best part of the yatra is that poor and needy get so much to eat. One of the domestic helper said, “I take a half day from my office and take my children to take part in the yatra. A variety of eatables are available during the yatra that I even avoid cooking food at home.”

Road safety

Ludhiana: Desh Bhagat University organised a drive to make students aware of road safety. The drive was conducted by the NSS wing. Vice-Chancellor Dr Shalini Gupta said it was the duty of every citizen to follow traffic rules. University Chancellor Dr Zora Singh exhorted the students to observe the rules in order to save precious lives.

Placement drive

Seven students were shortlisted during a placement drive at the RIMT Institutes, Mandi Gobindgarh. The visiting Noida-based firm is offering a salary package of Rs 4.5 lakh to the successful students. In all, 115 students pursuing BTech and MCA participated in written and technical rounds.

Declamation

Kundan Vidya Mandir, Civil Lines, organised an inter-school declamation contest in the school auditorium. Fifteen teams comprising two participants each — one for English and one for Hindi — took part in the event. Students expressed their views on topics such as "Greater the difficulty, greater the glory", "Are children growing up too fast?", "No past present or future without a girl", "Achhe din aayenge", "Balwan kaun, bhagya ya kabiliyat?" and "Jisne khud ko jeet liya, usne jag ko jeet liya". Nakul Aggarwal from Kundan Vidya Mandir, Chetan from DAV Public School, BRS Nagar, and Pahul Sharma from BCM Arya Model School, Shastri Nagar, won the top three prizes in English. In Hindi, Rishab Aggarwal from Kundan Vidya Mandir, Harleen from GGN Public School and Vanshika from DAV Public School, BRS Nagar, won the top three prizes. Sacred Heart celebrates 50 years

The two-day golden jubilee celebrations of Sacred Heart Convent School, Sarabha Nagar, got off to a colourful start here today. Children drawn from all classes held the audience in awe for around two hours through their outstanding performances that included songs, dances — both traditional and Western — and other cultural items.

The celebrations were presided over by M Wilberta BS, superior general of Bethany Congregation and president, Bethany Educational Society. Deputy Commissioner Rajat Aggarwal was the chief guest, and Amitabh Dhillon, DIG (Anti-Corruption), CBI Head Quarters, New Delhi, who is an alumnus of the school, was the guest of honour.

The school is celebrating its golden jubilee, “Golden Fiesta”, with a two-day gala event that involves a number of cultural programmes. Of the 4,000 students, around 2,200 are participating in different events. The historic year is being celebrated with a light and sound show.

“The students are exhibiting the history of the school through a dance and drama performance,” said school principal Sister Chantel.

She said the glorious journey of Sacred Heart Convent School began five decades ago when Bethany sisters set their first steps on the soil of Ludhiana.

“The impetus to begin this journey was the fulfilment of the vision of the Servant of God, RFC Mascarenhas, who longed for total emancipation of Indian women and was convinced it could be achieved through education. Since July 2, 1965, the school has moved onwards in its mission, serving the society,” said the principal.

New rule confounds students of PU, its affiliated colleges

The implementation of the condition that mandates minimum 50 per cent marks in the first and second semesters for a student to appear in the third semester examinations in Panjab University, Chandigarh, and colleges affiliated to it has come as a surprise to the students.

What has added to the surprise element is the fact that the move comes when the Controller of Examinations, Senate members and even the Vice-Chancellor have been reported to have talked about implementing the Cumulative Grade Point Average (CGPA) system from the next session.

“It is strange that while school boards are moving towards the grading system, relaxing the marks criterion, the university has implemented the minimum-marks condition for sitting in the third semester examinations,” said Harsh, a student.

“One of the Senate members told us that the CGPA system is likely to be introduced from the next session,” said another graduation student surprised by the new rule.

“I think the CGPA system should be implemented, as it is a much better system for assessing a student’s abilities. The grading system has worked well in the CBSE schools as well,” said Karan Batra, another student.

Gurpurb celebrations continue in city schools

Gurpurb celebrations continued at various schools in the city. To mark the birth anniversary of Guru Nanak Dev, Nankana Sahib Public School, Gill Park, organised a shabad gayan competition. Children from all 11 branches of the school competed in the event with great zeal.

Shiromani Gurdwara Parbandhak Committee president Avtar Singh Makkar was the chief guest. He gave away prizes to the winning teams. Principal Harmeet Kaur motivated the children to follow the teachings of the first Sikh Guru and become his true disciples, not only in words but also in deeds.

At Guru Nanak International Senior Secondary Public School, Japuji Sahib’s Path was recited. Students recited Poems, sakhis and shabads and delivered lectures highlighting the life of Guru Nanak Dev. The day concluded with a langar.

At GGN Public School, the Parkash Utsav began with the bhog of Sahaj Path. The students of both senior and primary sections took part in a kirtan.

GNN College celebrates Parkash Utsav

The Parkash Utsav of Guru Nanak Dev was celebrated with fervour at Guru Nanak National College. Principal Narinder Singh Sidhu and director Jaswant Singh Gill welcomed all guests. After the bhog of Sahaj Path, students recited Gurbani in the form of kirtan.

Writer and journalist Dr Saroop Singh Alag was the chief guest. He threw light on the teachings of the Guru and the importance they held in the present times.

“It was the very presence of the Guru that illuminated the whole world and it was he who had the courage to criticise the tyrant invaders and emperors of the time,” he said.

