Zila Parishad
Election of chairman postponed for want of quorum

Ambala, August 4
The election for the post of chairman of the Zila Parishad, Ambala, was postponed today, as only one member out of 14 reached the Additional Deputy Commissioner’s (ADC) office where the election was to be conducted.

ADC Renu Fulia told the notice for the election for the post of chairman of the Zila Parishad was served to all 14 members for today, but only one member, Navneet Kumar, turned up. The election was cancelled due to the short of quorum, she added. She told the new date for the election would be announced after consulting the matter with the Deputy Commissioner.

As many as seven members of the INLD won the Zila Parishad election, while six members belonging to the Congress were declared elected. Pinki Devi was the lone independent member, who was neither affiliated with the Congress nor with the INLD.

Recently one of the members of the INLD, Labh Singh Bhukhri, joined the Congress. Swarn Singh Gola, husband of Pinki Devi, also joined the Congress. Now the number of Congress members had reached to eight, while INLD had reduced to six.

According to sources, there was a dispute in the Congress camp over the candidate of chairman. It was the reason that except one, none of the Congress members reached the election venue. The INLD members did not participate in the election to mark their protest. One of the senior members of the INLD alleged that the Congress had been using the government machinery to pressurise their members to come in the fold of the Congress. On the other hand, the Congress leaders refuted the charges of the INLD.

Phool Chand Mullana, president of HPCC, said the Congress had a majority of members in the Zila Parishad, Ambala.

Man killed in scuffle

A labour contractor Baij Nath was killed during a scuffle near Grain Market at Ambala City today.

According to information, Booth Nath and his wife picked up a quarrel with a person near Grain Market.

When Baij Nath tried to intervene Bhooth Nath manhandled him and he fell from his motorbike. He sustained serious head injuries. He was rushed to a local civil hospital, where he was declared brought dead.

The police has arrested Booth Nath and his wife Anita.

CRPF jawan held for teasing minor

Kalka, August 4
The police has arrested a CRPF inspector for making advances to a minor girl at Bhorian village. In his complaint, Surjit Singh, father of the victim, said Jawahar Lal Chauhan, who is posted at Tripura, and hails from Mandi, offered a 10-rupee note to his daughter for striking up a relationship. The girl is a student of Class VII at Government Middle School.

The villagers nabbed the accused and handed him over to the police.

A case has been registered against the accused.

One killed in road mishap

MohalI: One person got killed and another sustained injuries when a car collided with a motorcycle at the PCL chowk late last night. Gurdeep Singh, a resident of Sukhgarh village, complained to the police that when he was standing near the traffic lights with his friend, a Lancer car hit a Ford Ikon, which then banged into his motorcycle. They both sustained injured and later his friend succumbed to his injuries in a hospital.

Snake bites girl

Mohali: A snake in Sector 79 bit a small girl last night. The parents of the girl lived as a caretaker in a house in the area. The child was taken to a private hospital in Sohana from where she was referred to the Sector-32 hospital in Chandigarh.

One held for stealing

Panchkula: The police has arrested a person for stealing a tractor trolley and water tanker worth Rs 3.5 lakh.

The accused had committed the theft in Pinjore on July 29. The accused has been identified as Ram Karan, a resident of Lakah Ram Colony, Bitna road, Pinjore. He was produced before a local court, which remanded him in judicial custody till August 12.

Smuggler held

PANCHKULA: The police arrested a person with 25 bottles of country made liquor. The accused has been identified as Kartar Singh, a resident of Kharak Mangoli, Old Panchkula. A case has been registered against him at the Sector 6 police station.

Woman acquitted

Ambala: Judicial Magistrate First Class Rajnish K Sharma acquitted Saroj Gauri, a woman activist, and former leader of Shiv Sena, here today.

The police had booked her on the complaint of ASI Ram Kumar for causing disturbance in the official work and tearing his uniform.

The magistrate while acquitting Saroj observed, “The evidence put forth by the prosecution is entirely improbable. The testimonies of the prosecution have witnessed that the manhandling of complaint Ram Kumar was highly improbable, as it is not possible for a women to hurl abuses at a police official. How could Saroj manhandle a police official in the presence of other cops?”

The judge said, “I am of the view that as and when the conduct of a police official is under scanner, he is supposed to clear the cloud over his conduct by giving cogent and convincing evidence. The prosecution has totally failed to explain as to why there was a delay in the medical examination of the complainant.”

