Benefits of FDI in retail exaggerated: Expert

Patiala, October 25
Dr Sukhpal Singh, professor, Indian Institute of Management (IIM), Ahmedabad, delivered a lecture on the benefits of FDI in multi-brand retail in India at Punjabi University today. The lecture was organised by the Centre for Development Economics and Innovation Studies and Centre for South-West Asia Study, Punjabi University, Patiala.

He said the benefits from the FDI in multi-brand retail had been exaggerated by vested interests. He said without proper and effective policy framework FDI would not benefit farmers, consumers, and other stakeholders.

He added big buyers did not guarantee better prices to the small producers as level of prices depends upon the relative bargaining power. "The system of contract farming has been reduced to 'contact farming', which in no way suits to the interests of farmers. The big companies are not interested in any sort of written agreement with the farmers," he said. He said the data related to food wastage under the existing system had been manipulated to build a case for the entry of FDI. —TNS

22-yr-old drowns

Dera Bassi, October 25
Surjeet Kumar (22) had drowned in the Ghaggar on Thursday evening while immersing the idol of goddess Durga .

The divers, who were called from Ropar, could not recover the body.

As per information the incident occurred when about 25 devotees from Sector 49, Chandigarh, were immersing the idol. After getting a report regarding the incident, tehsildar Mandeep Dhillon, DSP Anil Kumar and SHO Gurdyal singh reached on the spot and three divers were called from Ropar to find out the youth.

The police said the divers could find drowned person and they would again search him.

Parveen kumar, a relative of the victim, said about 25 devotees had gathered to immerse the idol and suddenly Surjeet kumar slipped into the river.

The victim was a painter.

The victim belonged to Bihar and was living in Chadigarh for the last 20 years.

Body of missing girl found in drain

Ambala, October 25
Body of a year-and-half-old girl was found in a drain near Nahan House area at Ambala City today. The girl, Geet, a resident of Balmiki Basti, was missing since morning.

According to Raj Kumar, father of the deceased, the girl was playing outside the house when she disappeared. Later, the matter was reported to the police.

After getting the report ACP Rajkumar Walia and SHO, city police, reached there. The police summoned the sanitation staff of the Municipal Corporation and directed them to search the drain.

After two hours of search the police recovered the body from the drain, which was close to the resident of the deceased.

The body was handed over to her parents after post-mortem. The police is investigating the matter.

Mohali police presents challan in court
FIR was registered 67 days ago; accused yet to be arrested

After failing to nab five accused, including Amandeep Kaur, Superintendent of Police (Vigilance), in the suicide case of Excise and Taxation Officer Ranjit Singh, the Mohali police presented the challan in the court of Additional Sessions Judge AS Rai 67 days after registering an FIR.

The police, which had formed a special investigation team in the case, has failed to nab SP (Vigilance) Amandeep Kaur, head constable Harminder Singh, Rajinder Singh and Rajiv Sud (both traders) and Paramjit Singh, a driver.

The case was registered under Sections 120-B, 306, 506, IPC, Section 7, 13 (2) of the Prevention of Corruption Act against the accused on August 18 following the directions of the Mohali court.

The family of the deceased, ETO Ranjit Singh, (who had committed suicide on April 23 last year following his arrest by a vigilance team led by Amandeep Kaur on charges of corruption) had alleged that Ranjit Singh was framed up.

Meanwhile in the challan, the Mohali police is said to have shown that it had made all efforts to arrest the accused by conducting several raids at several places, but could not nab them.

Interestingly, Amandeep Kaur, had also approached the Mohali court seeking anticipatory bail on September 3 (which was rejected later).

The Mohali court had issued directions for ‘essential custodial interrogation’ of the accused in the case.

Similarly, Sud and Parmajit’s bail pleas were also rejected on August 25 and September 7, respectively, while Harminder's and Rajinder's bail pleas were rejected on September 12. Amandeep Kaur has also filed a bail plea in the Punjab and Haryana High Court, which will come up for hearing on October 30.

A senior police official said there were obvious reasons behind the failure

on the part of police. “It’s quite clear, there is no need to make any comment," said the official.

