Goods worth lakhs gutted in factory fire
Our Correspondent

Kalka, November 19
A major fire broke out in the industrial area, adjacent to NH-22, Kalka. Materials worth several lakhs were reportedly damaged in the fire. As many as 150 workers were working in the factory at the time of the incident. No loss to life was reported.

According to an eyewitness, the incident took place at around 2.45 pm in Kalka Steels ancillary, which manufactures tractor seats. After more than two hours, four fire tenders from Kalka, Parwanoo and Panchkula managed to extinguish the fire.

The reason behind the incident is yet to be ascertained. One of the factory worker said bursting of a compressor pipe might be the reason behind the outbreak of fire. While some workers believed short circuit might have led to the unfortunate incident.

“We heard a thumping sound and all the factory workers ran towards the exit. Five persons were stuck inside the factory, but they were successfully rescued by other workers,” said one of the workers.

A worker, however, sustained minor burn injuries. He is undergoing treatment at Kalka Community Health Centre.

Even before the firemen could reach the spot, five out of 15 chemical solvent drums were destroyed by the fire. The fire was, however, controlled before it could spread towards the production unit.

The in charge of the Kalka Fire Brigade, Surinder Singh, said, “Firemen managed to take out the remaining 10 drums of chemical solvents and more than 10 COC cylinder, which could have caused more damage if left inside the store.” Singh said two years back too, fire broke out in the same factory. “The factory management has installed only one fire safety equipment on the name of fire safety measure. They have not even taken any NOC in this regard,” said Singh.

Fire officer Shamser Singh alleged that there were no optimum provisions for fire safety in the factory.

Owner of the factory Rohit Dagar was not ready to talk to media persons.

The cause of the fire incident would be ascertained only after the investigations, said a police official.

Rape serious blow to victim’s self-esteem, says Judge
Tribune News Service

Chandigarh, November 19
Calling the rape of a minor as a blot on humanity, Additional District and Sessions Judge Nazar Singh in his order passed yesterday has stated that the crime is a serious blow to the supreme honour, self esteem and dignity of the victim.

In his judgment, Nazar Singh has stated that Manjit had previously levelled allegations against the victim's lawyer. Such was the desperation that Manjit got a false FIR registered against the victim's mother and her lawyer. Manjit had alleged that the victim's lawyer had good links with then ADJ Ved Prakash Sirohi. However, the allegations were found false later, reads the judgment.

Notwithstanding the U-turn taken by the victim, the judge has placed reliance on the testimony of her mother. Also, the court has made a special mention of the tactics adopted by Manjit to wriggle out of the case.

"The way he chose to wriggle out of his crime by winning over the prosecutors, taking benefit of her poverty and illiteracy, which is proved to be the most aggravating circumstance, it is held that there is no reason, what to talk for special and adequate reasons, to show any uncalled for leniency," notes the order.

The order reads that "the convict has committed rape upon a minor girl. Sexual violence apart from being a dehumanising act is an unlawful intrusion on the right of privacy and sanctity of a female. It is a serious blow to her supreme honour and offends her self-esteem and dignity. It degrades and humiliates the victim and where the victim is a helpless innocent child or a minor, it leaves behind a traumatic experience."

Industrialist Manjit Arora was sentenced to 12 years of rigorous imprisonment by the court yesterday for raping a 14-year-old girl who worked as a domestic help with him.

Gender sensitisation
Lawyers want setting up of committee

Chandigarh, November 19
A representation signed by about 60 advocates was sent to the Chief Justice of the Punjab and Haryana High Court for setting up Gender Sensitisation and Internal Complaints Committee (GSICC).

The advocates said the committee was required to tackle issues of sexual harassment and to ensure a safe working environment for women on the premises of the High Court and subordinate courts of Chandigarh, Punjab and Haryana.

The Supreme Court in its judgment in Binu Tamta versus High Court of Delhi, vide order dated July 17, 2013, has already ordered formation of “Gender Sensitisation & Internal Complaints Committees” in the Supreme Court. It had also asked High Courts and subordinate courts to form such committees to look into complaints of sexual harassment by any aggrieved woman.

Copies of the judgment were sent to the different High Courts in the different states, so that they too may formulate their own regulations in the same manner, in order to contain harassment of women on court premises.

The representation added as per the “Gender Sensitisation & Sexual Harassment of Women at the Supreme Court of India (Prevention, Prohibition and Redressal) Regulations, 2013” an aggrieved woman is defined as in relation to the Supreme Court as “any female, of any age, whether employed or not, who claims to have been subjected to any act of sexual harassment by any person in the Supreme Court of India precincts, but does not include any female who is already governed by the Supreme Court service regulations."

As such, women lawyers, clerks, interns and even clients and visitors to the court will be covered under the ambit of these regulations and can submit a complaint to the committee. — TNS