Surprise checks at petrol stations sought

The local consumer forum held a meeting here today. The forum urged the administration to conduct surprise checks at petrol stations, as a number of complaints regarding adulteration and short metering had been pouring in for long.

Kirpal Singh Sethi, president of the forum, in a press release stated that petrol station owners were supposed to make available blotting paper to check adulteration but none of the owners complied with orders of various oil companies. He said owners were fleecing consumers, as they charged extra-money for filling air in tyres, which ideally should be free of cost.

A majority of petrol stations lack toilets and drinking water facilities. Machines installed at petrol stations are mostly short metering. He also urged the civil surgeon to initiate a drive against adulteration, as adulterated cold drinks, milk and ice creams were being sold in open.

Woman acquitted in cheating case

Additional District and Sessions Judge GC Garg today acquitted Promila Jain in a cheating case here today. Promila was convicted by the lower courts in 2002 as she had given a frivolous medical certificate to seek exemption from court appearance in a cheque-bounce case.

She was facing trial in the court of Judicial Magistrate First Class Ram Singh Choudhary when she sought the exemption.

The medical certificates she had submitted were dated January 6, April 3, April 28 and May 14, 1995, issued by Dr HK Rana and Dr Raj Sukhnandan, the then director of the Philadelphia Hospital at Ambala City.

When the case came up for hearing on May 17, 1995, the validity of the latest medical certificate was questioned by the complainant. SI Bhajan Singh, who at that time was posted at the police station in Sector 31, served summons on Dr Rana.

The director of the hospital said neither of the doctors named worked with the hospital, adding that the medical certificate was not genuine. An FIR was registered against Promila under Sections 420, 468, 471 and 120-B of the IPC on August 14, 1999.

Filing a petition in public interest? You will have to first satisfy the Punjab and Haryana High Court about your credentials, and the motive behind filing the plea. What’s more, the entire process will cost you dear as the Bench may ask you at any stage to deposit a certain amount with the HC registry, to be paid to the other side as compensation, if your plea turns out to be frivolous, vexatious or mala fide.

Also, the pleas through mails may not eventually be treated as PILs. The new rules --- Maintainability of Public Interest Litigation Rules 2010 --- say: “No public interest litigation shall be entertained by the registry unless the petitioner has specifically disclosed his credentials and his direct or indirect personal motive or interest in the case, if any, by the way of an affidavit”.

The registry, too, has been empowered to authenticate the background of the petitioners. “The registry shall be entitled to verify the antecedents of a person, society or an association whop invokes the jurisdiction of the high court on the cause of public interest.

“Whenever the registry has any doubts on such antecedents, an office note to this effect shall be put up, except for petitions received by post,” say the rules.

Giving details of the issues to be entertained under the category of PILs, the rules specially say you file petitions in public interest on bonded-labour, neglected children, riot victims, and harassment or torture of persons belonging to the scheduled castes, scheduled tribes and other backward classes by the police and others.

You can also move the court on matters pertaining to “environmental pollution, disturbance of ecological balance, forests and wild life. Petitions complaining of human rights violations too will be entertained under the category.

The rules also make it clear not all petitions received through mails will be treated as public interest litigations. “The PILs received through post shall not be entertained except in case of petitions sent by prisoners and detainees, petitions complaining violation of human rights, petitions seeking a writ in the nature of habeas corpus, petitions with a cause of such nature that it may require suo-motu proceedings by the court in public interest, petitions by financially or physically disabled persons.”

The other exceptions are “petitions by minors or oppressed sections of society. The petitions falling in this category may be sent to the member secretary of the state legal services authority concerned, who on satisfaction regarding the genuineness of the petitioner may provide adequate legal aid including a counsel to the victim”.

HC notice to External Affairs Ministry

Taking up an application by local NGO for directions to the Union Ministry of External Affairs (MEA) for arranging its visit to the UAE for pleading the case of Indian prisoners lodged there, the Punjab and Haryana High Court today issued notice of motion to the ministry.

The Bench of Chief Justice Mukul Mudgal and Justice Ajay Tewari also fixed August 23 as the next date after hearing the petition filed by Lawyers for Human Rights International through advocate Navkiran Singh.

The petitioner has all along been asserting 17 Indians, facing the gallows for killing a Pakistani, were tortured in police custody. To make the matter worse, no body from the Indian Consulate ever visited them.

The petition says: “These 17 Punjabi youth disclosed horrendous tales of torture by the CID branch of Sharjah police for nine continuous days”.

