Non-functional streetlights irk Patiala residents

With Patiala Municipal Corporation failing to solve problem of non-functional streetlights in various city areas, the residents are extremely unhappy. While accusing the civic functionaries of paying no attention towards maintenance of streetlights, majority of the city residents have urged civic officials to streamline the mechanism for proper maintenance of streetlights.

While expressing their resentment, Satinder Singh and Raj Kumar Verma, both residents of New Rajpura Colony, said: “It is really unfortunate that civic authorities have never paid any heed to get the non-functional streetlights in our area repaired.” They stated that most of the streetlights installed in the colony were out of order due to which minor accidents were routine problem.

Presently, there are approximately 27,000 streetlight points in 50 municipal wards of Patiala. The problem of the non-functional streetlights is worst in the lanes of Model Town, Chhoti Baradari, Tej Bagh Colony and Lower Mall. A visit to these areas during the evening hours brought to light the fact that considerable number of the streetlights were non-functional from the past several months.

Strongly flaying the civic functionaries, Sangeeta Uppal, a resident of Tej Bagh Colony, said: “It is really surprising that no one in the Patiala Municipal Corporation is bothered about the non-functional streetlights. During evening hours, area residents have to struggle a lot to reach their home safely on account of the fact that work of laying of sewerage is on and streetlights are not working.”

When contacted, Municipal Commissioner MS Narang said he would personally look into the matter and would ensure that all non-functional streetlights were repaired within a day or two. “I will visit the city areas and direct the civic authorities concerned to make sure that all streetlights are operational,” he added.

Police-public meet solves 493 cases in a day

In a noble initiative to help solve pending cases and help complainants, the Patiala police held special police-public meet in all subdivisions of the district, where numerous complainants and the accused parties were called to amicably solve their disputes.

The city police solved around 493 cases in a single day, where the two parties reached compromises, which saved unnecessary litigation and police time.

SSP, Patiala, Gurpreet Singh Gill said DSP-level officers were asked to head the exercise in their respective subdivisions and the SHOs of their respective police stations were also present at the spot.

“In the presence of fellow villagers and panchayat members the police, with the help of NGOs, tried to solve the matter,” he added.

Police officials said majority of the disputes pertaining to brawls and matrimonial disputes were solved by officers on the spot with the terms and conditions acceptable to both the parties.

“Munshi-level officers were also there to draft the compromise and give the copies each to both the accused and the complainant,” he added.

The police had also arranged for free langar for all those who had come to participate in these meets and arrangement for tea was also made. “We would like to have more such meets so that the pending list of complaints could be reduced and important time wasted on unnecessary litigations could be saved,” Gill said.

The meets were held in Nabha, Rajpura, Bhadson Patran and Samana.

Temple razed in Kalka

Continuing its anti-encroachment drive, a team of the local administration today razed an illegal structure of a temple on the National Highway -22, near Haryana Roadways.

Official sources confirmed that following the directives of the DC, Panchkula, the team, in the presence of a heavy police force, demolished the temple with the JCB machine, which was constructed by the employees of the Haryana Roadways 18 years back.

The drive continued till late evening hours, despite of the objections raised by the residents of the area.

Rlys liable for causing death due to negligence
HC orders compensation of Rs 6 lakh

Just over five years after a “railway gate” at a crossing came crashing on a commuter’s head killing him in the process, the Punjab and Haryana High Court has held the Railways liable for causing death due to negligence.

Virtually asking the Railways to behave in a better manner, the high court has also ordered compensation of Rs 6 lakh to the victim’s wife and two children.

Coming down heavily on the Railways on a petition filed by Baljit Kaur and her children after Pappi Singh’s demise, Justice Ranjit Singh asserted: The plea raised on behalf of the Railways that the petitioners have not been able to establish the accident, is only to escape their liability.

“The Railways being a government organisation can be expected to behave in a better manner. There is clear evidence of breaking of the railway gate…. The manner, in which Railways had maintained the gate, would be enough to show that they were not vigilant enough to ensure safety of public at large.

“The negligence from the manner in which the accident has taken place, would clearly emerge. The respondents, thus, are seen liable for causing this death due to negligence. This negligence is gross and has led to the loss of bread earner for the petitioners. The clear case for grant of compensation, therefore, is made out”.

Pappi Singh, along with his father, was returning to his village on January 16, 2006, when the railway gate’s wing broke and fell on his head at Dholewala.

