20 more illegal structures razed in Ambala Cantt
Ambala, July 20
Talking to The Tribune, municipal engineer Sanjay Goyal said here today that during the current anti-encroachment drive the Municipal Corporation had demolished 103 structures in Ambala Cantt till today. He said the drive would continue and all encroachers would be sternly dealt with. Deputy Commissioner Sameer Pal Srow said notices had already been served on the encroachers and those who had failed to voluntarily remove encroachments would now face action and their illegal structures pulled down. Earlier, Srow issued notices to about 350 persons and told them that all encroachments made by them would be demolished. A minor altercation took place near Deluxe Dhaba between some shopkeepers and the Municipal Corporation officials as the latter were in the process of putting up signs for demarcation of the corporation land. The shopkeepers said since the corporation authorities were not clear about the ownership and location of the corporation land, the demolition drive was uncalled-for. They demanded that the anti-encroachment campaign should be suspended till the issue of the ownership of the land was amicably resolved. The municipal authorities summoned police force as they faced resistance from the shopkeepers. Earlier, the Municipal Corporation had carried out an anti-encroachment campaign in Ambala Sadar, including Kabari Bazar, Randhawa Market and the Railway Road areas, last week. This follows the orders issued by the Punjab and Haryana High Court following a petition filed by local advocate KS Bedi pointing out that the authorities were not taking any action for the removal of encroachments. In his petition he said encroachments in the Ambala Cantonment area had spread in the past few years and the local administration was not bothered. In his reply to the high court on March 4, the Deputy Commissioner had assured that the encroachments would be removed. |

3 women involved in sex racket arrested
Ambala, July 20 Rajnish Yadav, SHO, Baldev Nagar police station, said they had received a tip-off about the sex racket and a team of police personnel, led by SI Gurdarshan Singh and SI Balvinder Kaur, was deputed for this task. They sent two policemen in civilian dress posing as customers to Pooja’s residence in Partap Nagar and a deal was struck for two call girls at Rs 5,000 each for a night. A police party caught three girls red-handed while accepting signed currency notes. A case has been registered at the Baldev Nagar police station. The police has registered a case on the complaint of Surinder Pal Singh, a resident of Amritsar, against the organisers of an investment company, Rudrani Investment Private Company, for allegedly duping several persons. Surinder, in his complaint, stated that he deposited money with the company representative Lalit at Ambala Cantt in the presence of other staff member of the company. Lalit assured him 10 per cent interest on the amount deposited for a period of three months and issued a post-dated cheque of full amount along with the interest. When he produced the cheque in a bank, the check was dishonoured. He went to the office of the investment company where he learnt that the office had closed down. Kalka: Miscreants decamped with cash and jewellery from a house at Durga Colony here today. In her complaint, Raj Kumari, owner of the house, said the incident took place during the day time when she and her husband were at work. Rajpura: The police today claimed to have arrested a person with a stolen Santro car. Police officials from the CIA, Patiala, arrested the accused, who was identified as Harinder Singh of Sanaur village, near Patiala. Harinder, as per the police, belonged to a five-member gang and was involved in stealing cars and further selling them off by changing registration and chassis numbers. The car recovered from the possession from the accused is said to be stolen from Chandigarh. The chassis and registration numbers were also faked by the accused. More recoveries were likely to be made after interrogating the accused, the police said. The cops added that they would seek police remand of the accused and other four gang members involved in similar crimes would also be arrested soon. Mohali: The Mohali police booked two persons on the charges of fraud. The case was registered yesterday on the complaint of Gurpreet Kaur, a resident of house number 3166, Sector 23-D, Chandigarh, against Gursharan Kaur and Suminder, who were living on the second floor of the same house. Gurpreet Kaur in her complaint alleged that she had taken a loan from the Central Bank of India of Rs 52 lakh, but the amount was deposited in the account of the accused with the involvement of bank employees. The complainant alleged that when she asked them to return her money they refused. A case under Sections 420 and 120-B of the IPC was registered against them. |

25 green cabs flag off
Patiala, July 20 The Patiala Foundation has facilitated 25 green cabs in association with the State Bank of Patiala and the Punjab Heritage and Tourism Promotion Board. The foundation has added a new dimension to the project by giving QR codes to this batch. Ravee S Aahluwalia, Chief Functionary of the Patiala Foundation, said the new fleet had been provided with QR coding in them. “QR coding is the latest application of android phones by which anyone can get all information and location about the cab at the click of the button. This new technology will facilitate the tracking of all cabs from a single computer at the office,” he added. This would enhance the security of the cabs as well as the commuters, he added. |