It says they were subjected to “electric shocks and beatings with golf sticks and plastic pipes”, while being forced to make “confession of the crime”.

The petition adds: They also reported that their religious symbols of Sikhism were degraded…. They also reported humiliation and ill treatment in the jail. The most startling fact was that throughout the police custody and almost till they were convicted, around one year, no body from the Indian Consulate ever visited them. Seeking directions to the Union of India and other respondents to ensure of protection of rights and welfare of its citizens in police or judicial custody whenever any Indian is arrested in a foreign land, advocate Navkiran Singh on the organisation’s behalf added details should also be made available of Indian in police and judicial custody in states of UAE.

Distraction bid proves costly

In a novel way to distract the attention of an advocate contesting a suicide case against him, a resident of Mani Majra had hatched a conspiracy with his friend and issued two advertisements in a newspaper that the advocate wanted to sell his Santro car and needed a peon.

The police said BK Jindal, a lawyer practising at the Punjab and Haryana High Court, had complained against the accused, identified as Gagan of Mani Majra and his friend Anil of Ram Darbar.

A lot of people had come to Jindal’s residence for interview or to buy his car. After receiving the complaint, the police had verified from the newspaper office. The police arrested Anil today, but Gagan was still absconding. The police registered a case of cheating against the duo. Gagan’s first wife had reportedly committed suicide. — TNS

Man held for fraud

The police on Tuesday arrested a Baltana resident for fraudulently withdrawing money from accounts of two persons at Sector 30.

Describing the modus operandi of the accused, identified as 28-year-old Kanwal Kumar of Vikas Nagar, Baltana, the police said the ATM counter of the State Bank of India had two machines in Sector 30. One of the machines developed a technical problem after a card holder entered his PIN (personnel identification number). The accused told the card user to withdraw money from the other machine.

SHO of the Industrial Area police station Inspector Dilsher Singh said the card holder withdrew money from the other machine, unmindful of the fact that he had earlier entered his PIN in other machine and had not cancelled the command.

“It was found during a probe that by pressing a button on the machine its screen gets re-activated. The accused did the same. We have received two complaints so far against him and the complainants have identified the accused,” said the SHO.

Pardeep Kumar, a resident of Sector 20, reported to the police on Tuesday Rs 20,000 had been withdrawn from his account from an ATM in Sector 30. Similarly, Hari Shanker, a resident of Sector 29, alleged that Rs 10,000 had been withdrawn form his account. The description provided by both the complainants and the motorcycle number (PB 65 K 8815) of the suspect matched.

Acting on the tip-off, the police set up a picket in Sector 30 last night and apprehended the suspect. Kanwal is working at a private finance company in Sector 22. He was today produced before a local court, which remanded him in police custody for three days.

The police said bank officials had been informed about the problem, but they did nothing.

Two held for robbery

The police arrested two Panchkula residents on the charges of robbing a man at Mauli Jagran on Tuesday night.

Doodh Nath, a resident of Mani Majra, lodged a complaint with the police that Sachin and Sonu, both residents of Rajiv Colony, Panchkula, along with two unidentified persons, robbed him of his mobile phone and Rs 700 from near Kerosene Pump at Mauli Jagran on Tuesday night. The police later arrested Sachin and Sonu from Mauli Jagran and recovered a punch and Rs 700 from him.

Assault

Jagroop Singh, a resident of Sector 19-D, lodged a complaint with the police that Dinesh Kumar, a resident of Phase 1, Ram Darbar, and Sunder, a resident of Sector 19, had beaten him up near his residence on Monday. He was injured and admitted to the PGI. The police has arrested the accused after registering a case under Sections 323, 506 and 34 of the IPC at the Sector 19 police station.

Three new records have been made on the second day of the Panjab University Inter-College Swimming (men and women) Championship at the PU campus swimming pool here today.

While Harsimran Kaur of MCM DAV College, Sector 36, again set the pool ablaze with her dazzling performance that helped her clinch four gold medals, including setting of two new inter-college records.

Harsimran set a new meet records in 50-m breaststroke by clocking 41.92 seconds. In 800-m freestyle, Harsimran clocked 11:34.81 to register her name in the record books. Apart from that, she also lifted gold medals in 200-m breaststroke and 200-m butterfly events.

The third new record was set by Jashandeep Singh of PU campus, Chandigarh, in the 200-m breaststroke. He clocked 2:29.91 to win the gold and broke the old meet record in the course.

Jashandeep has so far won six gold medals, including two on the opening day. He also set a new meet record yesterday in 100-m freestyle event.

