Developmental works hang fire; tenders cancelled twice
Fatehgarh Sahib, March 18 The council president is son of a former MLA belonging to SAD (B), whereas, Sirhind Mandal BJP is not satisfied from the working of the council. The BJP president is complaining against the council and has succeeded in stalling all the development projects. The tussle has affected badly the residents, who are helpless and forced to live in poor like situation. It is worth mentioning that 40 per cent of the town is underdeveloped. Half of the town is without sewer and water supply facility. The estimates worth Rs 30.83 crore to lay sewer in town is lying pending with the government. No proper bus stand, no public toilets, sewer water over flowing, heaps of garbage can be seen at every nook and corner. The council had floated tenders for various development works worth Rs 4.5 crore on 30.10.12. But the tenders were cancelled by the executive officer on the verbal instructions of the Deputy Director Local Bodies, Ludhiana, as the local BJP leaders had complained. But again on 12.12.12 the council floated the tenders of development works worth Rs 6.5 crore and again Sirhind Mandal BJP president, Manoj Gupta, lodged a written complaint with the Deputy Director to cancel the tenders. In his complaint (copy with The Tribune), he had alleged that financial position of the council was worse and it was under great debt of contractors, employees and others. The contractors have filed cases in courts to get payments. Moreover, the office of Deputy Director has imposed ban on preparing estimates. But in spite of that, estimates worth Rs 6.5 crore have been made without visiting the site of works. He alleged the tenders were floated earlier and that they were cancelled. But again, the council floated tenders without getting his permission. He has mentioned that the tenders have been floated of more amount than the annual development budget of the council. Reacting on the complaint, Deputy Director vide letter No. 1074 Dt.19.2.13 has cancelled the tenders and directed the Executive Officer of the council to send a detailed report about the allegations. When contacted council president, he said he was surprised to see the complaint lodged by BJP, where as BJP leadership claims of development. He said presently, the council has a bank balance of Rs 2.74 crore and is likely to get Rs 3.88 crore from the railways in lieu of its land. That is why the council floated the tenders. It is up to the people to decide who is blocking the development, he added. |

Workshop on mobile applications organised
Banur, March 18 Students developed android applications using Eclipse and JDK technology during the workshop. Similarly, a workshop on Linux and open source for IT students was organised in which prof Amit Deogar from NITTER delivered a lecture. Students learnt software installation and management using local repository, virtualization and implementation of WEB SERVER and FTP server. For the ECE students, workshop on robotics was organised. Students were given knowledge of the DTMF technology, wireless power transfer, bluetooth, zigbee and SIM 300 using which they developed robotics car. — OC |

16-year-old girl commits suicide
Zirakpur, March 18 Sources said Muskan was trying to get admission in Class XI
these days. The police sources said Muskan was found hanging with her duppatta in her bathroom today
morning. The body of the victim was taken for the postmortem examination and later, handed over to her parents. The family of the girl had shifted to Zirakpur four months ago, said the police. The police has taken an action under Section 174 of the IPC following the statement of her parents. |

