Girl elopes with boy, relatives block highway
Kurali, January 17 Family members of the girl alleged that she had eloped with a Muslim boy on January 7 and since then none of them have come back. The relatives said they had lodged a complaint with the police on January 10, but nothing had been done so far. The irate relatives, backed by some local organisations, today protested outside the local police station before moving towards the NH-22 around 5.30 pm. They only budged from their stand after senior police officials assured them of solving the issue. Absence of traffic cops at the Kurali main roundabout worsened the situation. This road witnesses heavy volumes of traffic from Ropar, Jalandhar, Nawanshahr, Chandigarh, Mohali and Ludhiana. Fleet of evening buses bound for various destinations were seen caught in the milieu. Vacationers returning from hill stations had had a tough time along with those bound towards Ropar and nearby areas as it took them almost two and a half hours to cross the stretch that did not take more than twenty minutes. Serpentine queues of four wheelers, heavy vehicles and two wheelers were seen from Kurali roundabout towards Ropar. Even the Kurali flyover and further toll plaza was chock-a-block with vehicles honking to inch ahead. Similarly, traffic accumulated from Kurali roundabout towards Padiala village in Kharar. SSP Gurpreet Singh Bhullar reached the spot and pacified the relatives of the girl and said a case would be registered. The SP (headquarters) had assured the family members that by 10 am tomorrow, the boy and the girl would be produced. The family members threatened to block entire Kurali tomorrow if no result was yielded. |

Pedestrian killed in accident
Zirakpur, January 17 The incident took place when Sukhwinder, along with his uncle, was walking towards the Bhabat bus stand around 7 pm yesterday where the truck hit him from behind, leaving him seriously injured. The shopkeepers immediately rushed him to the Civil Hospital, Dera Bassi, where the doctors declared him brought dead. A case has been registered against the truck driver. Thefts
Thieves decamped with mobile handsets and cash from a shop situated at the main market of Zirakpur today. The owner of the shop, Manoj Kumar, alleged that when he came to his shop this morning he found the locks of the shutter broken and mobile handsets worth Rs 50,000, along with Rs 2,000 cash, were missing. The police has recorded his statement and started investigations. In another theft case, thieves struck at a locked house in Saini Vihar, Baltana, last night. The incident took place when the owner of the house, Sita Ram, had gone to Bangalore along with his family. The theft came to light when the security guard of the colony doubted something wrong was going on at the house. He immediately raised the alarm and the thieves fled from the spot. Four persons, including two women, were injured in a clash after being attacked by a group of nine persons, including two women, with sharp edged weapons at Handesra village of Lalru yesterday. The injured have been identified as Mamraj and his wife Dayalo and their son Baljinder and his wife Babli. The investigating officer stated that a case had been registered against Surinder Singh, Mandeep Singh, Sandeep Singh, Kaka Ram, Jatinder, Kamlesh Rani, Parveen Kumar, Mewa Devi and Chhote Lal on the complaint of Baljinder Singh. The police stated that the incident took place around 7 am yesterday when Baljinder and Babli left their house to milk their buffaloes. When they reached near the house of their rivals, two persons Sandeep and Mandeep blocked their way and attacked them. Later, two more persons equipped with sharp edged weapons also attacked the couple. As Baljinder was attacked on his head he started bleeding profusely and Babli raised the alarm. The police said after hearing their cries, Mamraj and Dayalo came for their rescue, but they too were attacked by Sandeep and Mandeep, leaving Mamraj with a deep wound on his head. The injured had been admitted at the Civil Hospital, Dera Bassi, where the condition of four of them was stated to be out of danger, the investigating officer said. |

Give 5th pay panel benefits to CRPF men: HC to Centre
Chandigarh, January 17 Observing that the FPC recommendations concerning the pharmacists have not been implemented till date, even though steps were initiated in 2000, the Punjab and Haryana High Court has now directed the Centre to consider and decide the implementation of the fifth pay panel suggestions within four months. The grievance of the pharmacists was that there were inadequate promotional avenues for their cadre in the force. The FPC had made certain recommendations for upgrading their payscale and service conditions. Though principally accepted by the government, they were not implemented in absence of a final decision. Pharmacists working in other Central government departments, however, were given the due benefits. Holding that promotion was an important and relevant incidence of service as it brings in efficiency, the court held that the case of the CRPF pharmacists be considered in the light of similar benefit granted to similarly situated persons in other organisations. The court, however, observed that though the petitioners have been provided promotional avenues in view of the SPC and it may not be necessary for the authorities to implement the recommendations of the FPC, the respondents are, in any case, under obligation to pass a reasoned and speaking order in this regard and communicate it to the petitioners. |

