New Delhi, July 1 Expressing concerns over the increasing number of students and patients coming from the neighbouring states to Delhi, the Delhi Government urged the NCR Planning Board and Union Urban Development Minister Kamal Nath to devise an action plan for providing quality services to the satellite towns. The board was requested to come out with a set of guidelines for disposal of waste of Delhi in collaboration with UP and Haryana. Delhi generates around 9000 metric tonnes of solid waste per day. Delhi was represented by Lt. Governor Tejendra Khanna, Chief Minister Sheila Dikshit, Chief Secretary D.M. Spolia, Principal Secretary (PWD), Principal Secretary (UD) and Transport Commissioner. The Chief Minister stated that Delhi being the hub of super-specialty and advanced treatment, it bears a heavy burden of patients from the neighbouring states. “The hospitals located in the NCR region though adjoining but outside Delhi should be upgraded in capacity and service to provide advance treatment so that there is rational distribution of patient load in the region,” said Dikshit. She also raised the issue of delay in commissioning the Western Peripheral Expressway from Kundli to Palwal via Manesar. It was stated at the meeting that the delay is happening due to the contractor’s attitude. Union Urban Development Minister Kamal Nath decided to hold a meeting at the earliest to resolve the impasse. The board also decided to set up an NCR transport corporation under Regional Rapid Transit System (RRTS). The alignment for 111-km-long Delhi-Panipat, 180-km-long Delhi-Alwar and 90-km-long Delhi-Meerut transit system has been finalized. The government has decided to appoint a financial consultant to suggest formulation of sharing of investment between the stakeholders. The total cost of three routes of RRTS would be Rs 72,000 crore. The lines are likely to be commissioned in 2016. The NCR Planning Board has given its approval for setting up of two Multi-Modal Transit Centres at Kashmere Gate and Anand Vihar. |
Reliance Infra, DMRC engaged in blame game
New Delhi, July 1 The body, which owned Delhi Airport Metro Express Private Limited (DAMEPL), had written a letter to Delhi Metro Rail Corporation (DMRC) on June 27, expressing its inability to continue operations of the line. DMRC has, however, rejected the notice given by Reliance Infra, terming the move a ‘violation’ of the concession agreement and the ongoing arbitration proceedings. It has decided to take over the operations of the 22.7-km-long link from today. In a statement, Reliance Infra said DMRC is now liable to pay DAMEPL a termination payment equal to 130 per cent of the adjusted equity and 100 per cent of the debt due for the project. Sources said this could translate to Rs 2,800 crore though Reliance Infra did not specify the amount. It argued that the termination has arisen owing to DMRC’s event of default. Reliance Infra further said that despite the lapse of nine months and repeated requests by DAMEPL, DMRC failed to make alternative arrangements for taking over the operations of the Metro line. The termination clause had to be invoked by DAMEPL, as DMRC had persistently failed to cure substantial defects in the civil structure designed and built by DMRC, within the period prescribed under the concession agreement, and on account of material breach and event of default by DMRC arising under the agreement,” it said. It contended that DAMEPL’s claims for the termination payment are fully justified and enforceable, and Reliance Infra is confident of recovering its entire investment in DAMEPL. The Airport Metro line, which is the country’s first Public Private Partnership (PPP), has had a tumultuous run beset with controversies after it began operations in February 2011. The services were suspended from July 7, 2012 to January 22, 2013 due to technical problems and after reopening, the speed was cut to 50 km per hour, extending the journey time from the airport to New Delhi Railway Station to over 40 minutes. Before the suspension of services, the ridership hovered around 20,000 to 21,000 per day but after the resumption, the ridership was nearly halved to around 10,000, the statement added. |
High-rises needed in ‘new’ areas, says Kamal Nath; CM agrees
