Patiala MC apathetic to stray dog menace
Patiala, August 31 SPWAP had filed a complaint in the commission regarding the stray dogs menace in the city against the MC, Patiala, but it is not satisfied with the reply filed by the corporation and this was conveyed to the commission when a deputation of the society met LR Roozan, a member of PSHRC, three days ago on August 27, who is dealing with the case. The commission member categorically admitted the menace of stray dogs as a national problem in the meeting with SPWAP. According to Dr DS Bhullar, secretary general of SPWAP, the corporation, apart from other measures must explore a legal solution for the problem as stray dog menace can be controlled under law but without applying any cruel and painful methods of controlling them. Dog sterilisation procedures are in fact long term measures to control their increasing population but dog biting cannot be checked unless the openly roaming dog population is caught and shifted to dog ponds. Dr Bhullar said, “The anti-rabies vaccination camps in the past by the corporation were just an eye wash to satisfy the commission as there is now no record for identification of some of the stray dogs which were vaccinated during such camps on August 6, 2012, and September 27, 2012, that too in only two localities of the city which were witnessed by us. Even, the efficacy of the vaccine was doubted at that time.” “Probably, Patiala district is presently leading in stray dog menace and the problem is rising fast but neither the corporation nor the state government has still appreciated its gravity. It is the duty of the MC, Patiala, to arrange for the Dog Squad Team (DST) and Place for Dog Ponds another urgent measure on priority to save people from dog bites. Apart from biting incidents responsible for the killer rabies disease, the mere presence and uncontrolled defecation on roads, is responsible for defacement of the city and a source of infections, a cause of embarrassment to the citizens,” he said. Meanwhile, Patiala Municipal Commissioner Amarinder Singh Bajaj said they had already earmarked two acre land on Choti Nadi for making a dog pond and the work would begin soon. “It is a national problem and one has to see it in a wider prospect. We are already in touch with the Animal Welfare Board of India (AWBI) and are setting up a dog pond with their help. Also, we are soon going to start the sterilisation drive for the dogs,” he said. |
