Shopkeepers of the Jawahar Nagar Camp area protested when the tehbazaari wing of the Ludhiana Municipal Corporation were clearing encroachments here today. Tehbazaari wing officials were unable to carry out anti-encroachment drive successfully as area councillor Kapil Kumar Sonu along with shopkeepers not only tried to disrupted the drive but even managed to forcibly take away some of the confiscated tables and counters from the MC trucks.

The last two-encroachment drives have not been disrupted, as area councillors along with shopkeepers have tried to to take head on with the MC authorities.

Three days ago (on April 23), the tehbazaari wing officials had to face the ire of a BJP councillor Inder Aggarwal in the Shingar Cinema Road area of the city. Here too, the shopkeepers misbehaved with the tehbazaari wing officials and the confiscated goods were taken away on the behest of the BJP councillor.

Following a complaint, the tehbazaari wing had gone to clear the encroachments from the Jawahar Nagar Camp area this afternoon. Even though the tehbazaari officials were accompanied by a large number of police officials still the shopkeepers of Jawahar Nagar Camp area managed to argue and hold a protest against the civic body officials.

Due to the encroachments, this particular area remains choc-o-bloc with traffic. Most of the encroachments are in the form of rehris, farhis and extended counters outside the shops. Because of the encroachments it becomes difficult for the residents to use the roads of the area during evening hours.

When the drive began today, the area shopkeepers started gathering at the spot. Firstly, they tried to misbehave with the MC officials but when their tables, counters, farhis and other such goods were confiscated, they started raising slogans against the MC’s tehbazaari team.

Sensing that the situation might go out of hand, the trucks full of goods were taken away by the tehbazaari officials. But some shopkeepers chased these trucks and managed to take away some of their goods forcibly. It was later that the police swung into action and dispersed the shopkeepers.

The shopkeepers, led by area councillor Kapil Kumar Sonu, even went to the office of an RTI activist, who had complained to the MC.

Mayor Harcharan Singh Gohalwaria when contacted said that he would take up the matter with the MC Commissioner. “We will make sure that whenever any such drive is being carried out in the city, the tehbazaari wing officials are accompanied by a large number of policemen so that there is no disruption. We will also depute policemen with the building branch officials whenever they go to demolish any structure,” he claimed.

In both the recent drives, the councillors were responsible for disrupting the drives.

The city police arrested three persons and rescued a government school teacher who was kidnapped by them. Raj Kumar, SHO, Division No 7, was injured during the rescue operation. Earlier, the kidnapper had demanded Rs 30 lakh, but the deal was finally struck at Rs 10 lakh.

It was yesterday that Chamkaur Singh, a social studies teacher at a government school of Rakba village in the Sadar area, was kidnapped from Guru Arjan Dev Nagar near Samrala Chowk.

Narrating the incident, Chamkaur Singh said he had been receiving calls from women who were asking him to be friends with him.

Yesterday, when he visited the city to attend a cremation of his relative, he again received a call from a woman who told him to reach Samrala Chowk. As per the telephonic conversation, he reached Samrala Chowk. He said two women met him at Samarala Chowk and took him to a house in Guru Arjan Dev Nagar, Street No 10. He told the police that while one woman sat with him in a room, the other went outside and bolted the door.

Soon, six men barged in to the room and began thrashing him. They accused him of trespassing the house of one of the women. The kidnappers then took him in a car to an undisclosed location near Samrala.

Later during the day, they contacted Parkash Singh, Chamkaur’s brother-in-law, and told him that Chamkaur Singh was in their custody. They asked Parkash Singh to arrange for Rs 30 lakh if he wanted to see him (Chamkaur Singh) alive. They told Parkash to wait for their next call.

In the meantime, Parkash reportedly contacted Commissioner of Police Ishwar Singh and narrated the entire episode.

Soon, the police swung into action and raided the house at Guru Arjan Dev Nagar, but the house was locked.

