Ropar resident alleges police inaction

Ropar, September 11
Three months after Rajvir Singh Randhawa, owner of a local farm house, was attacked by his relatives, the victim today alleged police inaction.

Randhawa said the police had failed to arrest the accused.

"It was on June 9 that I was told that my brother's nephew and a few others were ploughing our land at Nonowal village. When I objected to it they opened fire at me," alleged Randhawa.

The police has booked the accused, including Satvir Singh, Sartaj Singh and Mangal Singh, under Sections 307,392,325,336,447,511,506,148,149 of the IPC and under Arms Act.

Rajvir Singh alleged that the police was not taking action against the accused at the behest of some political leaders.

SHO of the Rupnagar police station Sanjeev Kumar Bhatt said one of the accused Muni Lal had already been arrested.

Woman commits suicide

DERA BASSI: A 24-year-old woman committed suicide by jumping before a train on the railway track near Zirakpur on Tuesday. The deceased was identified as Megha, a resident of Saini Vihar Baltana. The police said she was depressed as she had failed an exam. The body has been sent to the Civil Hospital for an autopsy.

Clash leaves 4 injured

DERA BASSI: Four residents of Ambchapa village sustained serious injuries during a clash over land dispute on Tuesday. The injured were admitted to the Civil Hospital, Dera Bassi, where doctors referred Harjit Singh to the GMCH, Chandigarh. The families of Mohan Singh and Gurmail Singh had also moved the court. A case has been registered.

One killed in mishap

BANUR: A youth was killed in a road accident near Banur last night. The deceased was identified as 20-year-old Ashok Kumar, a resident of Bajigar Basti Banur. The three-wheeler ferrying the youth was going towards Banur when a car hit it. A case has been registered against the car driver.

Safety in paid parking zones
Court reserves orders

The Court of TPS Randhawa, Civil Judge, Junior Division, yesterday heard the arguments and reserved orders on an application for interim relief in the PIL filed by Pankaj Chandgothia, advocate, seeking improvement and safety in the paid parking zones of the city. The orders will be pronounced on September 21.

Chandgothia contended that during the pendency of the main case, urgent interim orders must be passed directing installation of CCTV cameras and restraining contractors from allowing more cars in the parking area than its certified capacity.

Deepali Puri, counsel for the municipal corporation, contended that the MC was doing enough to manage the parking areas and no orders were required to be passed in this regard.

Chandgothia alleged that the paid parking system introduced by the defendants in 2007, even after five years of working, still suffered from several defects and deficiencies, leading to the harassment of the public at large.

It has been contended that the parking contractors are interested only in collecting money, without giving proper services in return. Apart from the attitude and malafide objective of the contractors, the public nuisance is compounded due to the failure of the defendants to make optimum use of all relevant spaces available for parking in the city.

Gangster found dead
Fallout of gangwar, says P’kula police

A gangster, who was out on bail, was found dead near the road separating Sectors 23 and 25 here today.

It was after the police recovered a country-made pistol from the spot this evening that a murder case was registered at the Chandimandir police station. The victim, identified as Raj Kumar (24), was lodged in the Burail jail. He was slapped with rape charges. The police is terming it to be a fallout of a gangwar.

Kumar’s brother Rajesh, alias Kala, was also shot dead by some assailants a year ago.

Both the brothers are reported to have a criminal background. They were putting up in Budanpur.

“It was this morning that Kumar’s body was found near a corner of the road. Initially, we thought it to be an accident case as a helmet was also found at the spot. When he was rushed to a hospital, doctors said he was shot dead,” said SHO of the Chandimandir police station Narender Rana.

The detective staff, forensic team and police reached the spot. He added, “A country-made pistol was found at the crime scene."

A case under section 302 has been registered on the complaint of the deceased's brother, Sanjay. Sanjay said Raj Kumar had told him that some persons wanted to kill him.

A number of cases have been registered against the deceased and his brother. The body has been kept in the mortuary and an autopsy will be conducted tomorrow.

Minor sodomised by senior
Medical examination confirms both internal and external injuries

In a shocking incident, a minor boy studying in Government Senior Secondary School, Vikas Nagar, allegedly sodomised a 12-year-old junior inside a drainage pipe.

The victim, who is a class V student of the school, was walking down to attend his evening primary classes when his senior took him to a secluded place and committed the crime. The accused is yet to be arrested and the police has registered a case under Section 377 (unnatural offence) of the IPC against the accused boy.

The incident occurred at around noon today when the victim was on way to his school.

His senior, whose classes are held in the morning at the same school, was on his way back when he saw his junior.

He then took the boy to a deserted area near Raipur Kalan and sodomised him inside a drainage pipe and fled. The child sustained injuries and also suffered a cut on the forehead as his head touched the sides of the pipe. When the child returned home, his father asked him about the head injury. The child, who was traumatised after the incident, initially, cooked up a false story that he had fallen down. Later, the boy broke down and narrated the entire incident to 
his father.

His father took him to the Mani Majra police station where the police took the boy for medical examination which confirmed that he had both internal and external injuries. Based on the medical report, the police registered a case and efforts are on to identify and arrest the accused.

“The victim knows the accused by name and says that he is his senior at school. He is confident and says that he can identify the accused boy, so we will soon nab him,” said Inspector Yashpal, SHO, Mani Majra police station.

Four arrested for robbing apple trader

Within hours after an apple trader was robbed of his cash and belongings at the Sukhna Lake, the police arrested all four accused in the case today.

Mohammad Rafi, a trader from Shimla, had come to the city today to supply apples at the Sabzi Mandi in Sector 26. Four workers at the mandi chased him and robbed him of Rs 1,600 cash after beating him up at the fag end of the lake.

Inspector Neeraj Sarna, SHO, Sector 3 police station, said the four were arrested by SI Hari Om, the lake police post in charge, who followed the lead given by the complainant and chased them.

The four arrested have been identified as Nazeem, Raju, Hussain and Dev Anand. They are residents of Bapu Dham Colony. A case of robbery under Section 392 of the IPC has been slapped on them and they will be produced in the court tomorrow.

Police registers case against minister’s driver

Chandigarh, September 11
Ten days after a Chandigarh Police head constable was injured after the driver of a Punjab minister tried to run his car over him objecting to being challaned for parking his car in a no-parking zone at the Chandigarh airport, the police finally registered a case today.

A case under Section 337 of the IPC (causing hurt by an act which endangers life and safety of others) has been registered against Iqbal Singh, driver of the car number PB65 H 9058, that belongs to a Punjab minister.

The incident had occurred at around 2.30 pm on August 30 when the convoy of a Punjab minister reached the airport. Head constable Fakir Chand requested his Punjab police counterpart to move the vehicle parked in a no-parking zone to another spot as it was obstructing the flow of traffic. However, driver Iqbal Singh ran the car over his foot. Head constable Fakir Chand reported to his seniors that the act was deliberate after he challaned him. A scuffle had ensued between the driver of the car and the head constable as the latter objected to the challan. The police had not registered a case at that time and an inquiry was marked then.

The case has been registered after an inquiry by the traffic police. —TNS
