70-kg gold confiscated, 4 held

Rajpura, July 27
In one of the biggest recoveries, the Rajpura police confiscated 70 kg of gold worth Rs 12.5 crore and arrested four persons. A Delhi-based Met India Traders Company purchased the gold from Sharjah.

Since the company has its manufacturing unit at the Special Economic Zone in Kathua (J&K) it was exempted from custom duty on imported raw goods, including gold.

Director of the Enforcement Wing of the Excise and Taxation Department KBS Sidhu said, “The company officials should have filled the VAT 36 Form at the Information Collection Center (ICC) or the tax barrier in Shambhu to get a transit slip before entering into Punjab. They should have shown the slip at Madhopur before exiting Punjab for J&K to ensure that the gold was not sold in Punjab”, Sidhu added.

However to double the money, the gold is sold raw in Punjab without getting any transit slip. “By doing so, the manufacturers get rid off the cost of manufacturing and its subsequent mandatory export,” he said.

Patiala SSP Ranbir Singh Khattra too added that it was apprehended that the gold was meant for sale in Punjab. “Security men of the vehicle carrying gold intentionally evaded the tax barrier,” he added. The accused have been identified as driver Ashok Kumar, guards Arun Kumar and Vijay Kumar Pandey and manager Rajeev Kumar.

Arrested security men revealed that this was their third such round to Punjab and before this the same amount of gold had already been handed over to the company officials.

Khattra said the police was also investigating if the gold was being used for terrorist activities in Punjab. Rajpura DSP Manmohan Sharma, City SHO Bikramjeet Singh Brar and ASI Chhinderpal Singh said that the gold was kept in three bags, which bore stamps of the Emirate Sky Cargo. The consignment reached Delhi on July 9.

Three security guards and a manager of Security And Intelligence Service Limited escorted the booty. The guards were carrying .12-bore riffles in a bulletproof Tata Sumo. The company can get its gold released only after paying a hefty 50 per cent fine and 2 per cent tax, which will amounts to nearly Rs 6.15 crore. Punjab would have earned Rs 24 lakh with the transit slip but now with its evasion it’s earning would be around Rs 6 crore, added the officials.

Attempted Murder Case
HC tells Sofat to join investigation
Tribune News Service

Panchkula, July 27
The Punjab and Haryana Court has directed Ludhiana-based doctor Sumit Sofat, accused in an attempted murder case, to appear before the Panchkula police to join investigation.

The court, while hearing the anticipatory bail application filed by Sofat, directed him to be present at the Chandi Mandir police station on August 8.

Earlier, the High Court had directed the HC’s registry department to list all cases pertaining to Sofat before a single Bench.

The local police had registered an FIR against Sofat after he lodged a false complaint against Ramesh Pashan and his sons, all residents of Ludhiana, in July, 2009 stating that they had robbed him of Rs 33 lakh at Morni hills.

He had further alleged that Pashans had fired gunshots at his driver Nelson as well. In this incident, Nelson had suffered two bullet injuries in his chest.

Sofat had alleged that Ramesh Pashan and his sons — Vinayak and Abhinav — with the help of their driver Ranjit and two other unidentified persons had attacked him, injuring his driver.

He claimed that the accused also snatched Rs 33 lakh lying in his Tata Safari.

The Pashan family produced evidence before the police to establish their innocence in the case after they were summoned by the local police. The police during investigation found that Sofat had a dispute with Pashans over land since 2005 and had allegedly cooked up the story to frame them in a criminal case.

The Pashan family had reportedly presented as evidence their photographs and a CD containing video recording showing them present at a ring ceremony of Vinayak at Nirvana Club at the time of the incident.

Tribune News Service

Chandigarh, July 27
The police today arrested a woman for allegedly abetting 19-year-old Maya, who was found hanging in a church in Sector 24 on July 24, for committing suicide. The police said the accused, 42-year-old Mercy Sebastian, had threatened Maya, who was in love with her son, to put an end to their relationship or face dire consequences.

DSP (Central) Jagbir Singh said the police was conducting a discreet probe into the death. “The statement recorded by the victim’s relative and sister were corroborated, which indicated that Marcy had harassed the victim to such an extent that she committed suicide”, the DSP said.

Maya was working in Navjeevan Don Bosco Chruch and was living there. She was an orphan and a native of Tamil Nadu. Her sister Monica lodged a complaint with the police alleging foul play behind the death.

Monica told the police that Maya was in love with Mercy’s 20-year-old son Anup Sebastian, who was also living in the church. Mercy was against their relationship and warned Maya of dire consequences if she continued her relationship with her son.

A day before the incident, Monica said Mercy had sent her up stairs and kept Maya with her. She threatened Maya during the night and next day she was told that Maya had committed suicide. Mercy is a relative of father Sebastian Gose, who first noticed the body. No suicide note was found from the spot.

Chandigarh, July 27
The police has booked two youths involved in a murder case for attempting suicide at the district courts in Sector 17 here this evening. The police said the accused, Jaswant Singh and Kuldeep Kumar, were involved in a murder case and they tried to flee from the police custody, allegedly to end their life.