Later in the evening, the kidnappers called up again and asked Parkash to pay the amount, but Parkash told the caller that Chamkaur was a teacher and earned a meagre salary and could not pay such a huge amount. Finally, the deal was struck at Rs 10 lakh. They told him that they would be waiting for him in a car at a dhaba near Mangli village and would switch on the indicators as a signal.

As per the plan, Parkash reached outside the dhaba. Just when the kidnappers switched on the indicators of the car, the policemen travelling in a sports utility vehicle (SUV) intercepted them. Kidnappers tried to escape and in the process rammed their vehicle in the SUV of the police.

Raj Kumar, who was reportedly leading the raiding team, got injured in the process.

The three accused identified as Sartaj, of Jeera in Ferozepur, Parmod of Sirsa in Haryana and Amrinder of Bathinda were arrested, while the other three accused identified as Manpreet Singh, Amrinder Singh and Harjinder, who were travelling in a separate vehicle managed to flee. The two women also fled with them.

The police has impounded two cars and sharp-edged weapon from the possession of the accused.The police has not ruled out that the kidnappers could be a member of an organised gang.

Chamkaur Singh is reported to be safe. The police has booked the accused for kidnapping, thrashing and seeking extortion by keeping a teacher in illegal confinement.

The accused have also been booked for attacking a police party and injuring a police officer on duty.

A government school teacher, Chamkaur Singh, was kidnapped and the kidnappers sought Rs 30 lakh from his brother-in-law Parkash Singh, but the deal was struck at Rs 10 lakh. A police party led by SHO Raj Kumar was able to nab three of the accused, while the rest escaped. The two cars they were travelling in were impounded. Raj Kumar, SHO, Division No 7, was injured during the rescue operation.

Five arrested in Metro Road robbery & murder case

The police has arrested five members in a murder and robbery case that took place at an electroplating unit on Metro Road near Focal Point on April 15. The robbers had decamped with cash, raw electroplating material, copper wires and silver ornaments worth Rs 20 lakh after killing security guard Dhan Bhadaur (40).

The gang members have been identified as Anil Paswan, residents of Nichi Mangli village, Dharminder Kumar Sharma, alias Naradmuni, a resident of Moti Nagar, Bunty, alias Rajiv of Gandhi colony, Shiva, a resident of Mundian and Arjun Thapa, a resident of Mundian Kalan.

The police also arrested a scrap dealer, Balveer Singh of Jokdhewal Basti, who had tipped the gang members to strike at the factory. He used to purchase stolen articles from the thieves.

The gang members revealed that they did not intend to kill the security guard, but they had to kill him after he attacked them.

Bhupinder Singh, ADCP- II, said that Balveer Singh had filed a writ petition in the High Court against then SSP RK Jaiswal for registering a fake case against him. Earlier, he had his shop in the Daba area and later he shifted to the Basti Jodhewal area. On April 15, the gang members had talked to the scrap dealer thrice before striking at the factory unit. Gurtej Singh, SHO, Focal Point police station, said that they had got an information that Bunty had been hiding some expensive articles at a room in vehra located in Jeevan Nagar.The police also procured DVR from his room, in which CCTV recordings were stored.

After seeing the CCTV footage, the police identified rest of the accused and arrested them from various part of the city. All the gang members are involved in heinous crimes.

Banks falls short of gold

Since the prices of gold have gone down, there is a frenzy of sorts for investing in the metal. There is shortage of gold as the demand in banks has gone up. Most of the banks have run short of the metal, as people are purchasing gold for investment purpose.

"The price of gold has gone down after a long time and anyone who can afford to buy it is investing in the metal. The prices are expected to bounce back soon," says a market analyst.

"There is a great demand for the metal as the prices are expected to bounce back soon. The prices have already risen in the last couple of days to Rs 28,000 per 10 gm and are expected to rise further," says Anand Sikri, president, Ludhiana Jewellers Association.

