Dera Bassi, July 7
The issue of constructing an overbridge on the national highway here has been pending due to a cost-sharing disagreement between the National Highways Authority of India (NHAI) and the Punjab Government.

Though residents of the area have been raising the demand for an overbridge, the cost-sharing issue has not been resolved till now. In the absence of an overbridge, a number of accidents have occurred near the bus stand on the highway.

The municipal council and the block grievances committee have passed resolutions for constructing an overbridge. The NHAI has been demanding that the state government bear 50 per cent of the cost, but the latter has not approved the project yet.

NHAI project director Anil Dahiya says the GMR, which has done four-laning of the highway, has not constructed an overbridge as it is not in the agreement. The GMR has quoted Rs 40 crore as project cost and the NHAI has agreed to bear 50 per cent of it.

An appeal has been sent to the state government to bear the other half of the project cost, but there has not been any response. A meeting in this regard will be held with the Chief Minister shortly, says Dahiya.

Deputy Commissioner Varun Rojam has said the case has been sent to the department concerned, but a response has not been received yet.

MLA Jasjit Singh Bunny has said the issue has been raised with the Chief Minister.

Councillors Sheema Sharma, Ranjna Saini and Vipin Thaman say the absence of an overbridge has been causing accidents near the local bus stand. GMR official Vaibhav Sharma says they have not gone ahead with the project as it is not in the agreement.

Hit-and-run case suspect appears in court
Gives undertaking he won’t leave country before trial
Tribune News Service

Chandigarh, July 7
Baljot Singh Gill, a suspect involved in the case relating to the death of VN Singh, a former principal of Government College of Art, Sector 10 and a consultant with the Le Corbusier Centre, gave an undertaking before a local court on Thursday that he would not go abroad without seeking the court’s prior permission.

Gill, a non-resident Indian, appeared in the court response to an application moved by Singh’s family members in which they had sought directions from the court to the Chandigarh police to impound the former’s passport. After the suspect’s statement before the court, additional chief judicial magistrate KK Goel disposed of the application.

The complainant, Singh’s son Nishal Anand Singh, argued in the application Gill’s passport should be impounded as there was apprehension about the suspect having an intention to get rid of criminal liability and could flee the country to escape trial.

Earlier in February, Gill failed to get any immediate relief from the Punjab & Haryana High Court as the latter directed him to move a fresh application in the trial court for restraining the local police from impounding his passport. Earlier too, a city district court had dismissed his application in this matter.

Singh, a resident of Sector 7, succumbed to his injuries on December 9 last year at Government Medical College & Hospital, Sector 32 where he was in a state of coma ever since the two-wheeler he was riding was hit by a speeding car driven by Gill, a Sector 8 resident.

The incident occurred on November 28, 2010 on the road dividing Sectors 7 and 8 and the car’s driver managed to flee the accident scene after abandoning the injured man at Government Multispecialty Hospital, Sector 16. Later the hit and run suspect was arrested on December 1 last year.

Chandigarh, July 7
The UT Police today filed a supplementary chargesheet against three accused in the Khushpreet murder case that was cracked in March this year.

The police filed a supplementary chargesheet against prime accused Sukhdev Singh, a resident of Burail, his brother Gurvinder and their servant Nand Kishore in a case of murder under Section 302 of the IPC. Earlier on May 27, UT Police had filed the first chargesheet against the accused.

Meanwhile, counsel of the accused filed an application before the court in which he demanded copies of 25 photos of crime spot which were clicked by the UT Police, call details and statements of witnesses recorded under Section 161 of the CrPC. Replying to the application moved by the counsel of the accused, UT Police counsel assured the court that the same would be provided on the next date of hearing. The court has deferred the hearing till July 13.

The brutal kidnapping and murder case that rocked the city was cracked with the arrest of two brothers on March 22. The accused lived in the neighbourhood of the victim and had planned his kidnapping to tide over their financial liabilities. Khushpreet, a kindergarten student and son of a dairy owner, was kidnapped December 21 last year from near his house in Burail. The family, which informed the police within a couple of hours, bemoaned that the casual attitude of police officials led to the kidnappers getting away as a police trap to arrest the kidnappers failed and they fled with the ransom amount of Rs 4 lakh on December 23 last year. The boy's body was then recovered on January 5 near a pit in Mohali.
