Water Supply and Sewerage
Chandigarh, September 10 A decision to this effect was taken at a meeting of the Pepsu Township Development Board held here at the Chief Minister’s residence under the chairmanship Badal this evening. The Chief Minister also gave approval to the budget estimates of Rs 22.85 crore for the financial year 2010-11, out of which Rs 21.65 crore would be exclusively spent on the execution of various development works. He also approved the revised budget estimates to the tune of Rs 13.14 crore for the 2009-10, of which Rs.8.36 crore had already been spent on various ongoing development works till date. The Chief Minister also gave nod to allot five-acre land in addition to the 13 acre for the establishment of multi-disciplinary academy at Rajpura and directed the Revenue Department to immediately hand over the land to the Technical Education Department on lease basis. He also asked the Punjab Health Systems Corporation to expedite the installation of latest medical equipment and infrastructure at the newly constructed government hospital in Tripari, Patiala, so that it could be made operational at the earliest. Badal also asked the Board to prioritise its development works like drinking water and sewerage should be given preference over other works. Meanwhile, Special Secretary Revenue-cum-Administrator of the Board NK Wadhawn assured the Chief Minister that all the ongoing development projects relating to water supply, sewerage, roads, streetlighting and sewage treatment plant would be completed positively by October 2010.

Youths sent to 4-day police remand
Ambala, September 10 According to the sources, Anuj Rana, a resident of Ambala, was returning home from Yamunanagar in his car with Rs 4 lakh, which he had borrowed from a relative.His car was over taken by another Alto car near Manka village on the National Highway-73. There were two youths in the car and they had put a red beacon atop. “Youths told me to stop. When I stopped the car, one of the youths got off the car and told me that he was the Yamunanagar SP and the person sitting inside the car was a judge. They asked me to go with them to the Barara police station for not driving properly,” Anuj told the police. “One of the youths came in my car and drove the vehicle. On the way near Holi village they deserted my car and put me forcibly in their car and snatched my briefcase with money in it. When we reached near Barara railway crossing, I pulled the hand break of the car and raised an alarm. Some passers by surrounded the car and caught them. They informed the police,” Anuj added. Ambala, September 10 The retailer and supplier, who were also booked earlier, were acquitted of charges framed against them. According to the prosecution, food inspector had raided a retail shop at Ambala Cantonment on a complaint and sealed three bottles of BDM apple juice. The samples were sent for testing to a public analyst in
Karnal. The public analyst stated in its report that the sample contained 1.9 per cent of added sucrose without level declaration and fungus growth was also detected. The Magistrate observed in the order: "No manufacturer, distributor or dealer of food items shall sell products to any vendor unless a warranty is given in writing in the prescribed form about the nature and quality of products. A bill, cash memo or an invoice provided in respect of the sale shall be deemed as a warranty." He further stated that "The community health is national wealth. Adulteration of food items was so rampant that there is a need to take urgent steps. Provisions of the Prevention of Food Adulteration Act are required to be observed strictly to safeguard the interest of the consumers." |

Chandigarh, September 10 The complainant, Inder Dev Singh, a resident of Raibrali in UP, stated that on June 21, 2007, he had purchased a second hand TATA Sumo car from Ashok Kumar for Rs 1.5 lakh. Kumar had assured that a no dues certificate would be issued within a week by the Registration and Licensing Authority, Chandigarh. On June 22, 2007, the complainant went to collect the no dues certificate but he was told that Kumar had already applied for the certificate along with relevant documents and the same was to be issued to him in a few days. The complainant was handed over a copy of the RC signed by Kumar’s brother. Thereafter, the complainant got the vehicle insured with United India Insurance but the insurance policy was issued in the name of its original owner, Ashok Kumar, because at that time, the complainant was not the registered owner of the vehicle. According to the complainant, he and his son visited Kumar’s house a number of times in order to get the certificate but he refused to give it. About one-and-a-half year has elapsed but the no dues certificate has not been given to him so far. Due to non-availability of the certificate, the car has not been registered in his name. In his reply, Ashok Kumar said the complainant had purchased the vehicle for Rs 1.3 lakh and not Rs 1.5 lakh. Kumar added that the vehicle was financed by Apple Finance Ltd and he had already paid the entire amount. But before issuing the no dues certificate, the financier had closed his business. Therefore, he could not get certificate. |