New Delhi, July 1 The Union Minister said they should be built only where possible like in new areas and the Chief Minister agreed but insisted the green and open places of Delhi must be maintained. After chairing a meeting of the National Capital Region Planning Board (NCRPB), Nath addressed reporters in the presence of Dikshit, Haryana CM Bhupinder Singh Hooda and the Delhi LG Tejendra Khanna. The Urban Development Minister was asked by a reporter about his views on vertical growth in Delhi. “My opinion is clear, I have said. Where we are sitting today, there can be no high-rise here. But where there is new development, Delhi cannot expand, it has Haryana one side and Uttar Pradesh on another. So the increasing population and the 40 lakh people who live in slums and unauthorised colonies. What is the solution? The land is expensive. So where, it is possible, there should be high rises, in the new areas.” He said that he does not suggest having such constructions in the old areas, where they cannot take burden of high-rise buildings. Nath added that the limited land in Delhi was also the reason that Delhi’s connectivity to neighbouring towns should be increased. Later, when Dikshit was asked about the views expressed by the Urban Development Minister, she replied, “What he has said is correct. Our purpose is also that whatever happens, the present picture of Delhi, which is green and has open spaces, has to be maintained.” In the past, Nath has said that the only way forward for Delhi was vertical, while Dikshit has opposed the construction of high-rise buildings.— PTI |
Najeeb Jung new Delhi LG
New Delhi, July 1 According to a communique issued by the Rashtrapati Bhavan, 62-year-old Jung becomes the 20th Lt Governor of the national Capital replacing two-time LG Tejendra Khanna who had an eventful stint from April 2007.
An IAS officer of 1973 batch from Madhya Pradesh cadre, Jung has served in various capacities for 22 years in different capacities besides working as Senior Advisor for seven years at the Asian Development Bank (ADB). Jung was appointed Vice-Chancellor of Jamia Millia Islamia in 2009.
Khanna, who was Lt Governor from 1996 to 1998 and 2007 to 2013, had an eventful tenure during which the Commonwealth games were held in the national Capital.

Teen stabbed to death
New Delhi, July 1 Police said that Sarvesh, a labourer from Uttar Pradesh, was found in a pool of blood outside his home in Amar Colony in south Delhi. He was taken to a hospital where he died.

Govt invites select RWAs to Bhagidari functions: BJP
New Delhi, July 1 The government had a pick and choose policy to invite the RWAs to Bhagidari functions. The RWAs that have problems of water and power collapse or issues of women’s safety are not invited, the BJP said. Delhi BJP general secretary Shikha Rai said, “it is shocking to see the dictatorial attitude of Congress government. The RWAs that have been trying to raise the issues related to the core problems of Delhi residents are not invited to such functions.” In the Bhagidari function held yesterday, the government invited only those RWAs that were in its favour, Rai said. In reality, the Chief Minister and her cabinet colleagues are scared of the backlash from hundreds of dissatisfied RWAs left in the lurch, she said. She said, “Much has been spent in the name of organizing workshops for RWAs but when it comes to addressing the real issues, the government does not listen.” |
BSES staff donate one-day salary to PM’s Relief Fund
New Delhi, July 1 A senior BYPL official today presented a cheque Rs 15.17 lakh to the Chief Minister of Delhi, Sheila Dikshit for the Prime Minister’s Relief Fund. Senior BRPL officials will present a cheque for around Rs 19.45 lakh tomorrow to the Chief Minister. A statement issued by the BSES said that this year, heavy torrential rain, cloudburst and massive landslides had caused unprecedented destruction in Uttarakhand. Large tracks of land have been ravaged, houses swept away, lives lost and scores rendered homeless besides destruction of property on a large scale. Sympathizing with the affected families, BSES employees are doing their bit to show solidarity with those affected, the statement said. |
Three held for betting on cricket match
New Delhi, July 1 “The accused were found operating the entire betting and were feeding details in laptop inside a room in context of the ongoing India-West Indies cricket match played yesterday (Sunday),” said a police officer.
A laptop was recovered in which the accused maintained the record of bookings. Two mobiles were being used for bets. Voices of bookies and punters were also found recorded. The same group had placed bets in crores of rupees during this year’s Indian Premier League (IPL) series, Champions Trophy and the ongoing Tri-Nation series.