"There metal is so much in demand that banks have fallen short of it. The metal was selling at a premium of Rs 1,300 a couple of days ago. It has recovered a few notches and now, the premium is Rs 900," he said. The supply at the banks has become better, he said.

Four of family booked for kidnapping girl

Four persons have been arrested for kidnapping a 22-year-old girl from Shimlapuri. The police has not ruled out elopement for marriage to be the reason behind the woman’s disappearance.

The accused have been identified as Pardeep Singh, his father Gurcharan Singh, mother Naib Kaur and brother Jonny, all residents of Tibba Road.

The police had recorded the complaint on March 20 that the girl had eloped with Pardeep Singh. Today, the Shimlapuri police registered a case of kidnapping against Pardeep and his family and started the investigation.

Incomplete underpasses add to commuters’ woes in Doraha

Underpasses erected by the National Highway Authority of India (NHAI) for the convenience of the localities are putting them into such inconvenience that while crossing through them, they never forget to condemn the authorities, who have made them pass through such testing times.

“These under passes, it was said, would make our passage easy from under the over bridges when we have to make an entry or exit to and from our places. We also thought that it would be a blessing for us. The work began and passage for the underpasses was kept. After this, these underpasses were left in lurch and the commuters were left to their ill fate. They are crying for attention. They are yet in their raw state and months have passed but there has been no further development,” rued a villager.

“Resultantly, in dry or in wet weather, these underpasses have undermined the daily movement of the commuters, who have no other option but to cross from under them, not once but repeatedly. Many of these are dusty to the extent that as the vehicles pass by, they raise such a storm of dust that the pedestrians have to literally gasp for breathing apart from getting bathed in mud from head to toe. This dusty pool further deteriorates and becomes a swimming pool when it pours. In that situation, none can make out the deep ditches on these passes. Many a two-wheelers and pedestrian have had a miserable fall in the middle of these pools. The rain water from over the bridges collects in these underpasses, thus making life hell for the commuters and residents,” rued another resident.

“It takes weeks for the rain water to dry and in no time it fills again with another downpour. It is simply ridiculous. You collect heavy toll simply to put the commuters to as much inconvenience as is humanly possible. No day passes when one does not have to either soil his clothes or drench his feet in the standing stagnant pool of water where mosquitoes and flies thrive freely and add to the woes of the residents,” shared a commuter.

“We fail to understand that what was the need for erecting these underpasses, if they had to be left in between? We simply reject such policies of the government which, rather than providing timely relief to the residents, puts them into such inconvenience that they dread the very idea passing from the under pass,” the commuters rued.

As per a higher official of the NHAI, “It is the job of the contractor to take necessary precautions at every place and until and unless the traffic worthiness of the place is met, he cannot leave it in between. But at present, the situation is not good. The whole project has come to a standstill due to financial crunch and when it is going to be put on the track again, cannot be ascertained.”

Controversy erupts again among GNG College trust members

Controversy has once again erupted among members of the Trust of Guru Nanak Girls College, Model Town. Terming allegations by Prithipal Singh, the secretary of the trust as baseless, president of the trust Gurbir Singh said this person had brought enough disrepute to the college and the trust had started procedures (as per the rules) to remove him from the post. Following a complaint received by the female staff of Guru Nanak Girls College, Commissioner of Police Ishwar Singh has constituted a two-member Special Investigation Team headed by ADCP Nilambri Jagdale, which will submit the enquiry report within seven days.

Gurbir Singh said the teachers were facing "harassment" at the hands of the secretary Prithipal Singh and the latter was "threatening" the staff to sign certain affidavits in his favour else threatening that they will go behind bars.

"Till now, we were silent as we never wanted to highlight Trust matters to the public. But the secretary has started maligning the reputation of the college, Trust members, principal and staff publicly, so we had to provide the right picture," said Gurbir Singh. He said baseless allegations were being levelled by the secretary.

