Solid Waste Management
Ambala, September 30 Deputy Commissioner Sameer Pal Srow said the project marked the taking of a big step towards ensuring scientific treatment of municipal waste. The waste treatment and power generation project was being set up under a public-private partnership between the district administration and M/s Taurant Project Limited, New Delhi. At a cost of Rs 5 crore, the plant would also have advance flue gas control systems to take care of sulphur oxides and nitrogen oxides besides other gases and particulate matter. The fly ash or bottom ash generated by the power plant would be utilised for tile and brick making. The project, it was informed, had already received all requisite statutory permissions, including clearance from the ministry of environment and forest. It was currently under implementation stage and would start functioning within six months, he added. The existing plant was completed successfully within its scheduled time of two years at a cost of Rs 12 crore. Its functioning started in August, 2008, at Patvi village, near Ambala Cantt. It has a capacity of more than 150 tonne solid waste processing per day for the disposal of inert or rejected material, thereby reducing the hazardous pollution. Srow further said the new project would give much needed relief to the residents of Ambala who suffered due to malpractice of dumping of garbage in the open areas. The plant would go a long way in systematic and safe disposal of solid waste, he added. The administration had already arranged 10 trucks and some rehris for door-to-door collection of garbage. The Municipal Corporation would transport it to the plant at Patvi, he stated. The project was also good as it would be supplying power. The plant was eco-friendly and complied with the norms laid by the Pollution Control Board, Srow said. The plant also got hotline from the electricity board and had a big generator set for power backup. ‘Direct sowing of paddy cuts input cost’
Ropar, September 30 Chief agriculture officer, Ropar, Dr Balwinder Singh Sohal said direct sowing had been done at 250 demo farms in Ropar. “During my earlier stint at Patiala, we had covered more than 3,000 acres under direct sowing and at Ropar almost 1,000 acres have been covered so far under this new technology,” he said. Briefing about the new technology, he said direct sowing not only saved huge cost incurred on labour and the subsequent plethora of problems, but also saved water used for irrigation to a larger extent. Also the farmer saved Rs 5,000 per acre input cost. Using this technology, farmers need not burn the paddy stubble and instead plant seeds directly in the stubble strewn fields itself. “Over the time, the stubble decomposes and acts as a rich fertiliser for the paddy crop. The method not only saves input costs of crop, but is eco-friendly also,” he added. DC Miglani said the sarpanches of all villages under district were being given drums for seed treatment before sowing. He added that Ropar farmers had got Rs 2-crore bonus and the amount would be given to those farmers who have paid their power bills. “Within next two weeks, entire bonus amount will be distributed. If a farmer does not gets his entitlement, he can approach the SDM concerned,” Miglani said. |

Film festival concludes
Patiala, September 30 Two films, namely “Ek Kargil” depicting social evils and “Dard Anjanmian Dhian De” highlighting female foeticide were shown. Addressing the gathering, Raju Khanna said SOI was committed to eradication of drugs and other social evils in Punjab and would continue to organise such functions for apprising youth against these social evils. He said these films not only highlighted the present state of Punjab but also offered solutions for the better formation of society. He also honoured director Lakha Lehri, cameraman Darshan Sidhu and Dr Inderjeet Kaur for their contribution in making this festival a huge success. Four nabbed with fake currency
Ambala, September 30 Those arrested include Mukesh Kumar, a resident of Jalandhar, Hans Raj and Darshan, both from Doraha, and another person identified as Darshan, a resident of Patiala, police sources informed. Acting on a tip off, the police arrested four of them from a Janseva Express train at Ambala Cantonment railway station before departure from here to Amritsar. According to police authorities, the accused had a strong network with smugglers involved in the smuggling fake currency. A case has been registered. |

HC issues notice to consumer commission
Chandigarh, September 30 Senior advocate Atul Lakhanpal, appearing for the petitioner, contended as per Section 16 of the Consumer Protection Act, 1986, on the composition of the state commission, not more than 50 per cent of the members shall be from amongst persons having a judicial background. The petition sought the directions from the court for quashing of the impugned notification dated August 10 vide which Jagroop Singh Mahal was appointed member of the state commission. |