On the issue of presenting the challan without making any arrest in the case, Ranjit Singh's wife Manjit Kaur alleged that the police did not play a fair role in the case.

“I will commit suicide, if the accused are not arrested," said Manjit Kaur.

Gang of vehicle thieves busted
Three held; one of the accused used to prepare fake documents

With the arrest of three persons, the UT Police today busted a gang of vehicle thieves and solved four cases of vehicle thefts. One member of the gang was adept in preparing fake documents and the police has recovered a total of seven two-wheelers and other fake documents such as driving licenses, registration certificates, voter cards, computer and printers from the accused.

The police said two of the accused, Raj Kumar and Brikesh, were involved in many cases of vehicle theft in the tricity. Raj Kumar was declared proclaimed offender by the court in July 2010.

In 2006, Birkesh and Raj Kumar were arrested and convicted in a case under the Arms Act and explosives Act as crude bombs were recovered from them.

The police arrested Birkesh and Raj Kumar, both residents of Sante Majra village in Mohali district, and recovered a Pulsar motorcycle (number CH04-3167) from them. It was found that the motorcycle was stolen and an FIR was registered on September 19.

During the course of investigation, the accused disclosed that they had also stolen a Hero Honda Splender motorcycle (red colour) from Sector 34 with registration number PB08-AL-9533.

The two accused were remanded in police custody. During the investigation of the case, the above accused disclosed that another person named Ajay, alias Sanju, a resident of Kajheri village, used to prepare fake RCs, driving licenses, and other documents of stolen vehicles for them. The police then arrested him. A stolen Activa bearing fake registration number was recovered from him.

The police then recovered six fake driving licenses, three fake voter card from Ajay Kumar, alias Sanju’s room in Kajheri village. The police also recovered the computer and printer used by him to prepare fake documents.

During the investigation, it was revealed that the gang was active in Chandigarh and the Mohali area.

Prices of fake papers ranged from Rs 500 to Rs 1,000

The police said the gang used to prepare fake documents for auto drivers at a price ranging from Rs 500 to Rs 1,000. As many as 32 passport size photographs were recovered from Ajay.

Gunman, driver, domestic help follow in their master’s footsteps?
Former Haryana DGP SPS Rathore’s men charged with molestation

Following in the footsteps of their master SPS Rathore, the disgraced former Haryana DGP, his driver Ramkishan, gunman Davinder Kumar along with domestic help Chander Paul, have been booked by the Raipur Rani police on charges of molestation and eve-teasing here today.

Despite Devinder being present at the spot, the police did not arrest him saying that permission had to be sought from higher authorities before arresting him.

While the police arrested Ramkishan and Chander Paul from the farmhouse of Rathore at Badhor village near Raipur Rani, the gunman Davinder Kumar was at large at the time of filing of the report.

The station house officer of the Raipur Rani police station said that raids were being conducted to nab the gunman who managed to flee from the spot. Today, Rathore was present at the farmhouse when the incident occurred.

According to police sources, the accused, who came from the farmhouse to Raipur Rani to fetch some goods, made victim Prem Lata and her 15-year-old daughter sit in their Maruti car on pretext of giving the duo lift to one “majaar”, located at Dakra village. Prem Lata became suspicious when the accused turned the vehicle towards the farmhouse.

“Prem Lata along with her daughter tried to jump from the vehicle, but the accused forcibly dragged them back into the vehicle. However, she managed to come out of the car and screamed, following which some local residents gathered at the spot”, said the police.

Meanwhile, all the three accused managed to flee from the spot. On victim’s complaint, the police arrested Ramkishan and Chander Pal from the farmhouse.

The area DCP, Nazneen Bhasin, also reached the spot. The SHO said that a case against all the three accused had been registered at the police station.