The principal of the college, Dr Charanjit Kaur Mahal, said Prithipal Singh was a "narrow-minded" person, who did not favour the "Modern Education". "At every sports or cultural event, the secretary comments on the dresses of the girls that they were not fully clad. If students have to participate in some sports activity, they need to wear shorts but he keeps on commenting on such occasions and students feel bad," said Dr Mahal adding that the allegations that "fake-admission" racket was going on in the college was baseless as he has no proof to substantiate his claim. "The committees have been formed for each and every purchase, there can never be bungling of funds," she said.

Meanwhile, earlier in the day, the staff members, along with the principal and president of the Trust met the Commissioner Police on this issue. They submitted a memorandum and asked the Commissioner, Ishwar Singh, to take preventive action according to the law to safeguard the safety of women staff at the college. The staff members held placards to remove the secretary from the post.

Secretary of the Trust, Prithipal Singh, had levelled allegations that "admission scam" worth crores had taken place in the college. Besides, the president in connivance with the principal, had made college their property and were inviting influential people in the college and presented them with "gold and silver" gifts for their own vested interests, said the secretary. The controversy among the members of Guru Nanak College Trust is not new. The allegations and counter-allegations were levelled against each other, a few years ago, too.

Pay pvt school teachers as per sixth pay commission, says CBSE chief

Dr Vineet Joshi, Chairman and Secretary, CBSE, has said that the CBSE affiliated schools need to provide the salaries to their teachers as per recommended in the Sixth Pay Commission.

“A list of the schools will be made, which were not following the guidelines. If teachers are not provided enough salary, they will never take interest in the studies of students and the latter will suffer,” said Joshi.

He asked Harmit Kaur, the principal of Nankana Public School to make a report of such schools in the district. In severe circumstances, even the affiliation to the respective schools will be cancelled.

Stressing on the need to provide vocational training to the students in schools, the chairman said if students were studying for about 1,000 hours in a school, their study time should be reduced to 800 hours and the remaining 200 hours must provide be provided to them for vocational training on various subjects. "Their skills need to be developed," said Joshi.

He said schools could not become "commercial" in the sense that the books, dresses must be made available in schools as per market prices. But if they charged exorbitant rates, then it should be discouraged. Besides, if schools wanted to increase the fee, it must be done with the consent of the parents and arbitrary attitude will not be tolerated.

Joshi said that the results of Joint Entrance Examination were expected to be declared by May 7 while by May 30, results of Class XII will be declared. He said Continuous Comprehansive Evaluation System in schools was being taken positively by the parents but if teachers were facing any problem, they will be given thorough training. He also said it was bad if schools were charging "re-admission" amount from the parents. Since, students were already studying in the school, why should there be any readmission, he asked.

Meanwhile, a magnificent, colourful annual prize distribution function was held on the school premises. The function started with the lamp lighting ceremony.

Navita Puri formally welcomed and introduced the chief guest. She said every child was an achiever in his own way as he tried to put in his best in whatever way he could. Priyam, the dancing star of kindergarten enthralled the audience with a dance performance on a Punjabi song. Joshi gave the prizes to the achievers. Total around 1000 students were honoured.

The KVM Class IV Employees Union today submitted a memorandum to the CBSE Chairman. The union members said since their DA installment was withheld by the school authorities, it should be released. The union members asked chairman to intervene to bring justice to them.

Some mischievous elements are trying to take aspirants of the National Entrance-cum-Eligibility Test (NEET) for a ride by spreading the rumour that question paper has been leaked and they can get it from them.

National Entrance cum Eligibility Test (NEET) for entrance in medical colleges is going to be held on May 5. Aspirants of this test are getting calls from unknown number that the question paper for the test has been leaked. The person calling asks if the student is preparing for medical examination and says that if they want the examination paper, they should pay an amount of Rs 10 lakhs.

