Girl commits suicide, holds lover responsible

Morinda, August 1
A 20-year-old girl committed suicide at Sarhana village on the Morinda-Chamkaur Sahib road here today.

The deceased has been identified as Amandeep Kaur, daughter of Dalvinder Singh, from ward number 11, Morinda. Her body was found hanging with her dupatta tied to a guava tree in the fields of Amrik Singh of Sarhana village.

Amrik Singh noticed the body when he went to his fields this morning. He informed village sarpanch and other villagers.

The police said Amandeep had slit veins of her wrists before hanging herself from the tree. She had left behind a suicide note holding her lover Sukhwinder Singh from Sarhana village responsible for her death.

In the note she had stated that she was in love with Sukhwinder, who had later ditched her and refused to marry her. According to the note, it was Sukhwinder’s refusal that forced her to take this extreme step. A case against Sukhwinder Singh has been registered.

Silver City told to pay compensation

“If a builder chooses to receive money for the proposed building without seeking approval from the departments concerned, it is the fault of the builder and the buyer cannot be made to suffer for it.”

These observations were made by District Consumer Disputes Redressal Forum president PD Goel and members Rajinder Singh Gill and Madanjit Kaur Sahota while directing Silver City Housing and Infrastructure Ltd to refund an amount of Rs 31,72,500, along with 18 per cent interest, to Sector 8 residents in two separate cases filed against the company. The forum also directed the respondents to pay Rs 15,000 each to the complainants

The forum in its order said it was the duty of builders to obtain the required permission from different departments, including the Punjab Pollution Control Board (PPCB), before receiving consideration money from a purchaser of an apartment. Since the opposite party failed to do so, it amounted to unfair trade practice. The Punjab and Haryana High Court had granted the stay approximately for one year and two months and so thereafter the opposite party had no excuse as to why the possession of the flats in question had not been given to the complainants.

Gurinder Singh Johal and Kanwar Jasbir Singh Kapur, both residents of Sector 8, in their separate complaints to the district forum, had submitted that they had deposited Rs 16.95 lakh and Rs 14,77,500 against the total sale consideration of Rs 21.47 lakh and Rs 18.50 lakh, respectively. The apartments were to be handed over to them by December, 2007. Despite receiving the substantial amount, the opposite party had failed to complete the construction as per terms of the agreement. The complainants further averred that on being asked as to when the project would be completed and the possession would be handed over, the opposite party started giving lame excuses.

The counsel for the respondent argued that the construction at the site was stopped due to reasons beyond the latter’s control. He said the complainants had failed to pay instalments after 2006. The counsel also submitted that because of the stay order passed by the High Court, the PPCB did not issue ‘No Objection Certificate’ and therefore the construction work had to be stopped.

Ex-DGP Rathore to be tried in P’kula
CBI Magistrate’s court shifted from Ambala

Two cases against former Haryana DGP SPS Rathore, accused in the Ruchika Girhotra case, have been shifted to Panchkula.

The trial will now be conducted in Panchkula as a CBI magistrate’s court has started functioning here. The powers of magistrate have been given to the Additional Chief Judicial Magistrate.

This court will also help the CBI as the investigating agency has been finding it hard to file a charge sheet in any case concerning the Haryana region.

Anand Prakash, father of Ruchika’s friend Aradhana, said the CBI had filed a closure report in these cases in November last, but they had challenged the closure report. He added that these cases had been shifted to the Panchkula court.

Before shifting the magistrate’s court to Panchkula, the Haryana government had issued a notification in this regard.

The Haryana government had got the requisite permission from the Union Home Ministry for shifting the CBI magistrate’s court from Ambala to Panchkula.

Initially, the state government had demanded a special CBI court in Sirsa district, besides the CBI court already functioning at Ambala. However, the CBI zonal headquarters in Chandigarh had urged the ministry to set up the court at Panchkula.

CBI officials had stated that as their headquarters were in Chandigarh, it would be easier to attend court proceedings at Panchkula than at Sirsa.

The ministry had accepted the letter sent by the CBI, but in its communication to the Haryana government, it had made it clear that the Panchkula court would not be an additional court.

After the closure of the the Ambala court, all cases there would be transferred to the Panchkula CBI court, the ministry had clarified.

