Blast rocks Patiala, cause unknown
Patiala, April 20 The injured were rushed to the Government Rajindra Hospital. They have been identified as municipal councillor of ward number 36 Krishan Kumar, his son Amit, flower seller Ghanshyam, temple preist Radheshyam and one Gaurav. “Two cops are also learnt to have received injuries. The injured have sustained bruises and some glass pieces have also pierced their skin,” the doctors treating the injured told The Tribune. Their condition was stated to be out of danger. After hearing the noise of the blast near the temple, shopkeepers and passers-by got anxious, assuming it to be a bomb blast. “Windowpanes of some shops and the glass door of an ATM broke into pieces due to the blast,” said president of the Arya Samaj Shopkeepers Association Laxman Dass. “A bomb squad also reached the spot and the police was in process of the sanitising of the area,” an eye witness told The Tribune. “The cause of the blast is not known and the police was looking into the matter,” said senior cops. SSP Ranbir Singh Khattra though denied that it was a bomb blast, he added that surveillance in the entire district had been increased. “It is a minor short-circuit and no blast has taken place. Some persons have sustained minor injuries and the situation is under control,” said DSP (D) Ashish Kapoor. |

Revision of salaries
Fatehgarh Sahib, April 20 He said their demands included revision in salaries, non-privatisation of department and other demands. He said though the employees went on strike for an indefinite time, however, they resumed work around 2 pm after assurance to senior union leaders by the government in this regard. Bhagwan, Dayal Singh, Gurmeet Singh, Harfool Singh, Amrik Singh, Narinder Singh, Jaswinder Singh, Harpreet Singh and others were also present. KALKA: On the call of the Joint Action Committee, more than 50 employees of the BSNL Employees’ Union, including executives and non-executives, from Kalka, Pinjore, HMT and Chandimandir today observed a full day strike at the BSNL office. The union leaders told The Tribune that the strike at all-India level was observed against the adamant attitude of the higher officials of BSNL. The employees also raised anti-government slogans. They said the higher officials of BSNL were from non-BSNL sections, who intentionally delayed the Mobile Expansion Programme, which would create a great hurdle in providing even BSNL connections in future. Policy making programme was also the main cause behind the strike. The employees condemned the Central Government over various other issues like outsourcing contract system and BSNL disinvestment. |

Students apprised of fire safety norms
Patiala, April 20 Fire official Jatinder Pal Singh apprised students about various safety equipment. He said by restricting oxygen supply with the help of a blanket one could douse flames easily. Principal of the school SK Nirmal Goyal said the country celebrated Fire Safety Week every year from April 14 to April 20. Chief security official of Punjabi University said every year hundreds of people died due to burn injuries. As per orders of the Supreme Court, it was mandatory for educational institutions, offices, buildings and vehicles to have fire extinguishers, but still people paid no heed to it. He said strict action should be taken against violators. Principal of the school proposed the vote of thanks. |

Ashram burgled in Pinjore
Kalka, April 20 Faces of most of them were covered and they carried lathies, iron rods and sharp weapons along with them. They beat up Swami Bal Yogi, the main priest, and eight other pupils at the ashram and decamped with Rs 70,000 cash and jewellery worth lakhs of rupees. Bal Yogi told mediapersons the miscreants tied their hands and feet while committing the crime. He said two of the miscreants, whom he recognised, had come to the ashram on the pretence of paying obeisance at the ashram during the day time. Rajpura, April 20 The suicide note said the tenants were not giving rent to him. Whenever he demanded rent from them they accused him of teasing their daughters. A case under Sections 306 and 34 of the IPC had been registered against the tenants. |

Anuradha Murder Case
Chandigarh, April 20 The police had nabbed Kataria on May 23, 2008, from Sector 44 in the case of possession of fake driving licence. Her alleged relationship with Tala had come under the scanner in the police probe when it was reportedly found that the latter had given the flat to her. Kataria was arrested after the police had carried out a search at Baljinder’s Sector 38 flat. They had recovered her fake driving licence along with other material. Noor had reportedly stayed in the flat and had procured a mobile phone number on the basis of her fake driving licence. Baljinder’s wife Anuradha was found murdered at her residence in Sector 38 on May 18, 2008. |