Patiala: Blossoms Senior Secondary School, Patiala, celebrated environment week from July 12 to 19 on its premises. Students of Classes IX and X adopted a part of the Environmental Park on the Passey road where they cleaned the portion allotted to them and planted saplings. Students had taken this initiative as a project of the school and vowed to be regular in maintaining the allotted part of the park. Tree plantation was held in the school. Hookah bars set to lose flavour
Chandigarh, July 20 The directions came on a petition filed in public interest by advocate Hemant Goswami of Burning Brain Society. The NGO is seeking directions for registration of cases under the Drugs and Cosmetics Act against these bars for selling nicotine. The PIL raised the issue of alleged laxity on the UT administration's part in registering FIRs against such outlets and its failure to get the material tested under the prevention of the Food Adulteration Act and the Drugs Act.
"Since nicotine is used in its chemical form and not tobacco as defined in Schedule 1 of the Tobacco Control Act, it is illegal to make people consume it," the petition stated. The PIL also highlighted that the Central Government bodies had failed to check the import of dangerous nicotine and had not framed clear guidelines with regard to the supply and sale of nicotine in its extracted form. The petitioner society requested the government to take action against establishments, hotels and restaurants in this regard, adding that nicotine was actually used as an insecticide. Appearing before the High Court in person, he argued nicotine was a poison and its addition in any form in any substance made it poisonous. He further argued nicotine not only qualifies as a poison, but was also as hazardous substance, toxic chemical and an insecticide. It was covered under the Poisons Act of 1919 and the Insecticide Act. After taking note of his contentions, the High Court ordered the constitution of a task force. The High Court had initially asked the Chandigarh Administration to apprise the Bench whether the hookah bars in Sector 9 market and in Sector 26 were being run in conformity with the provisions outlined in the licences granted to these outlets. The Bench had also asked if there was any system in place to monitor these bars. |

No relief for Surya group head

Panchkula, July 20 Additional District And Session Judge Kanchan Mahi dismissed the anticipatory bail plea of Rajiv Goyal. Meanwhile, the Panchkula police is still raiding various places to arrest Goyal. Goyal in his bail application has stated that he was away to Singapore and Thailand from July 2 to 9, whereas, Gupta’s family members had lodged a missing complaint on the morning of July 9. Claiming that he had no link with the case, Goyal has stated in his application that he was being falsely implicated in the case. The Panchkula police on July 12 had lodged an FIR against Goyal and few others under Section 306 of the IPC for abetting suicide. The police had lodged an FIR after recovering the body of builder Ramesh Gupta, a resident of Sector 10, Panchkula, from a canal in Rajpura on July 12. A Sector 10 resident, Shiv Kumar Gupta, had alleged that his brother Ramesh Gupta was under depression, as Rajiv Goyal was not paying Rs 2 crore to his brother as construction cost for the two colleges of the Surya Group of Institutes in Punjab. In his complaint, which was lodged on July 9, he had further alleged that his brother had made several complaints to the Punjab Police against Goyal for the recovery of his payment but to no avail. The Panchkula police on July 12 evening had received information about the recovery of a body from a canal in Rajpura. Later, they learned that it was that of Ramesh Gupta. Thereafter they converted the missing complaint into an FIR and lodged a case against Rajiv Goyal and few others at the Sector 5 police station. Last Sunday, family members and friends of Ramesh Gupta had organised a candle march protest in Panchkula to build pressure on the police to arrest Rajiv Goyal. |

