Ambala moved a step closer to addressing its gigantic problem of solid waste disposal by adding another plant at solid waste management plant at Patvi village that would not only treat 150 metric tonnes of solid waste each day, but also generate 5 mw power from it in an environment-friendly manner.

Deputy Commissioner Sameer Pal Srow said the project marked the taking of a big step towards ensuring scientific treatment of municipal waste. The waste treatment and power generation project was being set up under a public-private partnership between the district administration and M/s Taurant Project Limited, New Delhi.

At a cost of Rs 5 crore, the plant would also have advance flue gas control systems to take care of sulphur oxides and nitrogen oxides besides other gases and particulate matter. The fly ash or bottom ash generated by the power plant would be utilised for tile and brick making.

The project, it was informed, had already received all requisite statutory permissions, including clearance from the ministry of environment and forest. It was currently under implementation stage and would start functioning within six months, he added.

The existing plant was completed successfully within its scheduled time of two years at a cost of Rs 12 crore. Its functioning started in August, 2008, at Patvi village, near Ambala Cantt. It has a capacity of more than 150 tonne solid waste processing per day for the disposal of inert or rejected material, thereby reducing the hazardous pollution.

Srow further said the new project would give much needed relief to the residents of Ambala who suffered due to malpractice of dumping of garbage in the open areas. The plant would go a long way in systematic and safe disposal of solid waste, he added.

The administration had already arranged 10 trucks and some rehris for door-to-door collection of garbage. The Municipal Corporation would transport it to the plant at Patvi, he stated. The project was also good as it would be supplying power. The plant was eco-friendly and complied with the norms laid by the Pollution Control Board, Srow said.

The plant also got hotline from the electricity board and had a big generator set for power backup. Earlier, it used to depend on village power supply line and was affected every time during power cuts, sources added.

‘Direct sowing of paddy cuts input cost’

Farmers at Ropar are opting for direct sowing of paddy, using happy seeder machines, which reduce input costs in the crop. Chief parliamentary secretary Sohan Singh Thandal, deputy commissioner Arunjit Singh Miglani and agriculture department officials yesterday visited the field of a farmer, Amrinder Singh, in Jhallian Manna village, who has used direct sowing technology this season.

Chief agriculture officer, Ropar, Dr Balwinder Singh Sohal said direct sowing had been done at 250 demo farms in Ropar. “During my earlier stint at Patiala, we had covered more than 3,000 acres under direct sowing and at Ropar almost 1,000 acres have been covered so far under this new technology,” he said.

Briefing about the new technology, he said direct sowing not only saved huge cost incurred on labour and the subsequent plethora of problems, but also saved water used for irrigation to a larger extent. Also the farmer saved Rs 5,000 per acre input cost.

Using this technology, farmers need not burn the paddy stubble and instead plant seeds directly in the stubble strewn fields itself.

“Over the time, the stubble decomposes and acts as a rich fertiliser for the paddy crop. The method not only saves input costs of crop, but is eco-friendly also,” he added.

DC Miglani said the sarpanches of all villages under district were being given drums for seed treatment before sowing. He added that Ropar farmers had got Rs 2-crore bonus and the amount would be given to those farmers who have paid their power bills.

“Within next two weeks, entire bonus amount will be distributed. If a farmer does not gets his entitlement, he can approach the SDM concerned,” Miglani said.

Film festival concludes

A two-day film festival “Haluna” in memory of Shaheed Bhagat Singh being organised by the Student Organisation of India (SOI) concluded at the Kala Bhawan, Punjabi University, Patiala, today. Youth Development Board chairman and SOI state president Gurpreet Singh Raju Khanna was the chief guest.

Two films, namely “Ek Kargil” depicting social evils and “Dard Anjanmian Dhian De” highlighting female foeticide were shown.

Addressing the gathering, Raju Khanna said SOI was committed to eradication of drugs and other social evils in Punjab and would continue to organise such functions for apprising youth against these social evils. He said these films not only highlighted the present state of Punjab but also offered solutions for the better formation of society.

He also honoured director Lakha Lehri, cameraman Darshan Sidhu and Dr Inderjeet Kaur for their contribution in making this festival a huge success.