GMHS-43 emerge overall champs in kickboxing

Government Model High School, Sector 43 (GMHS-43), emerged the overall champions in the kickboxing event in the Inter-School Sports Meet being held by the UT education department at various venues here today.

While the winners earned 14 points, the second spot was grabbed by Government Senior Secondary School, Sector 37, with 13 points. Guru Harkishan Pubic School, Sector 8, finished at the third position with eight points.

In the boys’ weightlifting (U-19) event held at the Multipurpose Hall, Sports Complex, Sector 42, Government Model Senior Secondary School, Sector 46, secured the first position with 210 points trailing Shri Guru Harkrishan Model School, Sector 38, to the second spot with 152 points, whereas third position was secured by GMHS-43 with 112 points.

Results:Wrestling: Sharda Sarvhitkari Model Sr Sec School, Sector 40, clinched the overall championship in all age groups (U-14 boys-26 points, U-17 boys-16 points, U-19 boys-30 points), while GMSSS, Sector 16, stood as the first runner-up in the U-14 and U-19 boys category with 8 and 10 points, respectively. IS Dev Samaj, Sector 21, finished as the second runner-up with 10 points in the U-17 boys’ event.

Diksha Gupta and Asav Kumar won top honours in the girls and boys (U-8) in the 25m freestyle event on the opening day of the Chandigarh State Swimming Championship at the Sector-23 Yoga Centre Swimming Pool here today.

Diksha clocked 27.51 seconds, while Asav timed 17.16 seconds.

Karan to lead Punjab squad

Karan Goel will lead the Punjab squad in the forthcoming Buchi Babu All-India Tournament scheduled to be held in Chennai from August 17 to 30.

The senior selection committee of Punjab Cricket Association held a meeting at the PCA stadium to select the team. The meeting was convened by MP Pandove, secretary, PCA, while Balbir Singh, Arun Sharma and Harvinder Singh were among the other selectors.

The 15-member squad will leave for Chennai on August 15 where they will have a face off with Hyderabad in their first match on August 17 and 18.

A total of 16 teams are participating in the tournament. The teams have been divided into four pools. Punjab is in D Zone with Hyderabad, Tamil Nadu and Vidharaba.

“Before leaving for Chennai, the team will attend a coaching-cum-practice camp starting from August 9 at the PCA stadium here,” said Pandove.

Other members of the team include Sunny Sohal, Sarul Kanwar, Love Ablish, Amit Uniyal, Bharat Loomba, Rajwinder Golu, Rahul Sharma, Gunjot Singh, Uday Kaul (wk), Mandeep Singh, Taruwar Kohli, Vishwas Bhalla, Himanshu Chawla and Bipul Sharma.

T-shirts, balls given to underprivileged cricketers

In a bid to boost the morale of sportspersons, a local religious body today distributed sports paraphernalia to them.

Officials of Shirdi Sai Samaj distributed T-shirts and cricket balls to the underprivileged budding cricketers at DAV-10 Cricket Coaching Centre being run by the Chandigarh education department.

The cricketers, who are being imparted training by former Indian cricketer Dinesh Mongia at the centre, were happy by the gesture of the religious body.

About 25 youngsters, all students of local government schools, have been honing their cricketing skills there free of cost.

Hosts St Xavier’s will face Holy Child, Panchkula, in the inaugural match at 7.30 am on their school premises.

Double delight for Sameer, Prateek

Sameer Bhalla (senior category) and Prateek Thakral (junior category) stole the show by winning double crown in their respective sections in the 24th Haryana State Billiards and Snooker Championship at Sector 11 here today. While it was Sameer Bhalla’s third consecutive win, Prateek emerged champion in the same event in the junior section.

The senior snooker group witnessed a nail-biting match between Bhalla and Ankur Nanda, which the former won 4-3.

Bhalla won the first two frames with the break of 44 points and another break of 32 points in the second frame.

But determined Ankur came back very strongly in the next three frames by hitting breaks of 38, 32 and 40 to make the lead 3-1 in his favour.

At this juncture, Ankur needed only one frame to win the match, while Bhalla had to clinch the remaining three frames. Bhalla won the next three frames and the trophy as well.

In the senior billiards final, Bhalla defeated Himanshu Aggarwal 2-1.

In the junior section, Prateek drubbed Abhishek and Nitin Sharma in billiards and snooker matches, respectively to emerge champions in both groups.

While in sub-junior snooker, Shubham defeate Damanpreet 2-1 in the final.
