Family fears for abducted kid’s life, seeks CBI probe
Our Correspondent

Dera Bassi, January 9
Coming only a few days after the murder of a five-year-old boy, Khushpreet, who was kidnapped in Burail last month, panic gripped the family of another five-year-old child, Aryan Gupta, who was abducted in Mubarakpur near here a year and a half ago.

Family members said they feared for his life after the recent spate of kidnapping of children as, despite all their efforts as well as those of the police, there was still no clue about their child’s whereabouts. They have again demanded a CBI probe into the case for which they had filed a writ petition in the Punjab & Haryana High Court, the hearing on which is on.

The child’s father, Parveen Kumar, stated Aryan, an LKG student at the Sukhmani School, Dera Bassi, was abducted on July 23, 2009 when he was playing in front of his home. Though the Dera Bassi police filed a case of kidnapping four days later it has been unable to find any clues in the case till date.

Parveen alleged some villagers were involved in the abduction, accusing a prominent Akali leader based in Zirakpur of “supporting” the kidnappers. “Though the police were given the names of the suspects there have been no positive results due to the cops coming under political pressure”, he claimed.

Parveen said the kidnappers also demanded a ransom a few days after the incident. “I visited Ambala and Delhi with the ransom money after informing the police, but the case was not resolved”, he added.

The child’s family members also claimed though they had met top police officials the latter did not handle the case “sincerely” due to political pressure. They warned they would block road traffic if their child was not found soon.

Meanwhile, DSP Jatinder Khaira asserted the police had made all-out efforts to crack this abduction case. “Suspects were interrogated thoroughly and the CIA department also conducted a probe, but no clues were found. We are continuing our investigations in the case”, he added.

End north-south divide, says HC
Tribune News Service

Chandigarh, January 9
The Punjab and Haryana High Court wants an end to the north-south divide in the city. It has asked the UT administration to provide the “same, if not similar facilities”, to residents of southern sectors.

Justice Rajive Bhalla has also directed the UT administration and the municipal corporation to ensure that the confusion over control of roads between the two bodies does not act as an impediment in providing “traffic infrastructure”.

Taking up the traffic regulation and pollution control case, Justice Bhalla asserted: “The city of Chandigarh has, over six decades of its existence, developed into two distinct parts, commonly known as northern and southern sectors.

“Eighty per cent of the population of Chandigarh resides in southern sectors. But for reasons best known to the Chandigarh administration and the municipal corporation, most of its efforts are directed towards northern sectors.

“It will be appreciated if this imbalance receives the nod of the powers that be and an honest attempt is made to rectify this imbalance. The majority of the population of the city should be provided the same, if not similar, facilities as provided in northern sectors of the city.”

In his detailed order running into three pages, Justice Bhalla added: “It is made clear that the confusion that exists in respect of control of roads and infrastructure between the municipal corporation and the Chandigarh administration should not impede the efforts to provide traffic infrastructure.”

Justice Bhalla added: “Efforts should be made, particularly with respect to southern sectors, to provide requisite infrastructure for better traffic regulation and ensure the deployment of adequate police officers.”

Justice Bhalla asked the road safety council to “prepare a report, setting out in detail the work required to be carried out by each department of the Chandigarh administration and the municipal corporation, after holding a meeting”. The council was asked to prepare the report after perusing orders passed by the high court and place it in court on January 20.

Directions were also issued to Punjab’s director of industries and commerce to file an affidavit on unauthorised mining in the Ghaggar riverbed. The directions came after the National Highway Authority of India claimed that the Ghaggar bridge had become unsafe due to illegal mining.

Taking into consideration the unauthorised accesses to national highways leading to traffic jams and hazards, Justice Bhalla asked the municipal committees of Zirakpur and Dera Bassi, along with the Deputy Commissioner and the SSP of Mohali, to submit their replies on the action taken.