Panchkula, September 10 The accused who were brought here last night from Bijnore in Uttar Pradesh on production warrant of the court there were produced before the court here today which remanded them in police custody. The nine accused were identified as Nayal Islam Moulik, Mohammad Elal, Abu Zaffar, Rakeeb Holedar, Zamal Holedar, Kamrul, Mohammad Younis, Ali Mankhab and Wazid Ali. During the police interrogation, they confirmed their involvement in several robberies in the region. They were also involved in another robbery at Bijnaur before robbing the Sector 10 family. On July 16, gun-toting youths decamped with cash and jewellery worth Rs 15 lakh after keeping 13 members of a family hostage for over three hours at their home in Sector 10 in the wee hours. The incident came to light only when two children of the family came out of the house after breaking the pane of clerestory (‘roshandaan’) and alerted a neighbour residing in the back lane, who later informed the cops. According to the police, they had put on surveillance the IM number of the 6 mobile sets and the SIM cards taken by the accused during the heist. About two weeks after the robbery one of the accused had sold the mobile to his relative, who used the set by inserting his own SIM card. After the call was made from the set the police came to know about the exact location of the robbers. A police team was sent to Bijnore, which tracked down the person who used the stolen mobile. During investigation, he revealed to the police that he had purchased the set from his relative, who was remanded in judicial custody by the Bijnore Court. The local police had been trying to seek the production warrant from the court there for the past about one and-a-half month and were able to get the same few days back. Three traffic cops suspended for graft

September 10 In the first instance, Sunil Kumar, a resident of Bhopal, complained he was stopped in Landran by head constable Kashmira Singh while he was driving his Tata 407 truck from Bhopal to Manali. He said he was asked to show his drivers licence and vehicle registration documents. “The cop demanded Rs 500 but I paid only Rs 100”, he claimed. Again, after being stopped in Kharar by inspector Bhupinder Singh, Kashmira said he told the cop he had already made the payment in Landran. After having the cop identified, Bhupinder submitted his report to the DSP (traffic) and a case was filed at the Sohana
police station. In the second incident, Ravinder Sharma, a resident of New Delhi, complained he driving his Maruti van (registration no: DL 8CP 1982) from Kangra to Delhi when head constables Sanjay Kumar and Darshan Singh, both posted in Kharar, stopped him.
He said they told him he would ‘challaned’ (fined) for using black solar film on the vehicle’s windowpanes. Sharma said he was eventually let off after paying Rs 400 though the cops had demanded Rs 500. After an inquiry into the matter by inspector Bhupinder, a case against the two
head constables was registered at the Kharar police station. In another case of police corruption, Shamsher Singh, a Kharar resident, informed the cops when he went to the Gharuan police post to file a complaint of assault on his son by Kuldeep Singh and Bitoo, head constable Som Nath and constable Narinder Singh asked him for Rs 500 but he gave them Rs 300 instead. When no action was taken against the two cops, Shamsher met the Mohali superintendent of police. After getting the matter investigated by the superintendent of police (security & traffic), a case under sections 323, 452 & 34 of the IPC and the Prevention of Corruption Act, 1988 was registered against the two cops at the Kharar police station. |

Resident duped of Rs 6 lakh
Zirakpur, September 10 The investigating officer said Avtar Singh alleged that he had purchased a plot from Madan Goel through Bhupinder Singh and paid Rs 5 lakh as token money. He said Bhupinder entered his name as half share holder in the agreement and kept the original papers. Thereafter,
Madan, along with Bhupinder, reached his home and took another Rs 1 lakh from the complainant. Later, Avtar came to know that the accused sold his plot and cheated him of Rs 6 lakh. The investigating officer said the accused would be arrested soon and further investigations were on. 4 booked for trespassing
The police booked four persons, including a woman for trespassing and theft on the complaint of Harneet Kaur, a resident of Angel Apartment, Zirakpur. The accused have been identified as Sonia Bajaj and a few unknown persons. The investigating officer said Harneet Kaur alleged that she had gone to Ludhiana, along with her children on August 31. While she returned on September 6, she found that all the locks of her house were broken and household goods were missing. She found three unknown persons were present and told her that household goods had been taken by Sonia. The investigating officer said a case had been registered and investigations were on. |