14-day judicial remand for Raka Ghirra

After the completion of two-day police remand, the Chandigarh Police produced Deputy Superintendent of Police Raka Ghirra in a local court today.

As the police did not press for further police remand, the court sent her to 14-day judicial custody in connection with the case of keeping arms and ammunition at her residence.

Two cases had been registered against her at the Sector-11 police station under the Arms and Excise Act after the CBI allegedly recovered unused bullets and illegally stored crates of liquor from her Sector-15 house.

Investigating officer deposes in court

Investigating officer Kuldeep Singh deposed in a local court in connection with the Harjinder Singh Dhillon murder case and had his statement recorded here today.

Sector-20 financier Dhillon was gunned down at his office in 2009. Kuldeep said he had registered an FIR and later arrested the accused, including Davinder Singh, alias Whisky.

The court adjourned the hearing till August 28. The court had already framed charges under Sections 302 (murder), 392 (robbery) and 34 (acts done by several persons in furtherance of common intention) of the IPC, along with Sections 25, 27, 57 and 59 of the Arms Act.

Manpreet Singh, alias Manu, of Fatehgarh Sahib, Surinder Singh, alias Maana, Amrik Singh and Kuldeep Singh of Ludhiana were arrested on December 7, 2009. Ravinder of Khanna and Manish of Faizulapur village in Fatehgarh Sahib district were arrested on December 8.

Woman commits suicide
Husband, father-in-law arrested

A 33-year-old woman allegedly committed suicide by hanging herself from a ceiling fan at her residence in Sector 38 (West) here past night. Harpreet Kaur, alias Preet, was allegedly being harassed by her husband, which forced her to take the extreme step, the police said.

The police arrested her husband Gurmeet and father-in-law Bhupinder Singh for abetment to suicide and booked them under Section 306 of the IPC following the complaint of Gurcharan Singh, father of the deceased.

There was high drama as parents of the deceased alleged that she was murdered and her body hung by the accused to suggest that she committed suicide.

The police did not accept the argument and said she was forced to take the extreme step as she was being harassed by her husband, a heavy drunkard.

Harpreet Kaur, a native of Bassi Pathana in Fatehgarh Sahib, and Gurmeet tied the knot in November, 1996. Harbans Kaur, mother of the deceased, alleged her daughter was being repeatedly harassed since marriage.

She added that a complaint had been filed with the Bassi Pathana police in 2001, but later, a compromise was struck between the two parties. She alleged her son-in-law used to abuse and assault her daughter.

The deceased was survived by three children, 14-year-old Jatinder Kaur, 11-year-old Jashanjot Singh and 10-year-old Prabhjot Kaur.

Siren scares burglars away

Thieves made an attempt to burgle a jewellery shop, Nikhil Jewellers, at Sector 44 here past night.

Even as the police control room (PCR) van failed to reach the spot on time, the attempt was foiled as the owner had got a security system installed and thieves fled as the siren rang.

The attempt came to light when the siren, linked with the mobile of shop owner Rajesh Puri, went on.

Puri received an SMS of a break-in and informed the PCR around 3:50 am. The PCR staff reached the spot 20 minutes late.

The call was received by constable Anand Kumar. He passed on information that thieves tried to burgle Nikhil Jewellers at Sector 33, resulting in the delay.

The constable was suspended for negligence and sent to the police lines.

Man, son crushed to death

A father-son duo was crushed to death when their motorcycle was hit by a speeding truck at Ramgarh here today. The deceased were identified as Irshad (30) and Vishu (6), residents of Jalauli village, near Barwala.

According to the police, Irshad, along with his son and wife Isha, was going to the General Hospital, Sector 6, when a truck hit his bike at Ramgarh. While Isha fell down a little far from the truck after the impact, Irshad and Vishu were run over by the vehicle leading to their death on the spot.

The police has booked the truck driver. The bodies of the deceased had been handed over to the relatives after the postmortem.

5-yr-old killed in accident

Lalru: A 5-year-old child was killed in a road accident near Dappar villager last evening. As per information, Sunny (5) was walking on a roadside with his father Deepak near the national highway at Gholumajra village when a speeding car hit the child.

He was taken to the Civil Hospital, Dera Bassi, where he was declared dead on arrival. Deepak was employed at a factory at Gholumajra for the past some time and was living in a rented accommodation in the same village.

