Legal aid clinic for poor opened
Dera Bassi, January 11 The meeting was presided over by Gopal Arora, civil judge senior division, CJM-cum-secretary legal services authority district Mohali. Addressing the meeting, CJM Gopal Arora said that the main purpose of the move was to inform the rural poor about the legal rights and services available for them easily and free. Along with the spreading information of legal services, public interest problems were also being raised by this authority with concerned authorities and the option of filing public interest litigation in the higher courts was open to find out the solution of public interest problems. Meanwhile, CJM also inaugurated a first legal-aid clinic at Sekhpur Kalan village to provide legal services to the poor people. He told that one lawyer and two para-legal volunteers would be available in this clinic. SDM Inderjeet Kaur Kang, tehsildar Mandeep Singh Dhillon, local bar association president Mukesh Gandhi were also present in the meeting. |

BSNL SUBSCRIBERS cry foul
Fatehgarh Sahib, January 11 The customers said in the era of competition the BSNL is losing the confidence of its customers resulting in loss of customers. The sources told that the landline subscribers in Fatehgarh Sahib area have come down to approximately 2,000 from 5,000. While talking to The Tribune at a local BSNL office, the customers told that the telephone sets installed at their residence and commercial sites are not working and they have been hanging about the BSNL office to replace the telephone sets. But they expressed their inability to change the set terming it out of stock from the last many years. The consumers alleged that without telephone set they cannot utilised the service but the department is charging rent from them, which is illegal as the department is supposed to provide the sets. Certain consumers alleged that they have availed the broadband service from the BSNL. But it is not working properly and more over there is no one to heed their problems. They have to hang about the office to register the complaints, as customer care number 1500 is not attended. They alleged that the department had promised to provide cable services also and laid optical fibre by spending huge amount but all promises proved futile. Similarly, customers complained that the local BSNL department has failed to provide 3G services despite the fact the all required equipment have been installed. But unfortunately, they are not working and there is no one to get it repaired. They said, whenever, they lodge complaint, they get same answer that higher officials have been briefed and would be repaired soon. When contacted local District Engineer Telephones (DET), he said there is problem of new sets from the last many months and they are not getting it from Patiala office, so they are unable to provide new sets to new subscribers as well as to those, whose sets are not working. He said they are providing repaired sets to the customers. He did not give satisfactory any answer to other problems. |
HC tells ministry to decide on contract appointments in NIPER
Chandigarh, January 11 The directions, to be complied with by the
Ministry within four months from receiving the order’s copy, came on a petition by the NIPER Research Employees Welfare Association. It was stated in the writ petition that three resolutions were passed by the Board of Governors of NIPER for abolishing the contract system, so that the employees already working could be treated as regular employees. Yet, the Government of India had not taken any final decision in the matter. The petitioner-association stated that its members, working on non-teaching (scientific and technical) posts in the NIPER on contract post for the last so many years, were not being promoted to higher posts, since they were not holding regular posts. The petitioner-association also stated that it has also submitted a number of representations to the respondents for abolishing the contract system. |

Two gang rape accused sent to judicial custody
Panchkula, January 11 The accused were identified as Kapil and Rohit, both residents of Himachal Pradesh. They were booked under Sections 376(g) and 307 of the IPC. Both the accused had also banged into the barricades to hurt the cops when the latter laid a naka to nab the former following which an attempt to murder case was also registered. “We produced both the accused in the court after they admitted their crime. They have now been sent to judicial custody by the court,” said Inspector Satish Kumar, the station house officer, Chandimandir Police Station. The 30-year-old woman was allegedly gangraped by two youths when she asked for lift near the Barwala-Ambala road last evening. Later, the victim, who works at a poultry farm near Barwala, was forcibly taken to Morni where she was gangraped. The accused then abandoned her near Bhurr village. |

Tax official acquitted
Chandigarh, January 11 According to the prosecution case, the complainant, Kuldeep Goyal, owner of Goyal Kiryana Store at Attawa in Sector 42, complained to the CBI that SL Sharma demanded a bribe of Rs 10,000 in order to stop action on the file of kiryana store owner for tax violations. Goyal approached the CBI and lodged a complaint with the bureau, which laid a trap and nabbed the inspector red-handed. The CBI had a voice recoding of the accused and a shadow witness on the spot. However, in the court, the defence counsel, Harish Bhardawaj, said the voice recording had no mention of the demand for a bribe and a loan transaction was being discussed at the time of his arrest. |

Three arrested with stolen goods
Zirakpur, January 11 As per information, the accused were involved in cases of theft and had been booked under Sections 457, 380, 379, 473 of the IPC. The arrested accused has been identified as Ravi Kumar, son of Heera Lal, a resident of Jai Singh colony Ropar, Sanju Kumar, son of Naresh Kumar, a resident of ward number 12, Ropar, and Sani, son of Parsotam, a resident of Ropar. The arrested persons were involved in the cases of theft of motorcycles and jewellery of gold and silver. The police has also recovered the material motorcycle, Honda City car and gold jewellery from their possession. 4-year-old goes missing Dera Bassi: A four-year-old child was went missing from nearby Behra village on Wednesday evening. Bagh Singh, father of the missing child said his son, Jaskaran Singh, has been missing since Wednesday evening. He said when he returned to his home after work, on Wednesday evening, his son was found missing. He tried to trace Jaskaran but could not find till next morning. The police has registered a case under Section 365 of the IPC and has started investigation.
Theft at temple
Mohali: A theft took place at a temple near the Phase I barrier here. According to reports, the thieves decamped with, among other items, three silver crowns, Rs 1 lakh in cash, two CCTV cameras and a donation box containing Rs 5,000. Police files chargesheet against in-laws