Allowing the petition, Justice Ranjit Singh asserted: “I would grant lump sum compensation of Rs 6.00 lakh to the petitioners. Let the compensation awarded be disbursed to the petitioners within two months from the date of receipt of certified copy of this order. In case this compensation is not disbursed within this period, the petitioners shall be entitled to an interest at the rate of 9 per cent per annum from the date it is due to the date of payment”

2-year-old hit by car, dies

A two-year-old boy was crushed to death by a car being reversed by an unidentified driver in Nayagaon on March 26. The investigating official said a case of causing death due to negligence under Sections 279 and 304-A of the IPC was registered against the driver of PB-65-4496 on the complaint of Rishi Kumar, hailing from Bihar and now residing in Chhoti Karora, Nayagaon, here today.

In his complaint, Rishi Kumar stated that the mishap took place when the child was playing near the house. The child sustained serious injuries and was rushed to the GMSH-16, Chandigarh, where he died during the treatment, the police added.

However, the accused managed to flee from the spot along with the vehicle. The body of the child was handed over to his family after conducting the postmortem examination, the officer added.

Three injured

ZIRAKPUR: Three students of Banur College were injured after a speeding truck rammed into their motorcycle on the Zirakpur-Patiala highway near Chhat village bus stop. The injured have been identified as Pankaj Rattan, Naresh and Sushil Kumar.

The incident took place around 10 pm when they were returning to Zirakpur from the college on their motorcycle. While reaching near the chhat village, the speeding truck hit the motorcycle. A passer-by immediately informed the patrolling team who took them to the GMCH-32, Chandigarh. A case has been registered against the unknown truck driver.

Body of Baltana lawyer recovered from canal

Body of an advocate of the Punjab and Haryana High Court, Dheeraj Bali of Baltana (Zirakpur), who was drowned in the Rajasthan Feeder Canal near Gidderbaha on Friday, was recovered this morning.

The body was found floating in the canal at a distance of nearly 4 km from the site where the lawyer had jumped to swim. After conducting the postmortem at the Civil Hospital, Gidderbaha, the police handed over the body to the kin of the deceased.

According to information, lawyer Dheeraj Bali (37), along with his junior advocate Ankit Aggarwal of Chandigarh and driver Vikram of Sonepat, had gone to Abohar on March 25 for a case related to the attachment of property.

While returning the trio, travelling in a black Scorpio (HR 70A-3597), reportedly consumed some alcoholic drink and decided to swim in the Rajasthan Feeder Canal. After diving into the canal, they lost their balance due to the swift current in the water.

Finding them drowning, the policemen stationed at a nearby post hurriedly launched a rescue operation with the help of some passers-by and managed to pull out Ankit and Vikram, but despite a lot of effort, they failed to save Dheeraj, who was swept away by the water current.

Recording the statements of Ankit and Vikram, the police initiated inquest proceedings under Section 174 of the CrPC and feared Dheeraj to have been drowned in the canal.

After three-day long search operation, the Gidderbaha police today received information about the body floating on the canal near the Lal Bai bridge, at a distance of nearly 4 km from the spot where the trio had jumped.

The investigation officer said there was no injury mark visible on the body. However, he maintained, “As the trio had reportedly consumed alcohol before diving into the canal, we will wait for the post-mortem report to ascertain the cause of death.”

Scooterist killed in accident

A native of Uttar Pradesh was killed when his scooter was hit from the rear by a rashly driven Scorpio MUV at the Sectors 7-8 intersection here this morning. The victim, identified as Vijay Pathak, a marketing executive, was rushed to the General Hospital, Sector 6, by the unidentified accused, where the doctors declared him dead on arrival. The accused, however, absconded from the hospital immediately.

According to the police, Vijay was going for his official work on his scooter (PB-10AL-1598) when the unidentified accused driving Scorpio (HR-30-F-0027) hit the victim’s scooter from the rear. The victim’s head hit the road berm, resulting in his death on the spot.

A case was registered against the unidentified accused at Sector 5 police station and further investigations were on.

Criminals planned to rob Rajasthani businessman
Wanted in many cases; killed in encounter in Rajasthan

The hardcore criminals, who were killed in an encounter at Padampur tehsil of Ganganagar district in Rajasthan on March 24, had planned to rob a businessman of Rs 50 lakh.

Stating this to the media here today, DSP, Kalka, Mukesh Malhotra said the accused had also tried to mow down some pedestrians with their Innova car near the bus stand before escaping from the site.