The police had registered a case against the unidentified car driver under Section 279 and 304-A of the IPC. Though the car driver fled from the spot, the number of the car was traced as PB65K0050. The body of the child was handed over to the relatives after conducting the postmortem.

1 killed, 10 hurt in mishap

Kalka: One person was killed while 10 persons were injured in a road mishap on the Pinjore-Nalagarh highway number 21-A today.

According to information, the accident took place near Kona village in the morning when a Haryana Roadways bus (HR-66-4567) collided head-on with a truck. Subsequently, one person was killed and around 10 persons sustained multiple injuries.

The deceased was identified as Binder, a resident of Nada village of Panchkula, who was sitting in the truck.

Bus driver Jaipal also sustained serious injuries in the accident. Paramjit Kaur, Rajbir and Shambhu, who got serious injuries, were referred to GMCH, Sector 32, and the PGI, Chandigarh, while others were admitted to Kalka and Pinjore hospitals. According to an eyewitness, the driver of the truck managed to flee from the spot after the accident.

Teacher, student hit by CTU bus, injured

Zirakpur: A private school teacher and a student of Class XI had sustained injuries after their scooter was hit by a speeding CTU bus near Kohinoor dhaba on the Chandigarh-Ambala highway here this morning.

The injured have been identified as Mandeep Kaur, a resident of Preet Colony, and Shikha Sharma, a resident of Savitri Enclave, Lohgarh village.

The investigating officer stated that in his complaint Satpal Singh, father of Mandeep Kaur, said the incident took place around 7.30 am when his daughter, along with her teacher, was crossing the road. The CTU bus coming from Zirakpur side rammed into their scooter and they fell down on the road and sustained injuries.

A passerby called the police and the victims were taken to the GMCH-32. The police officer said while Shikha fractured her leg, Mandeep sustained serious injuries and was shifted to the PGI. A case has been registered against the bus driver and further investigations were on, the police officer said.

ACR tampered with, alleges forest officer

On the complaint of a Haryana forest officer, seeking an inquiry into the tampering of his ACR, the Panchkula Police registered an FIR at the Sector 5 police station.

Divisional Forest Officer, Fatehabad, Satyavir Singh Sheoran, stated in his complaint that he had joined the service as a forest ranger on April 7, 1981, and was further promoted to the Haryana Forest Services cadre on July 9, 1999.

Later, in October last year, the Union Government directed Haryana to submit the names of officers of the HFS for promotion to the Indian Forest Services (IFS) cadre and the applicant was hopeful that his name would also be included.

However, later he came to know that someone has tampered with his ACR, which came in the way of his promotion.

Sheoran submitted his complaint to Panchkula SP Maneesh Chaudhary, who further forwarded it to the Sector 5 police station. The police has registered an FIR and started the inquiry in this regard.

Two pistols recovered from accused, says police

In the State Bank of Patiala robbery case of 2009, three police officials of Yamunanagar CIA staff were deposed in a local court today. Sub-Inspectors Balkishan, Radhey Shyam and Jaipal stated that they had recovered pistols from the main accused, Amit Yadav, and his associate Sameer Nain.

They informed the court that they had recovered a pistol from Nain from the hostel of Swami Devi Dayal College at Barwala. They added that they had also recovered a pistol from the main accused, Yadav, from an Innova car in Rohtak.

In this case the Panchkula court had already framed charges against four accused — Amit Yadav, Sameer Nain, Rohit Khasa and Pawan Kumar — under Sections 392 (robbery), 398 (attempt to commit robbery or dacoity when armed with deadly weapon), 412 (dishonestly receiving property stolen in the commission of a dacoity) and 120-B (criminal conspiracy) of the IPC.

According to the prosecution, on February 12, 2009 accused Yadav and Nain had looted Rs 9.70 lakh from the State Bank of Patiala in Sector 15. Around 3 pm both the accused entered the bank with pistols. One of them trained a pistol on the bank guard while the other one took the bank cashier hostage. After taking the cash, which was lying on the counter, the accused fled from the bank.

On March 14, 2009, the Yamunanagar Police arrested Yadav of Rohtak, who did his MBA from an institute at Barwala, and his accomplice Nain of Jind. On March 20, 2009, the Panchkula Police managed to arrest a medical shop owner of Rohtak, Rohit Khasa, in the bank robbery case. According to the police, he was also the part of the conspiracy. Finally, on March 23, 2009, the police had arrested the last accused in this case, Pawan Kumar, a cable operator in Delhi.