Accident
Rakesh Kumar, a resident of Dadu Majra Colony, reported to the police alleging that Krishan Chand, a resident of Kalka, rammed his Indica car into his horse cart near the Sector 32 Government Medical College and Hospital on Thursday. His mare was injured in the mishap and it was admitted to the Veterinary Hospital. A case of rash and negligent driving has been registered. The police arrested the accused, who was later released on bail.
Caught stealing
NM Gupta, a resident of Sector 36, filed a complaint with the police alleging that Navneet Singh, a resident of Kajheri, was caught red-handed while stealing two gas cylinders from his residence on Thursday. The police arrested the accused and registered a case against him.
Motorcycle stolen
Ashish Viz, a resident of Shanti Nagar, Mani Majra, filed a complaint with the police alleging that someone had stolen his Bajaj Pulsar motorcycle (HR-03-J-3379) from in front of his residence during the intervening night of September 6 and 7. A case has been registered. |

Chandigarh, September 10 The police said the accused, Lalan, runs a meat shop in Panchkula and was arrested from near the railway crossing in Daria on a complaint filed by Neeraj Atri, a resident of Sector 15, Panchkula. Neeraj, a teacher, noticed the accused carrying 19 chickens on his bicycle, which were hanging upside down. Finding it hard to ignore the cruel treatment meted out to the birds, Neeraj called the police, which arrested the accused after registering a case under Section 11 (1) of the Animal Cruelty Act 1960. |

Sharmila clinches women's golf title
Chandigarh, September 10 The 19-year-old girl from Bangalore overcame the tough conditions to card a one over par 71 and a final three-day tally of eight over 218 leaving her nearest rival and overnight leader, Saaniya Sharma of Chandigarh, six strokes behind at 224. Saaniya began the day on a bright note birdying the first hole, but that was as far as the Chandigarh girl could go. She virtually fell by the wayside conceding five bogeys in a row from the third to the seventh. A birdie on the eighth saw her take the turn at three over 38. She was in for bigger trough on the back nine. She bogeyed the 11th, double bogeyed the 12th and dropped shots on the 13th, 14th and 18th. A birdie on the 17th saw her finish with a five over 40 back nine and a card of eight over 78. On the other hand, the teenaged hot favourite from Bangalore took control of the situation as she sank a birdie on the third and parred the remaining holes for a flawless one under 34 at the turn. Sharmila signed off with two bogeys on the back nine to outplay Saaniya Sharma by six strokes. Sharmila said: "The weather and course condition made the round very challenging for us. The putting and chipping was tough. The course is tight and tricky. After the first day's score I was behind by five shots, so I went with a positive and confident attitude on the second day. On the third day I went up by six shots." Saaniya Sharma said: "I am disappointed with my game today, but quite happy with my drive. For my approaches I don't think I did a descent job. I was not nervous at all, but I did some silly calculation mistakes. My putting and chipping was good today." Panchkula, September 10 After winning the toss, GNPS-36 decided to field first. AKSIPS were able to put up a modest total of 83 runs for the loss of seven wickets in their stipulated 20 overs. Rabteshwar continued with his brilliant form in the tournament and won the man of the match award. He was the leading scorer making 23 runs in 32 balls and took a crucial wicket also. Varun was the other batsman, who was able to score 17 runs off 29 balls. For GNPS-36, Aman and Rizul were the main wicket takers, as they scalped two wickets each giving away 20 and 14 runs, respectively. Even though GNPS-36 team was able to maintain a good run rate, they were bowled out for 75 in 17 overs. Harinder and Rizul were the main run getters for their team. |
