Beant killing
City court to try Tihar inmate Bheora via videoconference
Tribune News Service

Chandigarh, June 2
Paramjit Singh Bheora, an alleged militant who is an accused in the assassination of former Punjab chief minister Beant Singh in 1995 and is also involved in the 2004 Burail jailbreak incident, will soon be tried in the city without being moved out of Delhi’s Tihar jail. This will be made possible through videoconferencing between Chandigarh courts and the Tihar jail.

Acting on a public interest litigation for directions to Punjab, Haryana and Chandigarh for holding criminal trials in subordinate courts through videoconferencing, the Punjab & Haryana High Court on Thursday asked the UT district & sessions judge to ensure the system was put in place for trying undertrials involved in cases pending in the city who are lodged in Tihar jail.

In his petition placed before the bench of acting chief justice Adarsh Kumar Goel and justice AK Mittal, Viresh Shandilya, president of the Anti-Terrorist Front India asserted the video conference procedure would avoid waste of money and manpower required for travel and security of criminals during their personal appearance in courts from jails.

Quoting an example, the petitioner said he had “come to know from news reports” that on November 8 last year Bheora was brought under heavy security from Tihar jail in Delhi to appear in person in a Chandigarh court.

An alleged member of Babbar Khalsa International, which has been declared to be a terrorist organization, Bheora was allegedly involved in the conspiracy to kill Beant. He was also involved in the Burail jailbreak in January 2004. News reports added the entire court complex was converted into a fortress swarming with armed commandoes.

Appearing on the petitioner’s behalf, advocate Ajay Jain specifically sought the court’s directions to make use of videoconferencing in hearings of the case as according to him Bheora was a “dreaded terrorist”. “The police department is already suffering a manpower shortage”, said the petitioner.