Chandigarh, January 11 Interestingly, the police has filed a chargesheet under Sections of murder as well as of abetment to suicide under Sections 306 and Section 302 of the IPC. A police official said it is up to the court to take cognizance on basis of evidence on record and decide under what charges (murder or suicide abetment) will the accused be tried in court. The police has filed a chargesheet today under Sections of murder, abetment to suicide, criminal conspiracy and destruction of evidence against Monica’s husband, Vikas Goyal, father-in-law GP Goyal, mother-in-law, Prem Lata Goyal, and brother-in-law Vishal Goyal. All of them are in judicial custody at present. It was after a gap of 22 days on November 8 that the police had slapped charges of murder against all the accused. Initially, the police had booked all of them in a case of abetment to suicide. After the incident, a team of CFSL had reconstructed the death scene and hung a dummy to the ceiling fan. “The forensic team established that Monica Goyal was first beaten brutally the night before her death and then her body was hung to the ceiling fan. The CFSL has also not ruled out the possibility that Monica could have been hung in an unconscious state to the fan,” states the chargesheet. The police had also added section of destruction of evidence after they recovered a bedsheet from her residence, which had been washed by her in-laws. Monica Goyal, a 35-year-old computer teacher with New Public School, Sector 18, was found dead under mysterious circumstances in October 2012. The victim was brought to the Government Multi-Specialty Hospital, Sector 16, by her in-laws where she was declared brought dead. |

Elderly shot in Pinjore
Panchkula, January 11 Krishan Lal died instantly. At the time of the incident, his wife, son, two daughters-in-law and grandchildren were present in the house. “The members of his family said the door was opened and the youngsters entered the house and held them at gunpoint. They looted a chain and gold earrings from the victim’s wife Madhu and daughter-in-law,” said Assistant Commissioner of Police (ACP) Krishan Kumar Hooda. The youngsters shot Krishan Lal in the neck. The members of the family said the youngsters had not covered their faces. “According to the neighbours, they saw the youngsters running. One of them had long hair. Our investigations are on. We have to find what was the motive of the attackers,” added Hooda. A case of murder has been registered at the Pinjore police station and investigation is on. |

AG Haryana win football tourney
Chandigarh, January 11 AG Haryana attacked its opponent from very outset and made moves from both corners. Their efforts bore fruits in 18th minute of the game when Varinder Kanwar kicked the ball in the goal post of AG Jammu. Goalkeeper of AG Jammu tried to latch on but the ball slipped down from his hand and rolled down into net thus gave AG Haryana a vital lead. Shahnawaz of AG Jammu scored the equaliser in 33rd minutes, when he kicked the ball from 35 yards like a bullet and leaving no chance for goalkeeper of AG Haryana to move. At interval, both teams were level at 1-1. Second half of the game also witnessed intense fight between two teams to move the scoreboard. In the dying moments of the game, in 69th minute, AG Haryana got a penalty corner in which their star striker Harminder Singh anticipated the ball correctly and headed it into the nets and won the match for his team by 2-1. |

Chandigarh, January 11 The tennis tournament, that concluded here today, has turned out to be a live example for this as the organisers failed to provide the 8-feet (height)-umpire-chair, for conducting the tournament smoothly. As per the rules framed by International Tennis Federation (ITF), the umpire’s chair should be of 6 to 8 feet height, so that the official can see the court lines clearly. But in the recent concluded tourney, it was witnessed that the main umpire was given a chair that was hardly of 6 feet height. It can be easily seen in the picture how organisers have made the arrangements, after putting a chair above the stand, for officiating a match. “We have been provided these chairs every year. For an inexperienced professional, it is difficult to supervise the rally, from that height. But as we are regularly associated with the game, we can judge the ball from even this chair. Although as per the rules, the umpire chair should be of around 8 feet,” said Gagan, an officiating umpire in the tournament.” Besides, the sports director, added, “No one has objected while officiating the match and all of them hold good experience in umpiring the tournaments,” said Dr Gurmeet Singh, director sports. The tennis team of DAV College, Sector 10, won the inter-college tennis tournament for men after defeating the team of PU Campus, here today. The team of SGGS College, Sector 26, attained third position in the championship. Chandigarh, January 11 After winning the toss, the winning side posted 211 runs in 20 overs. Shivam Sharma studded 78 off 58 including 12 boundaries while Jaideep contributed 54 runs with six boundaries. For bowling side, Jobanpreet claimed 2 for 17. In reply, the team of Mount Carmel could manage to score 121 runs in 1 side 9 overs. Anantbir (28) and Saurav (27) were the only main scorers for the team. For the bowling side, Ritwik, Utkarsh and Karan Bansal claimed two wickets each. Earlier, St Anne's Convent School, Sector 32, defeated Manav Mangal High School, Sector 21.