HC: Retrospective promotions not a right
Chandigarh, March 18 The ruling by the Division Bench of Justice Surya Kant and Justice RP Nagrath came on a petition filed by the Chandigarh Administration and another petitioner against Vin Dosajh and another respondent. The administration had challenged the order dated October 18, 2011, passed by the CAT’s Chandigarh Bench, whereby it was directed to promote Dosajh as the head of the Pharmacy Department at the Government Polytechnic for Women, Sector 10,
Chandigarh, “with effect from the date the relevant vacancy became available” along with all consequential benefits within two months. The vacancy had arisen with effect from August 1, 2006, whereas Dosajh was promoted with effect from May 8, 2009. The Tribunal while accepting Dosajh’s claim relied upon its previous decisions in the cases of K. Ranga Rajyam and Veena
Sood. It observed that Dosajh was entitled to seek parity, as both Rajyam and Sood were granted retrospective promotions from the date of vacancies, after the orders were accepted by the administration. The petitioner-Administration, on the other hand, referred to the Supreme Court decision in the case of Uttranchal and another versus Dinesh Kumar Sharma. The Apex Court, in the
judgement, had ruled “service jurisprudence does not recognise the jurisprudential concept of deemed retrospective promotion and unless there exists a rule…” During the course of hearing, the UT Administration said Dosajh would not get monetary benefit as she was already officiating as the Head of the Department on a current duty charge basis with effect from December 2005. She was also getting the department head’s salary. Moreover, she was the senior-most in the Department. Refusing to interfere with the order, the Bench added: “We do not deem it necessary to interfere with the directions issued by the Tribunal, except to the extent that in our considered view, retrospective promotion cannot be claimed as a matter of right unless the rules permits so or there exists some special or peculiar facts and circumstances for issuing such direction”. Disposing of the petition, the Bench issued a clarificatory direction that “as and when an applicant seeks retrospective promotion on the basis of the instances referred to above or on the strength of the order under challenge, the Tribunal should not be influenced by its previous orders and should decide the same keeping in view the binding precedents in accordance with law”. |

Youth held for molesting SDO
Chandigarh, March 18 As per the complaint, the woman told the police that the youth is known to her and was stalking her for quite some time. As she was ignoring him, the youth forcibly stopped her in the evening in Sector 17 bank square and held her hand. The SDO raised a hue and cry and called the police. The police has registered a case under Section 354 A (assault or criminal force with intend to outrage modesty of woman) of the IPC at the Sector 17 police station. |

At 13, she has represented city in 3 nationals
Chandigarh, March 18 A student of Class VIII in the Government Model Senior Secondary School, Sector 22, has every reason to indulge in the love of the game. At 13, she has represented the city in three nationals, won best player award in St Stephens’ Trophy, Saupin’s Soccer Cup for Girls and adding more feather, she was the top scorer of the Inter-School Soccer Tournament for Girls (U-14). “I just need to wear studs and cover the ground. Getting possession of the ball remains my main motive. I wanted to attain my dreams like the movie’s character,” said Anjali. She said, “For me, soccer is the best thing that could happen in my life. The game has given me a status and recognition. I wanted to earn a lot from this game and hopefully will attain,” said Anjali. Fighting against all odds, daughter of a daily wager maintains her cent per cent attendance on the grounds. The ace striker has played many local tournaments and also represented her school in eth inter school tournaments for girls (U-14). “My father is a daily wager and we hail from Rajasthan. But my family supports me throughout. Having proper diet remains an issue. But my well-wishers provide me with best of the playing gear. I just hope to return everything, in the same manner to all of them. I could have excelled in studies. But I wanted to make my name in soccer. My coach, Bhupinder Singh, and principal Promila Sharma, support me and gives me a chance to prove myself,” said Anjali. At her initial stage problems, she mentioned, “Initially, my family opposed to my decision to play. But slowly, when I started winning mementoes and prizes, they started supporting me for the game. My father always come s to watch me playing, whenever we have a match at Football Stadium of Sector 17,” said Anjali. Her coach Bhupinder Singh, a former soccer player said, “The girl is gifted with a real natural talent. I just wanted her to be in right hands so that she can perform constantly. She is the backbone of our team and capable of playing at any position. It’s due to her performance that other girls also wanted to play soccer. She might not be blessed with wealth but she has the talent and I will support her,” said Bhupinder. |

Selection trials for U-14 cricketers from March 20
Chandigarh, March 18 The players between 12 to 14 years (as on September 1, 2013) will be eligible for the trials. The total strength of the non-residential academies would be 16 players each including the retained players. The composition of players would be two opening batsmen, one wicket keeper, six middle order batsmen, third fast bowlers and three spinners. The selection committee, comprising of two selectors nominated by the PCA and one local selector from the respective district cricket association will judge the performances. MP Pandove, honorary secretary of the PCA, stated that these academies will act as special coaching centres for fundamental training for the young players and the academies are likely to start from April 10.