Eight booked under charges of forgery

The police has booked eight persons on charges of forgery on the complaint of Takem Ram, a resident of Gurgaon.

The accused have been identified as Simsat Sharma, Muskan Sharma, both residents of Kharar, Yogesh Verma, Sanchan Kumar from Shahi Management, near HP petrol station.

The complainant had alleged that he had bought a JCB machine from the accused and the deal was settled at Rs 12 lakh. Takem Ram claimed that he had given Rs 50,000 as a token money and Rs 11 lakh as advance.

He alleged the accused had neither delivered the machine nor returned his money. The investigating officer stated that the case was registered after recording the statements of the complainant.

During the qualifying round, hosts defeated AG, Haryana, 3-0.

In the first match, Ashish Sharma of AG, Punjab, defeated his opponent Rohit Talwar 21-7 and 21-8. In the second match, Amit Sachdeva overcame Sanjay Dhingra 21-7 and 21-12.

Whereas in the doubles category, Amit Sachdeva and Ashish Sharma of AG, Punjab, defeated Rohit Kumar and Sanjay Dingra 21-7 and 21-8 of AG, Hayana.

Saupin’s School defeated Satluj School, Panchkula, during the ongoing St Joseph's Cricket (U-13) Champions Trophy being held at St Joseph’s School, Sector 44, here.

A quick fire by Parbhjeet Singh and a fine bowling spell by Prithiv enabled the team to defeat the opponents by a margin of 62 runs.

Batting first, Saupin’s School managed to score 127 runs in the allotted 20 overs. Parbhjeet Singh contributed 33 off 25 balls, whereas Prithiv contributed 17 runs to the total. For Satluj School, Hardik and Sahil took two wickets each.

Later, Satluj School failed to achieve the target and were bundled out on the total of 65 runs in the 19th over. Hardik tops the score chart of the team after making 36 runs. For the winning side, Prithvi Lohatia and Manav took two wickets each.

Good haul by wrestlers

Wrestlers of Mohali won top honours during the Punjab State Sub-Junior Wrestling (U-17) Championship that concluded at Malwa Khalsa Senior Secondary School, Ferozepur.

The district won the overall trophy in the boys category after attaining 22 points in the competition. The wrestlers of Gulzar Wrestling Akhara, Zirakpur, claimed three gold medals, two silver medals and one bronze medal during the competition.s

The Chandigarh Tennis Ball Cricket association will organise the first Chandigarh State Tennis Ball Cricket (U-16) Championship for Boys at MCM DAV College for Women from August 14 here.

During the tournament, organisers will select players to represent the city in the upcoming Tennis Ball Cricket (U-16) National Games to be held in Kanyakumari from September 8 to 11.

Players born on or after January 1, 1995, are eligible to take part in the competition.

Police DAV lift swimming trophy

Guru Nanak Public School, Sector 36, defeated Banyan Tree Public School in the opening match of first Monsoon Cup Cricket (U-15) Tournament being played at Banyan Tree Public School here.

Banyan Tree School after electing to bat first set a total target of 160 runs for the loss of nine wickets in the allotted 25 overs against the rivals.

For the hosts, Neeraj contributed 59 runs to the team’s total, while his partner Satyam contributed 40 runs.

For Guru Nanak Public School, Ishaan Mavi was the pick of the bowlers for his 4 for 16.

In reply, Guru Nanak Public School achieved the target in the 23rd over of the game with five wickets in hand.

Cricket match ends in draw

A four-day match between Punjab and Vidarbha ended in a draw during the ongoing Shafi Darashah Cricket Tournament, which concluded at Mysore, Bangalore, today.

After this match, Punjab team attained three points, while Vidarbha managed with a single point.

Earlier in the match, Punjab ended their second innings on the total of 199 runs. Skipper Uday Kaul (62) and Gurinder Singh (30) were the main scorers for the team.

After the second innings, Punjab set a target of 303 runs in 78 overs, including the first innings lead of 102 runs.

In reply, Vidarbha team lost their first wicket on the total of 35 runs. But Punjab bowlers failed to continue the pressure and opener Akshay Kolar (110) completed his century in partnership with Urvesh Patel (62).