A turban-tying competition was held on the occasion. Trivedi Singh secured the first position, while Gurpreet Singh and Balpreet Singh grabbed the second spot. The third position was jointly won by Harpreet Singh and Dharamjit Singh.

In the Gurbani recitation competition, Mandeep Kaur came first, Avneet Kaur and Gurpreet Kaur were named joint second, and Amarjot Kaur and Navdeep Kaur came third.

At the end of the day, the gathering partook of langar prepared by the college students.

Four child labourers rescued

Ludhiana, November 16
Four child labourers were rescued from different parts of the city. Dinesh Kumar, representative, Bachpan Bachao Andolan, an NGO, said, “The children were rescued from Akal Hosiery, Field Ganj, and a PG accommodation in the Greenfield area.” The children were handed over to the Child Welfare Committee after medical examination. The child task force visited eight factories today. The Anti-Child Labour Week concluded today. Dinesh Kumar said, “As many as 62 child labourers were rescued during the week.”

Man booked for suicide bid

Samrala: The police have booked a resident of Manjali Kalan, Ajit Singh, for trying to set himself afire. He told the police that his wife had left him and his six daughters. He went to the place where his wife was staying and tried to end his life. He was rushed to a nearby hospital with 6-70 per cent burns. Later, he was shifted to the Civil Hospital. A case under Section 309 of the IPC has been registered against Ajit Singh. — Tribune reporters

Health notes
One more diagnosed with dengue

Ludhiana: One more patient tested positive for dengue here on Sunday. A female aged 54 years from Nawanshahr has been admitted to Dayanand Medical College and Hospital, Ludhiana. After this, the total figure of dengue cases has reached to 203 out of which 151 patients are from Ludhiana while 46 are from other districts and remaining are from other states such as Uttar Pradesh (one), Jammu and Kashmir (three), Rajasthan and Himachal Pradesh (one each).

Free monthly medical check-up camp

A free monthly multispecialty medical check-up camp was organised at the IMA House here on Sunday in association with the Health Department, Ludhiana, and the Punjab Medical Representative Association, Ludhiana. More than 100 patients were examined during the camp. Eye-testing and blood tests were done free of cost. Medicines were distributed to the needy. — TNS

Campaign against drink and drive

An organisation named Round Table India along with its Ludhiana team is organising a ‘Don’t Drink and Drive Campaign’ in association with the Punjab Police (Ludhiana). The idea was to create awareness among the city youth about the perils of drinking and driving.

Ayush Jam, secretary, said Ludhiana would soon get a video that would summarise the project. He also said we all were aware of road accidents due to drinking and driving incidents but we ignore it till something happens with our near and dear ones. “The idea will touch the psychology of the youth and create an impactful mark of their decision to drink and drive,” he said.

ACP Traffic, Ludhiana, Dr Richa Agnihotri was also present on the occasion to support the campaign.

Punjabi poet remembered

As it was the 28th death anniversary of Punjabi poet Sant Ram Udhasi, artistes weaved a poetic web around the audience at Open Air Theatre of Punjabi Bhawan. A plethora of events were organised by the Sant Ram Udhasi Likhari Sabha Ludhiana.

Earlier, a play “Udhasi di hook” was enacted by famous Punjabi theatre personality Nirmal Rishi. It gave an insight into the life of the poet. His daughter Iqbal Udhasi and son Mohkam Udhasi also attended the function. Iqbal Udhasi said, “The poet highlighted the problems of the common man. He was made to suffer as he wanted to uplift the poor,” she said.

Papers were presented. Later, a poetic symposium was held. Four books were released.

Three booked for abetment to suicide

Ludhiana, November 16
The police today booked three persons for abetment to suicide. A 60-year-old man had committed suicide at Durgapuri in the Haibowal area yesterday. The accused has been identified as Komal, daughter-in-law of the deceased, Raj Kumar, alias Baba and Chawala.

Complainant Manoj Kumar said his father Joginderpal had gone out on his scooter. He was supposed to return within one hour. After a few hours, someone called up my cousin saying he was lying alongside a road at Sangam Chowk.

The victim was rushed to DMC Hospital, where doctors declared him brought dead. “He had left a suicide note stating that he had taken money from Raj Kumar, alias Baba, and Chawala. Despite returning the amount, the two were harassing him. He held the duo and his daughter-in-law responsible for his death.

A case under Sections 306 and 34 of the IPC has been registered.

10 booked for fraud

The police have booked 10 persons for fraud. The accused have been identified as Manpreet Singh, Bachan Singh, Jaspal Singh, Jarnial Singh, Harcharan Singh, Dalip Singh, Satish Kumar, Karanpal Singh, Darshan Singh and Pramjeet Singh.

Complainants Rajinder Kaur, Surinder Kaur and Sukhwinder Singh said the accused sold off a plot in Jawahar Nagar Camp for Rs 80 lakh. The complainants gave them Rs 45 lakh, but the accused did not register the property in the name of the complainants.

A case under Sections 420 and 120 B of the IPC has been registered.

Drug peddler held

The police arrested a person and recovered 30 grams of drug powder from his possession yesterday. The accused has been identified as Raj Singh, a resident of Bhundari. The police said the accused was nabbed during a naka. A case has been registered.

Mobile phone snatched

Three motorcycle-borne youth snatched a mobile phone from a person in the Model Town area today. The victim, Pawan Kumar, a resident of Haibowal, said the accused came on a black Pulsar and snatched his phone.