According to an aspirant, "The person calling addresses the students by their name and asks them if they are appearing for the medical exam. Then he asks the student to come to Kurukshetra on May 3, two days before the examination with an amount of Rs 5 lakh, if they want to collect the question paper."

"The caller even sent a message to a student along with the contact number to get in touch with said another student of a city school," said another aspirant.

Commissioner of Police Ishwar Singh said, "The police has not received any complaints and will investigate the matter if any complaints from the students are received."

SC Judge tells students to save earth

Justice V Gopala Gowda, Judge Supreme Court of India, has asked the younger generation to come forward and take the pledge to make the city/country pollution free. Justice Gowda was in city and flagged-off "Anti-Litter Campaign"-a public awareness march from the Sutlej Club. Many students from various schools took part in the march, which was organised by the Hari Bhari National Environment Protection Society, during their annual day function today.

Addressing the students, Justice Gowda said, "If we protect the nature, nature will protect us." Praising the states of Punjab and Haryana for being "Annadata", Justice Gowda stressed that the greenery in the states, needs to be protected. He said persons like him had already played their innings, it was the younger generation to come to the front to save and protect Earth.

Appreciating the initiative taken by the district administration and the police here, Gowda said if such cooperation was provided to any cause, it will certainly be a success. He asked youngsters to make Ludhiana pollution free as it was already considered as one of the most polluted city in the nation.

BBS Sobti, president Hari Bhari Society, expressed his gratitude to the district administration for their support in organising the rally.

District Health Department launches control room

Keeping in view the forthcoming season of water and vector born diseases, the District Health Department has established its control room for the public in general.

Civil Surgeon Dr Subhash Batta said, "We have established a control room. In case of any suspected case of dengue/gastroenteritis, one can call at the control room of the civil surgeon at 0161-2444193."

The department has also initiated the process of spreading awareness through schools about these diseases. District Epidemiologist Dr Puneet Juneja said, "Dengue is a fever which spreads with the bite of a mosquito, Aedes Aegypti. We are making the students aware of the symptoms of dengue and precautions to be taken. Simultaneously, we are also making them aware about the preventive measures of the various water born diseases like cholera, gastroenteritis, typhoid and hepatitis."

Last year, less dengue cases were reported from Ludhiana district as compared to the year 2011. Health experts claimed that it happened due to the better communication between the Department Of Health and the Municipal Corporation. Moreover, there was less rainfall last year.

Panchayat members meet 10-yr-old victim

Two days after Tehsildar Jaspal Kaur posted in Patiala and her daughter were booked for allegedly assaulting a 10-year-old girl and forcing her to work as an alleged bounded labourer, the Panchayat members of a village falling in Bhadaur town of Barnala district visited the city and met the girl.

They met the girl following complaints that the girl had given false statement under pressure. “The person can lie but the wounds can't lie. The girl has visible injury marks on her back that indicates that the girl was subjected to torture,” said on of the Panchayat members. The girl, who was rescued on April 25. — TNS

City lad emerges winner in music talent hunt

City lad Arun Mahajan won the talent hunt adjudged by noted music composers Shankar-Ehsaan-Loy. Mahanjan won Idea Rocks India-2013 from the city. He also shared the stage with the musicians as they performed live during a music concert at a resort on the Ferozepur Road.

Mahajan was selected as the winner of Idea Rocks India after a rigorous audition process on the digital and on-ground platforms in the state, according to the representatives of the event.

When asked about the future of music reality show winners, who are quickly forgotten by a majority of the people after the reality shows are over, the musicians said the shows are just a start to the careers and most of them do well for themselves after the reality shows. The event was attended by music enthusiasts from the city.

GADVASU celebrates World Veterinary Day

The Guru Angad Dev Veterinary and Animal Sciences University (GADVASU) celebrated World Veterinary Day on its campus at Silver Jubilee Block. Vice-Chancellor of GADVASU Dr VK Taneja inaugurated the free vaccination and de-worming camp for pet animals.