Chandigarh, April 20 The company has also been asked to pay the Insured Declared Value of Rs 2,89,750 along with
Rs 5000 as the cost of litigation. Dara Singh had submitted to the forum that he had got his vehicle insured from the company in Sector 9 for Rs 2,89,750. The said policy was valid from October 24, 2007, to October 23, 2008. His vehicle was stolen from his residence on June 9, 2008, following which he lodged an FIR. Thereafter, the complainant submitted all relevant documents, including the order passed by the Judicial Magistrate, Chandigarh, to the company. Dara claimed that the RC had also been transferred in the name of the company. Despite this, the company failed to pay the claim. Thereafter, he served a legal notice to the company, but to no effect. It failed to pay the insured claim despite his repeated requests, oral as well as written. “Even the order passed by the Judicial Magistrate, Chandigarh, on March 31, 2009, proves that the vehicle in question had not been traced. The evidence produced by the complainant has gone un-rebutted and uncontroverted. In these circumstances, the non-settlement of the claim by the company amounts to deficiency in service and unfair trade practice,” the order said. The company was ordered to proceed against the exparte order as nobody appeared on their behalf, either in person or through counsel. Emaar MGF told
to pay Rs 75,000
The District Consumer Disputes Redressal Forum has directed city-based Emaar MGF to pay Rs 75,000 to Nikhil Saraf, proprietor of Ohm Fortune Land Base, as a compensation for mental agony. The company has also been asked to refund Rs 13,80,000, along with Rs 5,000 as costs of litigation. Nikhil has submitted to the forum that Emaar MGF had invited applications for allotment of plots at Rs 10,000 per square yard, plus development charges at Sector 105, Mohali. He applied for the allotment of a plot measuring 300 sq. yard by depositing Rs 6 lakh as booking amount, along with advance registration form in 2006. Nikhil alleged that the company revised the rate of allotment from Rs 10,000 to Rs 11,500 sq. yard in 2007 and asked him to deposit an equivalent amount or 30 per cent of the basic sale price. Consequently, he deposited Rs 10.35 lakh in 2006. Thereafter, the company allotted him a preferential location and demanded preferential land charges. Not willing to purchase the preferential location, he requested the company to allot some other plot. On his request, the company allotted him another plot at Sector 108, Mohali, but that too had preferential location. Therefore, he again requested the company to allot the ordinary plot instead of preferential plot. The company was even served with a legal notice. Nikhil also claimed that no development work had been started by the company even after the stipulated two years. He stated that the company neither allotted the ordinary plot to him nor refunded the deposited amount, despite requests. In its reply, the company denied that they had invited applications for the allotment of plot at Rs 10,000 per square yard and extra development charges. The complainant had applied for a residential plot and had deposited Rs 13.80 lakh. However, the allotment of the plot was cancelled on his request. Later on, the plot at Sector 108, Mohali, was allotted to him. “If the company has no plot of the liking of the complainant, the complainant is entitled to get the refund,” the order stated. |

Firm fined Rs 3,000
Chandigarh, April 20 In his complaint, Arun Chanana had stated that he had purchased a washing machine from Gupta Electronics for Rs 8,990. The machine was covered under warranty for two years. Soon after its purchase, the washing machine started giving problems. He requested the company on its toll free numbers and lodged complaints for repair, but to no avail. In its written statement, Gupta Electronics said that Arun had never complained regarding any problem in the washing machine. |

Motorcyclist dies in accident
Chandigarh, April 20 The police said the victim, who was in his mid-twenties, was not wearing a safety helmet at the time of the mishap. The SHO of the Sector 31 police station, inspector Bhupinder Singh, said Karamjit was going from Sector 47 towards the Tribune chowk. The truck (PB12A-4741) rammed into the motorcycle from the rear when its driver failed to apply brakes. Karamjit was crushed under the truck and sustained severe head injuries. He was rushed to the Government Medical College and Hospital, Sector 32, where he was declared dead on arrival. Karamjit was unmarried and had been working as driver with a Panchkula-based doctor. He was going to Panchkula when the accident took place. The police arrested the truck driver, Dhyan Singh of Hamirpur district, on the charges of causing death due to rash and negligent driving. In another mishap, a motorcyclist, Anchal Kumar of Commando Complex, Phase XI, Mohali, was severely wounded when he was knocked down by a car (HR70-6575) near the traffic light point on the road separating Sectors 27 and 28 yesterday. The car driver sped away from the spot. The victim was admitted to the Government Multi-Specialty Hospital, Sector 16. A case of causing injuries due to rash and negligent driving was registered against the driver of the car, who could not be identified. |

Two brothers booked for forgery
Chandigarh, April 20 Col Harinder Singh (retd) lodged a complaint that his tenants Rajiv and Rahul Gandhi, along with others, had fabricated documents and forged signatures of his late father, Harkishan Singh, on a receipt-cum-agreement ‘bayana’ to grab a portion of his property. The police registered a case of forgery and criminal conspiracy in this regard after the Central Forensic Science Laboratory confirmed that the signatures were forged.
Caught stealing
ND Bansal, chief manager, Punjab National Bank, Sector 22-B, reported to the police that Subramanium Mudliar of Puducherry was caught red-handed while trying to take away his briefcase, containing documents, at Sector 22 on Monday. A case was registered.
Injured
Rishi Bansal of Sector 15, Panchkula, filed a complaint that a car (CH04L-1790) rammed into his motorcycle near the traffic lights on the road separating Sectors 7 and 26 on April 16. He was injured and admitted to the public health centre at Mani Majra. A case was registered against Krishan Kumar of Sector 30, who was driving the car.