Over 37,600 cases settled in Lok Adalat this year
Chandigarh, September 30 The Lok Adalats take up various cases including cheque bounce, civil suits, rent, executions, divorce, accidental claims and cases that have remained untraced. The latter are those in which the police has submitted a report stating it would not be able to arrest the suspect within 90 days of the FIR being filed. Interestingly, there is a long list of such cases in the district courts. In the Lok Adalat held on March 6 this year the courts disposed of 138 cases that were not traceable. In the next Adalat about five such cases were settled. However, the number of untraced cases rose in the last Lok Adalat held on September 18 when 38 such cases were disposed of. Usually the largest number of cases disposed of in every Lok Adalat are summary cases in which the trials are not very lengthy. The last three Lok Adalats settled a total of summary 26,809 cases, far less than 48,397 such cases settled last year. Usually at every Lok Adalat the district courts are jampacked with litigants waiting in line for their turn. Several executions are disposed of every year and compensation in accidental cases is awarded to many litigants. |

One booked for shooting at youth
Zirakpur, September 30 The investigating officer stated that a case under Sections 336, 323, 447, 506 of IPC has been registered on the complaint of Hitesh Kumar (Honey), the owner of the restaurant, against Harpreet Singh, a resident of Dhakoli. However, the family members of the victim have demanded from the police to register a case of attempt to murder. The police official stated that the case has been registered as per the medical report. It was clearly mentioned in the medical report that no injury was found, he added. In his complaint, the owner said his cousin Rahul, who also works at the restaurant, was returning to his home in his car. He alleged that around 11 pm Rahul was stopped by Harpreet Singh who started assaulting him for playing music at high volume. Later, Harpreet Singh approached Hitesh at the restaurant and complained that Rahul was playing music at a very high volume in his car. When Hitesh requested Harpreet Singh to leave the latter reportedly trained a pistol at his temple. Hitesh, however, managed to duck and the bullet passed through the window of the shop. On the other hand, Harpreet Singh claimed that he was assaulted by Hitesh and other persons when he reached the restaurant to complain about Rahul and he fired a shot in his self-defence. SHO, Zirakpur, Yogi Raj stated that the case has been registered and the accused would be arrested soon. |

2 NRIs duped of Rs 135 lakh
Mohali, September 30 After investigating the complaint of the woman, a case under Sections 420, 409, 465, 467, 468 and 471 of the IPC was registered at the Matour police station. Parul Kishore, manager of ICICI Bank, Phase VII, in a complaint to the police, stated that the NRI woman had an account with their branch. But the cheat lured the NRI to open her account with HDFC Bank at a higher rate of interest. When the woman stated that she would transfer the funds on returning to India after a year, Bhateja opened an account in the name of Gautam on the basis of forged documents. While the woman was away, Bhateja issued a cheque with forged signatures of Gautam and transferred the money into the bogus account with HDFC Bank. The funds were transferred in May 11 last year. In a similar case, the cheat duped another Kharar-based NRI of Rs 85 lakh by opening a bogus account in April. When the Kharar case was detected, Bhateja was expelled from the bank. Since then the expelled branch manager has gone into hiding. |

Man killed in mishap
Chandigarh, September 30 In charge of the Daria police post sub-inspector Ram rattan said some passers-by saw the victim lying on a road near Tata Steel Godown around 9 pm. They informed the police, which shifted the victim to the Sector 32 Government Medical College and Hospital. The victim was pronounced dead on arrival. Neeta, a 16-year-old girl, committed suicide by hanging herself at her residence in Dadu Majra this afternoon. In the absence of any suicide note, the reason behind the extreme step could not be ascertained. Neeta, a Class IX student of Government School in Dadu Majra, was found hanging at her residence around 4 pm. Her mother spotted the body and raised the alarm after she returned home from market. The police rushed Neeta to the Sector 16 Government Multi Specialty Hospital, where she was pronounced dead on arrival. In charge of the Maloya police post sub-inspector Baldev Kumar said the victim might be under depression. It said she was alone at the time of incident. Neeta is survived by her parents and two brothers. The body will be handed over to the family after an autopsy on Friday. |

District Shooting Championship
Patiala, September 30 Director sports Raj Kumar Sharma inaugurate the championship. ONGC pocket hockey trophy
Chandigarh, September 30 The ONGC beat the Army XI 2-1 in the final match. ONGC opened its account in the 20th minute through Jagwant following a beautiful move. In the 26th minute, drag flicker Diwakar Ram converted the penalty corner to make the score 2-0 in favour of the winner. In the 57th minute, Ponappa converted the corner for the Army team to reduce the margin.