Dr PS Mavi, Head, Department of the Teaching Veterinary Clinical Complex, said, “About 200 pets will be given anti-rabies vaccine and de-worming.”

Expert lectures on the importance of vaccination in livestock and pet animals were also delivered on the occasion.

80 units of blood donated

To mark the birth anniversary of Mahant Ganga Puri, Mahant Gangapuri Sarv Hitkari Sewa Dal, Ludhiana branch, in collaboration with the NSS wing, Guru Angad Dev Veterinary and Animal Sciences University (GADVASU) organised a blood donation camp here at Langar Bhawan of Gurudwara singh Sabha, Gobind Nagar.

Members of the Dal, and even local leaders came forward and donated blood voluntarily. A total of 80 units of blood were donated at the camp.

The camp was supervised by a team of doctors from the DMCH, Ludhiana, under the leadership of Dr Manavi Gupta of the blood transfusion department.

Suspended ACP’s remand extended

Ludhiana, April 27
The local court today extended the remand of a tainted Assistant Commissioner of Police (ACP-South) Baldev Singh Chauhan for two more days.

The Vigilance Bureau (VB) reportedly sought extension on the grounds that the ACP was not cooperating with investigating agency. "We had sought time so that we could be able to know that how many people fell victim of ACP. We will also analyse the call details of ACP," said the SSP.ACP Baldev Singh Chauhan was arrested red handed by the Ludhiana Vigilance Bureau while he was accepting a bribe of Rs 25,000 through a middleman identified Pappu at Sherpur chowk in Ludhiana city on April 24. — TNS

Inter-school chess tourney begins

The second edition of the Ludhiana District Inter-School Prize Money Chess Championship started at BAM Senior Secondary School, Shastri Nagar, today. Paramjit Kaur, principal of the school, inaugurated the championship by making the first move. Vikas Sharma and Arvinder Preet Singh, president and general secretary, respectively of the Ludhiana District Chess Association along with other office bearers of the body were present there on the occasion.

Around 185 players drawn from as many as 21 schools of Ludhiana district are taking part in this two-day meet.

Cash prizes of Rs 21,600 will be given to the position holders of the Inter-School Prize Money Chess Championship , besides, participation certificates.

At the end of third round, following players were leading: U-13 boys': Mumukshu Mittal of Sacred Heart Convent, Sarabha Nagar, Raghav Bansal of Ryan International School, Aqib Tareen of Delhi Public School, Dipanshu Gond of Green Land School, Subhash Nagar.

Narinder to lead Punjab bodybuilding team

Narinder Singh of the Punjab Armed Police (PAP), Jalandhar, has been selected to lead the Punjab bodybuilding contingent to take part in the Senior Mr India Competition scheduled to be held from May 7 to 9 at Chennai.

This was stated by Dr Randhir Hastir, president of the Punjab Amateur Bodybuilding Association. The team was finalised on the basis of their performance in the Punjab State Bodybuilding Competition held, recently," said Dr Hastgir.

The names of the bodybuilders are: below 55 kg: Manpreet Singh of Gurdaspur; 55 to 60 kg: Karanjit Singh of Tarn Taran; 60 to 65 kg: Ravi Kumar of Fatehgarh Sahiband, Askhok Kumar of Kapurthala; 65 to 70 Kg: Vishal Kumar and Raman Kumar, both of Jalandhar; 70 to 75 kg: Bihari Lal of PAP, Jalandhar; 75 to 80 kg: Som Raj of PAP, Jalandhar; 80 to 85 kg: Jagdish Kumar of PAP, Jalandhar; 90 to 100 kg: Narinder Singh of PAP, Jalandhar; + 100 kg: Charan Mohan and Onkar Singh, both of PAP, Jalandhar. Arvinder Singh will accompany the team as manager.