Both the accused were earlier hurling abuses at the policemen to instigate them. When their ploy failed, Kuldeep banged his head against the grills of “bakshikhana” (judicial lockup), while Jaswant tried to jump form the second floor of the district courts.

The police has registered two separate cases against the accused for attempting suicide under Sections 309 and 511 of the IPC after getting them medically examined at the Sector 16 Government Multi-Specialty Hospital.

On the other hand, the counsel for one of the accused alleged that the police had assaulted five inmates - Kuldeep, Jaswant, Sandeep, Parmatama and Arjun - in the judicial lock up. He said family members of the accused wanted to talk to them but the policemen pushed them off to which they objected. At this, the policemen lost their temper and started beating them up, he said. Immediately after the incident, the counsel moved an application in the court against the police action and demanded medical examination of the victims.

Talking to TNS, mother of one of accused, Sushila, said: “The police beat up my son without reason. We have been trying to meet them but we were not allowed.”

Israeli National’s Arrest
Panipat cop summoned to testify
Swati Sharma
Tribune News Service

Chandigarh, July 27
A Panipat-based policeman has been summoned by the court of Additional District and Sessions Judge Lalit Batra to testify in a case pertaining to the arrest of Israeli national Lior Avi Ben Moyal, who was nabbed with 155 kg of contraband.

The police had claimed to have arrested the Israeli national from Industrial Area here while the fiancée of the accused, Lada Svobodova, got an FIR registered at the Panipat police station stating that Lior was kidnapped from there in 2005.

The FIR pertaining to Lior’s abduction was registered in 2007 on a complaint filed by his fiancée before the Chief Judicial Magistrate (CJM), Panipat.

The policeman was summoned on an application moved by the prosecution seeking permission to produce the closure report of the FIR registered in Panipat.

Allowing the application, the court observed that the cross-examination was important to the decision of the case.

The court observed: “Keeping in view the given set of facts, examination of the police official concerned, who dealt with the arrest of Lior Avi Ben Moyal from Panipat, appears to be essential for the just decision in the case. Thus, instant application under Section 311 of the CrPC moved by special public prosecutor for Narcotics Control Bureau (NCB) is allowed accordingly. The investigation officer of the case registered by Lior’s fiancée is summoned along with record of the FIR for August 5.”

In reply to the application, the defence lawyer argued that the closure report filed by the Panipat police was meaningless until it was accepted by the court.

It was further added that the investigating officer in the case, Ravikant Pawar, had already admitted during cross-examination that he was not aware of a case of kidnap of Lior.

A sting operation conducted by a convict, Ajay Malik, had shown Pawar confessing on video tape that Lior was arrested from Panipat and not caught “red-handed” from Chandigarh, as claimed by the NCB. Excerpts from the sting operation were also stated in the reply by the defence counsel.

The court observed: “It has been stated in the FIR registered in Panipat that Ravikant Pawar had abducted accused Lior Avi Ben Moyal on February 9, 2005 from Panipat. The version of alleged illegal arrest of Lior has been well narrated. Thus, the NCB wants to bring on record actual status report of the FIR for the just decision of the case.”

They were arrested with firearms after they carried out a murderous assault on a police team, which stopped them with a stolen loaded truck.

Thirty-four-year-old Satpal, a history sheeter of the Chandigarh police, is involved in 15 cases of cheating, impersonating policemen to extort money, assaulting policemen, rioting and in attempt to murder cases. He has been declared a proclaimed offender in several cases. In some cases, non-bailable warrants (NBWs) had been issued against him. He hails from Meerut and is a resident of Ram Darbar.

SHO of the Sector 31 police station Inspector Bakhshish Singh said the police had already obtained production warrants for August 6 from a local court to bring Satpal to the city in connection with cases registered against him here.

The Meerut police has contacted its counterparts here, seeking details about his involvement in other crimes and a Maruti Alto car (CH 04 C 4068), which was recovered from him.

The Meerut Police had registered a case of attempt to murder and a case under provisions of the Arms Act after recovering three country-made pistols along with cartridges, a knife and a rope from the accused. A .32 bore Chinese automatic pistol was also recovered from Satpal.

The police said it laid a trap on getting information that a truck (HR 37 B 4195), loaded with thread, was looted from a village in Meerut. Satpal, who was in the truck, fired at the police to escape.

The SHO said Satpal had borrowed the Alto car from a city resident at whose house his mother works. Satpal had given him another car, which he had borrowed from his friend. Satpal later switched off his mobile phone and was inaccessible since then.

As per police records, Satpal entered into the crime world by cheating people and later graduated to heinous crimes. He twice extorted money from two city residents posing as a sub-inspector from the crime branch of the Chandigarh Police.

In 2005, he was booked for attempt to murder and rioting on a complaint of a Ram Darbar resident Sanjeev Kumar. In 2009, he was booked for culpable homicide not amounting to murder for assaulting two policemen to escape from Sector 32 Government Medical College and Hospital.