Amit Rathi, member of Youth Development Board, thanked Vice-Chancellor, Dr Jaspal Singh for his cooperation in organising this festival and ensured that SOI would support the university’s campaign against drug addiction in every possible way.

Four nabbed with fake currency

Ambala, September 30
The Ambala railway police today nabbed four persons for allegedly running a racket of fake currency and recovered counterfeit notes worth Rs 89,000 in the denomination of Rs 500 from them.

Those arrested include Mukesh Kumar, a resident of Jalandhar, Hans Raj and Darshan, both from Doraha, and another person identified as Darshan, a resident of Patiala, police sources informed.

Acting on a tip off, the police arrested four of them from a Janseva Express train at Ambala Cantonment railway station before departure from here to Amritsar.

According to police authorities, the accused had a strong network with smugglers involved in the smuggling fake currency.

A case has been registered.

Schools, colleges to remain closed today

Ambala, September 30
As the district administration has already issued prohibitory orders to maintain law and order after the Allahabad High Court delivered its verdict in the Ayodhya-Babri title suit today, the orders will also remain in force tomorrow.

This was stated by Deputy Commissioner Sameer Pal Srow. All government and private educational institutions, including schools and colleges in the district, will remain closed tomorrow. — TNS

HC issues notice to consumer commission

Acting on a petition filed by advocate Dinesh Bagga claiming that the State Consumer Disputes Redressal Commission, Chandigarh, had appointed more than 50 per cent members from judicial background against the rules, Justice Vinod Kumar Sharma of the Punjab and Haryana High Court issued a notice of motion.

Senior advocate Atul Lakhanpal, appearing for the petitioner, contended as per Section 16 of the Consumer Protection Act, 1986, on the composition of the state commission, not more than 50 per cent of the members shall be from amongst persons having a judicial background.

The petition sought the directions from the court for quashing of the impugned notification dated August 10 vide which Jagroop Singh Mahal was appointed member of the state commission.

Over 37,600 cases settled in Lok Adalat this year

The district courts, where cases are piling up every day, have been organising ‘Lok Adalats’ (people’s courts) at regular intervals to provide relief to litigants from the seemingly never court proceedings. In the three Lok Adalats held this year about 37,667 cases were disposed of as against 73,853 cases settled last year, wherein fines amounting to about Rs 6 lakh were collected by state legal services officials.

The Lok Adalats take up various cases including cheque bounce, civil suits, rent, executions, divorce, accidental claims and cases that have remained untraced. The latter are those in which the police has submitted a report stating it would not be able to arrest the suspect within 90 days of the FIR being filed. Interestingly, there is a long list of such cases in the district courts.

In the Lok Adalat held on March 6 this year the courts disposed of 138 cases that were not traceable. In the next Adalat about five such cases were settled. However, the number of untraced cases rose in the last Lok Adalat held on September 18 when 38 such cases were disposed of.

Usually the largest number of cases disposed of in every Lok Adalat are summary cases in which the trials are not very lengthy. The last three Lok Adalats settled a total of summary 26,809 cases, far less than 48,397 such cases settled last year.

Usually at every Lok Adalat the district courts are jampacked with litigants waiting in line for their turn. Several executions are disposed of every year and compensation in accidental cases is awarded to many litigants.

One booked for shooting at youth

The Zirakpur police today booked a Dhakoli resident for allegedly firing at a youth, who owns a restaurant, Honey Health Food, located on the Dhakoli road near railway crossing, here last night.

The investigating officer stated that a case under Sections 336, 323, 447, 506 of IPC has been registered on the complaint of Hitesh Kumar (Honey), the owner of the restaurant, against Harpreet Singh, a resident of Dhakoli.

However, the family members of the victim have demanded from the police to register a case of attempt to murder. The police official stated that the case has been registered as per the medical report. It was clearly mentioned in the medical report that no injury was found, he added.

In his complaint, the owner said his cousin Rahul, who also works at the restaurant, was returning to his home in his car. He alleged that around 11 pm Rahul was stopped by Harpreet Singh who started assaulting him for playing music at high volume. Later, Harpreet Singh approached Hitesh at the restaurant and complained that Rahul was playing music at a very high volume in his car.

When Hitesh requested Harpreet Singh to leave the latter reportedly trained a pistol at his temple. Hitesh, however, managed to duck and the bullet passed through the window of the shop.