Suspected Pak spy speaks to kin on phone
Chandigarh, July 20 When Kashif Ali was produced before the court of Chief Judicial Magistrate (CJM) JS Sidhu, the court immediately called the crime branch in charge Amanjot Singh in the court. CJM Sidhu directed Amanjot to dial a number from his mobile phone and let Kashif talk to his family members. Recently, a judge from the Punjab and Haryana High Court had inspected Burail jail where Kashif had requested the judge that he wanted to talk to his family members. Thereafter, the high court judge passed directions to the CJM, Chandigarh, about Kashif’s wish. Sources said that while talking to Kashif, his mother began crying and checked on the well-being of her son. Kashif assured his family members that he was in good health and was lodged in a jail. Recently, the district court had framed charges against Kashif Ali and others. Ali, a 22-year-old from Faislabad in Pakistan, was arrested on July 10, 2010, from Sector 44. The police had maintained that he lived in the city on a fake identity of Pawan Kumar, a Delhi resident. Investigations revealed that the accused was a resident of Zulfkar Colony in Faislabad, Pakistan Punjab, and kept an eye on the vital defence installations, including Chandimandir Western Command, Air Force station, Chandigarh, and also on the movement and the deployment of Indian Army. The UT police had sent the documents recovered from him to the Indian Army to ascertain whether those were restricted under the Official Secrets Act. The police had also sent photos recovered from Kashif's camera to the Army. The defence authorities had confirmed that the photos were vital and could be used by neighbouring countries for insurgency of the state. Besides, all the documents recovered from the accused, including a pan card and licence were examined by the CFSL and it was confirmed that the signatures were that of Ali. Before filing the chargesheet, the UT police had got the prosecution sanction from the ministry of home affairs (MHA). Burail resident commits suicide
Chandigarh, July 20 He is survived by his wife Harpal Kaur and two children. The incident came to light when the victim’s wife, who was sleeping on the terrace along with children, woke up and went to give tea to her husband. She found him hanging from the ceiling fan and called the police. No suicide note was found. The police has initiated inquest proceedings. |

Mercedes kills auto-rickshaw driver; mobike rider dies
Chandigarh, July 20 The victim has been identified as 42-year-old Gurdial Singh, a resident of Palsora village. The injured passenger has been identified as Pushpinder, who had come to the city from Patiala. While Gurdial was declared brought dead at the hospital, Pushpinder is admitted to a hospital in a critical state. The police has booked Mohinder Singh, the driver of the Mercedes car in a case of causing death due to negligence under Section 304-A of the IPC. The car (UP-41-BH-9999) is registered in the name of Shiv Passi, a Noida-based builder who was in the car along with his family when the mishap took place. The Mercedes was on its way to Noida. A case has been registered at the Sector 39 police station. In a separate case, a 25-year-old youth was killed when the motorcycle he was riding was hit by a speeding Mahindra pick-up at Hallo Majra light point in Sector 31 last night. The number of the van could not be noted down. The deceased has been identified as Atul, a resident of Hallo Majra. He was rushed to the Government Medical College and Hospital in Sector 32 where he succumbed to injuries. The police said the driver of the pick-up switched off the headlights after the accident and fled. Fraudster booked for providing fake visa
Chandigarh, July 20 The accused posed himself as a Canadian diplomat and has been identified as Jocelyn Miller. He corresponded with the complainant through emails for a month and gave him a fake visa for Rs 72,000. The transaction took place in Chandigarh. The case has been registered on a complaint of Pierre Bosse Counsul, Consulate General of Canada in Sector 17-A. The accused impersonated as Canadian diplomat Faisal Waqar. A case under Sections 420, 467, 468, 471 and 120-B of the IPC has been registered against the accused at the Sector 17 police
station. The police said the deal was struck for Rs 72,000 and the accused sent his representative to meet the complainant in Chandigarh who needed the visa for his cousin. After obtaining the visa, the complainant realised it was fake and reported to police. DSP (CID) Anil Joshi conducted an inquiry and the case was registered today. The police is in the dark about the actual identity of the accused as the correspondence took place through emails. The case has now been transferred to the crime branch for further investigation. |

First case of business fraud registered
Chandigarh, July 20 On the complaint of VK Malhotra, an Industrial Area-based businessman, the police booked UK resident David Afburn Cassabery, Belgium-based Charles William, Sanjeev Malhotra of Malhotra Enterprises, Mumbai, Surinder and Joseth. The accused allegedly took Rs 17.31 lakh from the complainant and supplied him duplicate quartz stones through a well-executed conspiracy. As per the case, VK Malhotra allegedly lost Rs 17.31 lakh to a fraud proposal received in response to his online advertisement for expansion of business in quartz stone used in watches. Malhotra ended up paying the amount for purchase of four kilogram of quartz stone, which infact turned out to be another stone ‘galena’, which cost around Rs 4,000. Inspector Neeraj Sarna, in charge, cyber crime cell, said the deal featured a London-based company, the owner of which offered the complainant a partnership to earn profit through the Internet. “He gave the complainant number of a dealer in Mumbai following which the matter was referred to a Belgium-based expert who was supposed to purchase the quartz and complete the deal. The deal went on fine till Malhotra paid the money and discovered that dealers in all the quarters were part of an international gang who duped him in a well-executed plan,” he said, adding that there were at least six accused in the case as per the complaint. |
