Loan target for poor under DRI scheme not met Our Correspondent Fatehgarh Sahib, November 16 This section of society should derive their benefits due from all government-sponsored schemes and they should not face any difficulty in getting financial assistance in the form of loans from banks. This was stated by Deputy Commissioner Yashveer Mahajan, while presiding over a meeting of the consultative committee of various banks, organised by the State Bank of Patiala, which was the lead bank in the district, here on Monday. The meeting was called to review the progress of various government-sponsored schemes for agricultural and industrial sectors and weaker sections of society. It was unfortunate that certain bank officials did not care about government directions and were ignoring the government-sponsored DRI scheme, he said. He said the target of distributing loans for various banks up to September 30 was fixed Rs 1,169.25 crore, but banks in the district had disbursed loans only to the tune of Rs 999 crore. He warned bank officials of strict action if they failed to implement the DRI scheme and make self-employment credit cards. He directed the officials to organise camps to distribute loans of Rs 15,000 with 4 per cent rate of interest under the DRI scheme among all those whose income was less than 18,000 in rural areas and below Rs 24,000 in urban areas. The Deputy Commissioner also said NABARD had initiated the Jawahar Lal Nehru National Solar Mission Scheme to popularise the use of solar energy. He said capital subsidy was being provided for the installation of solar off-grid water-heating system, with entrepreneurs being given the option of either a subsidy of up to 30 per cent of the cost or a loan of Rs 50,000 with 5 per cent interest. ‘Tantrik’ held for rape bid
Ambala, November 16 According to sources, Karamjit Kaur,
a resident of Khairpur village in Mohali district, lodged a complaint
with the the Mahesh Nagar police station that Jagdish, a tantrik of
Sarsehri village near Ambala Cantt, tried to rape her daughter when she
went to him for her treatment on November 15 as she was under the
influence of “evil forces” for some time. On information, the police
immediately reached the tantrik’s house at Sarsehri village and nabbed
him. He had also threatened the girl not to disclose about the incident
to her parents. A case in connection of attempt to rape has been
registered at Mahesh Nagar police station against Jagdish, assistant

Tribune News Service Chandigarh, November 16 The Division Bench of Justice MM Kumar and Justice Augustine George Masih asked senior advocate-cum-amicus curiae RS Cheema to suggest the scheme for victims of crimes in consultation with other counsel, for consideration by the Court. The direction came during the resumed hearing of a PIL filed by advocate-cum-petitioner HC Arora. The High Court too has taken suo motu cognizance of the matter. The instructions were issued soon after the Court took on record the victim compensation schemes evolved by some of the state governments. The High Court observed that there was a huge difference in the amounts prescribed by various States, including the States of Punjab, Haryana and UT Chandigarh for victims of crimes. The Bench also issued notices to the States of Punjab, Haryana and Chandigarh on Arora’s plea for directions to the respondents to incorporate suitable provisions for payment of compensation to victims of acid attacks and those afflicted with burn injuries. He also asked for free medical aid, including reimbursement of expenses for plastic surgery of such victims. He argued the Punjab Government had fixed totally inappropriate amounts for compensation to victims of this type of crime, while the UT has not prescribed any amount at all for the purpose. State panel halves fine on Kingfisher Airlines Tribune News Service Chandigarh, November 16 The commission, comprising president Justice Sham Sunder and members Neena Sandhu and Jagroop Singh, observed: “Taking all factors into consideration, we are of the view that the district forum had not committed any error by not considering the e-mail for rendering the decision.... The compensation is required to be fair and just and not unreasonable and arbitrary. The consumer fora are not meant to enrich consumers, at the cost of service providers, by awarding unfair, unreasonable and highly excessive compensation.” The commission also reduced the cost of litigation from Rs 15,000 to Rs 10,000. The complainants - Jagroop Kaur and others - had submitted that they had planned a trip to Srinagar and booked tickets of Kingfisher Airlines through M/s Bajaj Travels Ltd. with the assurance that comfortable and hassle-free travel would be provided. It was further averred that on their return from Srinagar to Chandigarh on October 24, 2009, the flight that was scheduled to depart from Srinagar to Jammu was cancelled without any prior notice and due to cancellation, they had to stay back at Srinagar without proper arrangements. It was further stated that in spite of numerous requests, Kingfisher Airlines did not arrange a flight from Srinagar to Chandigarh for the next day and, ultimately, they had to purchase three tickets for Rs 3,200 each of SpiceJet for October 25 from Srinagar to Jammu, which were reimbursed by the opposite party later on. It was further stated that they had to bear miscellaneous expenses, like travel through taxi from the Jammu Airport to Chandigarh but the opposite party did not accept their demand of paying them the compensation. The counsel for Kingfisher Airlines averred that the flight was cancelled at the last minute due to technical reasons and the complainants could not be informed regarding cancellation of flight in advance. It was further stated that after the cancellation of the flight, all passengers were given the option of full refund or free rescheduling in the next available flights, subject to availability of seats, but the complainants preferred for full refund. They were accordingly refunded the full fare as per the policy of the opposite party. It was further stated that seats on any other airlines could not be provided to the complainants because there was no other direct flight to Chandigarh. |

7-year RI for raping minor

November 16 He kidnapped the minor, who lived
in his neighbourhood, on January 9. He took her to Delhi, where he raped
her. He was arrested on January 24. On the complaint of the father of
the victim, a case had been registered under Section 363, 366 and 376 of
the IPC at the Sector-3 police station. |

Hookah bar raided in Zirakpur
Zirakpur, November 16 Divulging the information, Dr SP Surila district nodal officer tobacco control cell stated that the department was informed about the violation of anti-tobacco law. A team led by state nodal officer of tobacco control cell Dr Rakesh Gupta along with other health officials raided the hookah bar. He said that during the raid it was found that the owner of the hookah bar had served the hookahs with nicotine and other flavoured hookahs in public place. He said as per the anti-tobacco law no body was permitted to smoke in public places. “We have challaned and fined the owner for violating the anti-tobacco law and a report will be submitted to the SDM, Dera Bassi, the district nodal officer said. |

Cop’s son abuses guard
Chandigarh, November 16 The police said 21-year-old Amandeep, residing in the same sector, was under the influence of liquor when he started abusing the guard and fled when the guard tried to nab him. A case was registered at the Sector-11 police station. Impersonation case The Registrar of the education department, Arjan Dev, has lodged a case of impersonation and cheating. According to him, another person reached the office to join as junior basic teacher in the place of original candidate Mandeep Singh. During the scrutiny of documents, it was found that the photograph of Mandeep did not match the impersonator. When the staff of the department tried to nab the impersonator, he fled. A case was registered at the Sector-3 police station. Shop set afire A group of youths has set Tandori Express, an eating joint at Sector 8 here, on fire. The incident came to light when workers came to open the eating joint in the morning and found the shutter and counter damaged in fire. A team of forensic experts from the CFSL, Sector 36, was summoned. The owner of the eating joint, Harvinder Pal, lodged a complaint. The police is verifying the complaint. |