On the other hand, Harpreet Singh claimed that he was assaulted by Hitesh and other persons when he reached the restaurant to complain about Rahul and he fired a shot in his self-defence.

SHO, Zirakpur, Yogi Raj stated that the case has been registered and the accused would be arrested soon.

2 NRIs duped of Rs 135 lakh

Rajinder Bhateja, a former branch manager of HDFC Bank, Sector 9, Chandigarh, on the pretext of giving higher rate of interest to NRIs, cheated an account holder of Rs 50 lakh. The NRI woman, Chandani Gautam, who was staying abroad, came to know about the fraud when she checked her account statement on her return to India.

After investigating the complaint of the woman, a case under Sections 420, 409, 465, 467, 468 and 471 of the IPC was registered at the Matour police station. Parul Kishore, manager of ICICI Bank, Phase VII, in a complaint to the police, stated that the NRI woman had an account with their branch.

But the cheat lured the NRI to open her account with HDFC Bank at a higher rate of interest. When the woman stated that she would transfer the funds on returning to India after a year, Bhateja opened an account in the name of Gautam on the basis of forged documents.

While the woman was away, Bhateja issued a cheque with forged signatures of Gautam and transferred the money into the bogus account with HDFC Bank. The funds were transferred in May 11 last year.

In a similar case, the cheat duped another Kharar-based NRI of Rs 85 lakh by opening a bogus account in April. When the Kharar case was detected, Bhateja was expelled from the bank. Since then the expelled branch manager has gone into hiding.

One person was killed and three others injured when the jeep, in which they were travelling, was hit by the speeding truck near Dhillon factory light point on the Chandigarh-Ambala highway late last night.

The deceased was identified as Madan Lal and the injured have been identified as Pratap Singh, Sushil Kumar and Sewa Singh, all residents of Raipur Rani.

The incident took place when Madan Lal was moving towards Patiala from Raipur Rani along with three others. While they reached near the Dhillon factory light point, a truck coming from Dera Bassi side rammed into the jeep from behind.

Earlier Mishaps

March 25: More than 14 passengers, including five women and two children, travelling in a mini-bus were injured after their bus collided with a multi-axle trailer at the Dhillon factory light point. Many other minor accidents were reported on the same stretch in the past few months

September 22: An unidentified woman in her mid-30s died after being hit by a speeding car near Dhillon factory on the Chandigarh-Ambala highway. She was crossing the highway, along with her daughter Muni, when the car coming from the Dera Bassi side hit them both from behind

Traffic lights not functional

The investigating officer stated that due to the impact of the collision, the jeep tumbled down and Madan Lal was crushed to death under the wheels of the truck.

He died on the spot while the other three persons sustained injuries.

A passer-by informed the police and the highway patrol team took the victims to the Civil Hospital, Dera Bassi, where Madan Lal was declared dead on arrival while the injured were referred to the GMCH-32 for further treatment.

However, the truck driver managed to flee from the spot after the incident, but was nabbed by the police near Zirakpur flyover.

The police official stated that the truck driver, Sultan, a resident of Kurukshetra, was arrested after registering a case of negligence in driving and further investigations were on.

Man killed in mishap

A resident of Jalandher was killed in a hit-and-run case at Daria village on Wednesday. The victim has been identified as Gurpeet Singh (30), a resident of Jalandher. The police initially faced problems in identifying the body.

In charge of the Daria police post sub-inspector Ram rattan said some passers-by saw the victim lying on a road near Tata Steel Godown around 9 pm. They informed the police, which shifted the victim to the Sector 32 Government Medical College and Hospital. The victim was pronounced dead on arrival. Since the victim was not in position to tell anything about the incident and there was no eyewitness, a case of causing death due to rash and negligent driving has been registered against the driver.

Liquor seized

The police has arrested Arjun Singh, a resident of Solan, from near Cricket Stadium Chowk on Wednesday for carrying 24 bottles of liquor in a Mahindra Xylo SUV (HP 12 C 8497). A case under the Excise Act has been registered in the Sector 17 police post.

Pistol seized

The police on Wednesday arrested Gurmukh Singh, a resident of Kapurthala, from Sector 36 for carrying a pistol. A case for violating prohibitory orders under Section 188 of the IPC has been registered in Sector 36 police station.