Mohinder Singh of Sector 56 reported that someone stole his motorcycle (CH03L-1590) from his residence on Sunday night. A case of theft was registered. |

Eight of family booked for cheating
Chandigarh, April 20 The case was registered on the basis of a complaint lodged by the owner of a Sector 35-based restaurant in the city. The complainant, Alamjit Singh Mann, reported that Amarjeet Singh Randhawa and his wife Amandeep
Kaur, residents of Sector 27-A, had earlier been living in the city along with his father Harbans Singh
Randhawa, mother Balbir Kaur, Birinder Singh and his wife Havinder Kaur and Jaswinder Singh and his wife Narinder
Kaur. Amarjeet and Amandeep migrated to the US and acquired citizenship in 2001. Mann alleged that the couple came to India and got their names included in the voter list in violation of the Representation of People Act, under which only a citizen of India was entitled to get enrolled in the voter list. Citing the Constitution, Mann said a person who voluntarily acquired the citizenship of another country ceased to be a citizen of India. Mann accused other family members of furnishing wrong details to get the couple enrolled. The police registered a case at the Sector 36 police station. |

Residents seek arrest of in-laws in suicide case
Panchkula, April 20 However, as the superintendent of police was not present in his office, DSP city Iqbal Kaur assured the agitated villagers the suspects would soon be apprehended. Talking to reporters here, Savitri Devi, Aruna’s mother, said the police had registered a case against four people who included the deceased’s husband Rajesh, father-in-law Dayal Chand, mother-in-law Gurpyari Devi and sister-in-law Rajni Kalia. She said the cops had till now arrested only Rajesh while the rest were still roaming free. Savitri accused Aruna’s in-laws of exerting pressure on her to bring more money from her parents to fund construction of the first floor of the house in which they were residing. “My daughter was depressed by the continued harassment and took the extreme step by taking some poisonous substance. Earlier, too, her in-laws had been pressurising her to bring more money her parents,” she alleged. Savitri stated whenever she and her family members visited the police station every time the police officer present there told them the SHO was on leave and arrests would be made only when the latter joined duty. Dayawanti, sarpanch of Hakimpur Tangra village, said: “If the police failed to arrest Aruna’s in-laws we will be forced to intensify our stir and the authorities would be responsible for any untoward incident”. |

Two gangs of thieves busted
Panchkula, April 20 Five accused, who have been identified as Tinka, a resident of Old Panchkula, Rakesh, alias Bindi, a resident of Rajiv Colony, Sector 17, Karan Singh, alias Karma, of Mouli Jagran, Chandigarh, Gopinder of Rajiv Colony and Govinda of Indira Colony, Sector 16, were involved in a case registered against them on April 4. Another two-member gang, including Puran Singh and Kishan, both residents of Rajiv Colony, Sector 17, were wanted in a case registered against them on February 20. All accused were produced before the court, which remanded them to police custody for three days.

Unemployed youth commits suicide
Mohali, April 20 Enquiries revealed that a few months after the commerce graduate left his job in Gurgaon, he had slipped into depression. In an unsigned suicide note left behind, the victim had stated that no one should be held responsible for his death. His father and elder brother were living in Australia. An uncle of the victim said for the past few months the Bhalla was keeping to himself. He was trying to get a job, but was not able to find any. |

Disciplined bowling by Arpit and Saurav restricted the visitors to 168 in reply to Chandigarh’s 318 in the first innings. They both claimed three wickets each. PCL accuses BCCI of disturbing its schedule
Chandigarh, April 20 At a press conference held at the Chandigarh Press Club today, the PCL organisers alleged that the BCCI had been playing foul and disturbing the schedule of the proposed PCL matches and threatening players of dire consequences. “As a result, the PCL teams have lost 12 emerging players, forcing us to postpone the matches,” PCL chairman ID Kamboj said. When asked who in the BCCI had issued ‘threats’, Kamboj had no reply. On being asked whether they (the organisers) had received some communiqué or direct threats from any BCCI official, the reply was negative. The organisers even refused to reveal the names of the players who had allegedly declined to play for the newly formed league. “If we make the names public, their career will be at stake,” said Kamboj. “The players came to us just before 48 hours of the commencement of the league and said they could not play as per the instructions of the BCCI officials. “This is all I can tell you right now,” said Kamboj. The league, having six teams — Punjab Warriors, Delhi Dragons, Kanpur Knights, Hyderabad Hawks, Haryana Bulls and Chennai Champions, was scheduled to start tomorrow at Panchkula, Kanpur and Hyderabad. But now, it will take place from June 6 to 16.