He said the police party reacted in self-defence and had to open fire and chased the Innova till Ek-tak village to arrest the accused. Later, the police party found Sukhwinder, alias Sukha, wounded and his accomplices Narinder, alias Jaggi, and Balbir, alias Biru, dead.

Malhotra said four weapons and numerous live and empty cartridges were recovered from the car. The Rajasthan police had registered a case under Sections 307, 336, 332 and 353 of the IPC and Sections 3, 25 and 27 of the Arms Act, in the Padampur police station.

It is notable that on the complaint of taxi driver Vijay Kant, a resident of Kuradi Mohalla, Kalka, a case was registered against the accused at the Chandimandir police station under Sections 392 and 397 of the IPC on March 1.

The accused had hired the complainant’s Indica car from Shimla along with two youths for going to Ambala. When they reached Morni T-point, one of the youths, who were sitting behind the driver seat, threatened the driver on gunpoint and snatched away all his valuables.

After pushing the driver out of the car, the accused speeded away in the car, which was later found abandoned near Matta village. The police had found a mobile phone of the accused in the car.

The DSP said the leader of the gang, Sukhwinder Singh, and the other accused were wanted in many criminal offences, including murder, attempt to murder, loot, dacoity and kidnapping for ransom. He said Sukhwinder had escaped from Ludhiana jail on December 14 last year and added that eight cases under attempt to murder and Arms Act were also registered against him in Punjab.

Engineer arrested for black marketing
Was inviting bids for tickets on a website

The Cyber Crime Cell of the Chandigarh police arrested a 27-year-old software engineer for bidding match tickets on a shopping website and offering to sell them for Rs 1.2 lakh. The police arrested Mandeep Singh Bhangu, who had recently returned from the UK after completing his masters’ degree in computer engineering from the University of Wales.

Inspector Neeraj Sarna, in charge, Cyber Crime Investigation Cell, said the cell got information that online black-marketing of the ICC World Cup-2011 semifinal cricket match (India vs Pakistan) was going on and a police team laid a trap by bidding all the five tickets for Rs 95,000.

The police said Bhangu, a resident of Sector 63, Mohali, was cheating people by offering five tickets of the match (Rs 250 denomination each) at an exaggerated price -- around 100 times more than the actual price of the ticket.

He was offering one ticket at a price of Rs 30,000, on an online shopping website - www.eBay.com. The website mentioned that in case a person wished to purchase all five tickets, then the tickets would cost him Rs 1.2 lakh (Rs 24,000 each).

Bhangu was inviting the bids for the tickets on the website and had mentioned - “Lifetime opportunity to watch the Clash of Titans in World Cup Semifinal. This is it; the best match ever to happen in history of cricket. Five tickets for Chair Block Entrance, Gate No. 2, PCA Stadium, Mohali. India vs Pakistan, 30th March, 2011, Semifinal Cricket World Cup, 2011. Would you dare to miss this match and curse yourself for your whole lifetime? I think nobody would. You can pay me via Paypal, UK Bank Account or Indian Bank Account. Five tickets for 1,800 pounds, $ 3,000, Rs 1,20,000. Individual ticket to be sold at a price of Rs 30k per ticket, please send me a message.”

The Cyber Cell team, when learnt of such unfair practice, visited the website and offered a bid of Rs 95,000 for all five tickets and left a contact number on the website.

Within minutes Bhangu contacted the police, thinking them as prospective buyers of the tickets in his possession. A deal was struck and he was asked to reach a coffee joint in Sector 11. A decoy customer was sent to negotiate with him and he was caught red handed, striking the deal.

Bhangu is son of a retired Subedar Major of the Indian Army and has done his computer engineering from lET, Bhaddal, Ropar, before going to the UK. He was produced in court and bailed out.

A case under Section 66-A of the IT Act and Section 420 of the IPC has been registered in the Sector 11 police station.

To deliver tickets, accused came in a decorated car

Little knowing that the customers who had bid Rs 95,000 for five tickets were cops in disguise, Bhangu, who was then at a marriage ceremony of his friend, rushed to Sector 11 in a brand new decorated Chevrolet Cruze. The car belonged to the bride and Bhangu had just dropped the newly-wed couple at their residence when he rushed to sell the tickets. The car, decorated with flowers, was impounded by the police amidst high drama by the accused, who lay on the road while protesting his arrest. His shirt was torn in the process.