Girl commits suicide

Neeta, a 16-year-old girl, committed suicide by hanging herself at her residence in Dadu Majra this afternoon. In the absence of any suicide note, the reason behind the extreme step could not be ascertained.

Neeta, a Class IX student of Government School in Dadu Majra, was found hanging at her residence around 4 pm. Her mother spotted the body and raised the alarm after she returned home from market.

The police rushed Neeta to the Sector 16 Government Multi Specialty Hospital, where she was pronounced dead on arrival.

In charge of the Maloya police post sub-inspector Baldev Kumar said the victim might be under depression. It said she was alone at the time of incident. Neeta is survived by her parents and two brothers. The body will be handed over to the family after an autopsy on Friday.

Punjab Cricket Association (PCA) officials today claimed to have sold around 10,000 tickets for the first Test between India and Australia starting tomorrow. PCA joint secretary GS Walia said as usual the students’ block remained the favourite as a total of 3,574 tickets for this block have already been sold out. This was followed by the general block with 2,706 tickets sold so far.

Except these two blocks, the sale of tickets for all other blocks is yet to touch the three-digit figure. For the terrace block, only 58 tickets have been sold while the figure for the VIP block and the North pavilion is 82 and eight, respectively. Not even a single ticket has been sold for the AC lounge, said Walia.

Meanwhile, security arrangement for the match has been put in place. According to the police, 2,500 cops, including the mounted force, have been deployed. “Four quick reaction teams have also been deployed around the stadium,” said a senior official of the Punjab Police.

PCA surrenders India-NZ ODI

The Punjab Cricket Association (PCA) has decided to surrender the December 1 One Day International match between India and New Zealand. “We are not hosting the match as it would hamper our preparations for the forthcoming world cup matches in March next year,” said MP Pandove, honorary secretary of the PCA.

Pandove said the preparations for the three World Cup matches at the stadium have been on since June. “But we are getting match after match in a row which causes hindrance in the job as we have to suspend the work in between the matches,” said Pandove.

It is to be noted that the ICC has cleared two grounds in India as 100 per cent venues - the PCA Stadium at Mohali and the cricket stadium in Nagpur.

“We want to give the best facilities to the world cup teams. So, in an effort to be the best in the world, we are not hosting the ODI match in December,” said Pandove, adding that the surrender of the match would not affect the rotation turn of the association regarding hosting the matches.

District Shooting Championship
Dampreet strikes gold

The 7th District Shooting Championship, Fatehgarh Sahib, was held on September 28 and 29 at the Punjabi University shooting range in Patiala.

Director sports Raj Kumar Sharma inaugurate the championship. Amarjit Singh Sandhu, chief engineer, Punjabi University, and Rajbir Singh Sidhu, excise and taxation officer, were the guests of honour at the prize distribution function.

The best achiever award of the year was given to Sikander Mann. In the junior section, Sukhbir Harika was given the best shooter award.

It was a moment of pride for the District Association, Fatehgarh Sahib, as Heena Sidhu is representing India in pistol shooting and Swaranjit Kaur, secretary, Rifle Shooting Association, is going as the national technical officer for the Commonwealth Games.

ONGC pocket hockey trophy

The ONGC pocketed Rs 75,000 as cash prize and coveted trophy after emerging champion in the 40th SN Vohra All-India Gurmit Memorial Hockey Tournament, which concluded at the Hockey Stadium, Sector 42, here today.

The ONGC beat the Army XI 2-1 in the final match. ONGC opened its account in the 20th minute through Jagwant following a beautiful move. In the 26th minute, drag flicker Diwakar Ram converted the penalty corner to make the score 2-0 in favour of the winner.

In the 57th minute, Ponappa converted the corner for the Army team to reduce the margin.

The runner-up were richer by Rs 50,000, while the individual awards carrying Rs 2,000 as cash awards went to Dinesh Ekka (ONGC) best goalkeeper, Rupinder Pal Singh (Indian Overseas Bank) best fullback, Preetinder Singh (ONGC) best halfback, Armugum (Army XI) best forward and Indian Overseas Bank, Chennai, well behaved team.

Chief guest Parminder Singh Dhindsa, minister PWD (B&R), Punjab, gave away the prizes.