SIT dismantled

The Special Investigating Team (SIT) which cracked its whip around immigration frauds has been dismantled. DSP Anil Joshi, who was heading the SIT, has been given the permanent charge of Economic Offences Wing. The SIT was formed last year when it busted the Healthyway Fraud and other major immigration frauds. — TNS

Anti-encroachment drive: 50 challaned

The enforcement wing of the municipal corporation today issued 50 challans during an anti-encroachment drive in the furniture market, Sector 34, and adjoining areas. The team seized sofa sets, beds, chairs, pillow covers, foam bundles and generator sets. The drive was carried under the supervision of Additional Commissioner Lalit Siwach and assisted by Kashmira Singh and other Sub-Inspectors of the enforcement wing.

Windowpanes smashed

Miscreants in a Lancer car attacked a 21-year old youth and smashed windowpanes of his Skoda car in the Sector 23 market this evening.

The miscreants were carrying blunt weapons, which they used to smash the car. The incident took place around 9.20 pm and the youth, Sunny, managed to flee. In his statement to the police, Sunny cited old rivalry with a group of boys of Sector 23 as the reason behind the attack.

Burail Jail warder convicted in corruption case

The CBI Special Court of Vimal Kumar today convicted a jail warder in a corruption case. The court held, Satish Kumar, warder of Burail Model Jail, guilty of taking bribe and convicted him under various sections of the Prevention of Corruption Act. The quantum of sentence will be pronounced tomorrow.

The CBI had arrested the warder in May 2009 on charges of accepting bribe from an inmate on the promise of providing him with “better facilities” in the prison. Satish was caught red-handed from his residence in Kajheri village when he was taking Rs 5,000 from a cousin of Jaswinder Singh, alias Rocky, who was at that time in the jail in connection with the murder of Uttar Pradesh-based gangster Prabhjinder Singh Dimpy.

The accused was arrested following a complaint filed by Jasbir Singh, Rocky’s cousin, alleging that the warder had demanded money from him.

At the time of the CBI trap, Rocky, one of the prime conspirators in the Dimpy murder case, was lodged in Burail Model Jail since 2008, following his arrest by the Chandigarh Police. He was later granted bail and has now been declared a proclaimed offender as he failed to appear in court for the final hearing of the case.

According to the CBI, Satish was familiar with Jasbir, who used to frequent the jail to meet Rocky. Jasbir told the CBI that Satish had earlier taken Rs 10,000 from him in lieu of certain “facilities” to Rocky. These included food from outside the jail, extended meeting time with Jasbir, even at odd hours, and a ‘B’-class facility to Rocky, who was kept in solitary confinement.

Despite taking the money, Jasbir added, Satish never extended any of the facilities to Rocky and was demanding more money.

At the time of the CBI trap, Satish allegedly contacted Jasbir on his phone and asked him to come to his residence in Kajheri with Rs 5,000 cash. A team of the CBI then arrested Satish red handed while accepting bribe.

Jeweller commits suicide

A 55-year-old owner of a jewellery shop allegedly committed suicide by hanging himself from the ceiling fan at his Sector 34 residence last night.

The victim, Rajesh Gupta, who runs a jewellery shop by the name of KG Jewellers in the booth market of Sector 35, was found hanging from the ceiling fan in his room. Rajesh had just returned from the birthday celebrations of his 20-year-old son in Sector 8 when he took the extreme step.

No suicide note was found from the spot and the police said he was suffering from depression owing to some pressure within the family.

The incident came to light at 10 pm when Rajesh’s wife, Anita Gupta, went to his room but found it locked from inside. After they failed to get any response to their repeated knocking at the door, they called the police that broke open the door and found him hanging from the ceiling of the fan.

The body was lowered and shifted to the hospital. The post-mortem examination was conducted today at the Government Multi Speciality Hospital in Sector 16.

The police said they had begun inquest proceedings under Section 174 of the CrPc in this regard.

In a match of singles category, Rubani defeated Tany Batra by 6-4, 2-6 and 6-2 while Aastha Malhotra routed Suhani by 6-0 and 6-0. In another match, Ryan International School, Sector 49, beat Gurukul Global Manimajra by 2-0. Hansika thrashed Inyat by 6-2 and 6-2 whereas in second match, Harleen outplayed Jhanvi by 6-3 and 6-2.
