Tribune News Service

Panchkula, April 27
The Court today admonished the government counsel for delaying the government rebuttal evidence in the stray cattle contempt case and gave the defendants one last opportunity to give their evidence, adjourning the case for 10 days. The case would now be heard on May 7.

The Court has already recorded evidence of the petitioner, Pankaj Chandgothia, in the contempt case against Panchkula Deputy Commissioner Ashima Brar, executive officer of the Municipal Corporation KK Jain and the Panchkula Superintendent of Police, contending disobedience of Court orders dated October 20, 2011.

The officers have been asked to explain as to why they should not be punished for disobedience of Court orders. The then ACJM Gurvinder Kaur had earlier issued directions to all the defendants to take effective steps to ensure that the menace of stray cattle was completely eradicated to ensure safety of public at large in Panchkula.

The Court has also observed that the defendants have the option to shift the animal owners to surrounding areas so that their animals did not stray onto the roads, public places and parks in the city.

Advocate and social activist Pankaj Chandgothia had earlier filed a public interest litigation against the DC, MC and SP (Traffic), Panchkula, accusing them of neglecting their duty of ensuring the safety of commuters and failing to keep the city roads free of fatal obstructions. In his statement before the Court, Chandgothia said that he had not filed the case for any personal benefit but for the benefit of all the Panchkula residents. He pointed out that the Panchkula administration had even failed to create a cattle pound to keep the seized stray cattle.
