Suspension hits porters, vendors
Ambala, March 24 Also hit by the suspension of trains and the consequent fall in number of people coming to the railway station are the vendors at the railway platforms. Ashwani Kumar Dogra, general manager, Haryana Roadways, said the Haryana Roadways had witnessed a sudden jump in its revenue, which is almost Rs 1 lakh a day as it has introduced half a dozen buses to ply on the Ambala-Delhi route. This is in addition to the normal bus routes just to cope up with the increased passenger rush in view of the suspension of trains. There are around 300 porters who work in two shifts at the Ambala junction. Their earnings, which on an average range between Rs 300 and Rs 350 a day, have been reduced to around Rs 100 per day in view of the fall in the number of passengers. The railways had announced the suspension of 10 trains two days back in view of the ongoing Jat agitation as the protestors were squatting on the railway tracks. The DRM office announced that the 10 trains, which were initially cancelled for two days, were again suspended for another two days, viz March 24 and March 25. Senior divisional manager informed that the railways headquarters has issued instructions today for the cancellation of the trains. The cancelled trains include Kalka to Delhi -Satabdi (up and down), Kalka to Sairala -Himalayan Queen (up and down), Intercity Express - Ganganagar to Bathinda (up and down), Unchahar Express - Chandigarh to Allahabad (up and down) and Intercity Express -Bathinda to New Delhi (up and down). GM Singh, senior divisional manager, Ambala Cantt, said the trains had to be cancelled since the Jat protesters had blocked the rail track at different places in the state. The Jat stir had also caused disruption in supply of essential commodities, including coal. He said an effort would be made to ensure regular movement of goods trains. A senior official regretted the inconvenience caused to passengers and said special counter had been set up at the railway station of Ambala Cantt to refund the money against tickets already booked. |

Refund of earnest money
Chandigarh, March 24 In his petition placed before the Bench of Chief Justice Ranjan Gogoi and Justice KS Ahluwalia, city resident Anirudh Dhanda asserted that the clause was illegal. Dhanda also sought directions to the respondents to ask their bankers to credit refund amount to accounts of all unsuccessful applicants with effect from the date of draw of lots. Directions have been sought to the respondents to get the service charge, levied on depositors and deducted from the amount, refunded. “No such service charge was ever envisaged in the scheme and it did not have a mention in the offer letter,” Dhanda added. Going into the background, he said: “The government of Punjab advertised that it was developing a township by the name of Aerocity in the city and district of Mohali and sought applications for allotment of plots vide a document of offer, the brochure. The applicants were asked to deposit initial application, along with Rs 1.5 lakh to Rs 6 lakh for different categories of plots of 125 sq yards to 500 sq yards, respectively. Certain commercial institutions and banks were appointed as their authorised bankers for the purpose.” He said the last draws of lots took place October 13, 2010, much before the maximum period of six months envisaged at the time of receipt of applications. From this date onwards, the unsuccessful candidates became entitled for the refund of their money, which was lying with respondents, because they ceased to be legal custodians of deposits of unsuccessful applicants. “Holding of such deposits any further and more so to earn interest on such deposit became an illegal act on the part of the state. This act of respondents amounted to making undue gains on moneys not belonging to them,” he added. |