Non-implementation of Shetty panel report
Chandigarh, January 17 Despite giving representation last year, the High Court is yet to direct its rules branch to determine the period of service to switch over to supervisory/ministerial cadre by the stenographers as per the report. Meanwhile, a fresh representation has been given again to the Administrative Judge Chandigarh Sessions Division Justice SS Saron in this regard. It has been stated that for want of sanctioned posts of stenographer, grade III and stenographers grade II are still working as judgment writers grade I. The Shetty Commission was set up on the recommendations by the apex court regarding the improvement of services of the stenographers along with other recommendations. However, in spite of the directions of the apex court, the period of service for the purpose of switchover by the stenographers has not been determined by the branch concerned. In a separate representation given to the administrative judge, the Chandigarh subordinate court staff has also sought directions to the branch concerned for not adjusting second Saturday leave in gazetted holidays and for granting special increment on the pattern of the Punjab and Haryana High Court. In the separate representation, staffers, including readers, judgment writers, superintendent clerks and others, have stated that as per the list of holidays for 2010 issued by the High Court for the subordinate courts, it is clear that the second Saturday has been adjusted in lieu of gazetted holidays. The representation also mentions that the benefit of special increment as extended to the staff members of the High Court usually on elevation of the Chief Justice to apex court or retired or superannuation, the Chief Justice announced special increment to the entire staff but the benefit seemed to be only extended to the staffers of the High Court and not the employees of the subordinate courts. More so, on the 50th anniversary of the Punjab and Haryana High Court, one increment was given to the entire staff of the High Court as well as the judicial officers of Punjab, Haryana and Chandigarh, but the employees of the subordinate courts of these three states did not get the same, stated the representation. |

Police remand of rape accused extended
Chandigarh, January 17 While seeking his remand, the prosecution stated that he was a habitual offender and had been involved in many other child rape cases. The police was to interrogate his involvement in a recent case wherein a five-year-old girl was raped in Sector 35 on December 12. The prosecution stated that in order to find out his involvement, they needed the girl to identify him. It also came out during his custodial interrogation that he was involved in other rape cases, many of which had gone unregistered. Shambhu, a 28-year-old man, was arrested on charges of raping a four-year-old girl in Burail. He had fled the scene after committing the crime but was later arrested. The police said the accused had gone to the house of his friends for a party. They were having drinks when he spotted the minor daughter of his friend’s neighbour and took her to the terrace and raped her. He fled the scene leaving the victim behind. When the victim’s mother could not find her daughter, she raised the alarm and people searched for the girl. They later found her on the terrace. |

Laptops stolen
Natwar Goyal of Panchkula, Sector 9, complained to the police alleging that someone had stolen a laptop from his car (CH 03 J 0900), when it was parked at CGA Golf Range near Kishangarh on Friday around 8.30pm. Whereas in another incident, Vikram Batra of Sector 18, alleged that some one had stolen 3 gas cylinders from his house on the January 11 night. Two separate cases of theft have been registered. Parmod Sangar of Sector 28 alleged that his house was robbed here this morning at around 8.30 am. He reported that the thieves had taken away his laptop, two mobile phones, driving license, senior citizen I card, a wrist watch and cash Rs 1,000. A case of theft has been registered.
Injured
Dian Singh of Fatehabad alleged that he was hit by a motorcycle (CH 04 L 1785) driven by Ramanbir of Sector 49 near ISBT, Sector 43, on Friday. The victim was injured and was referred to the Government Multi Specialty Hospital, Sector 16. The accused was arrested and bailed out after a case was registered. |

City lad declared best wicket keeper
Panchkula, January 17 Sumit Hooda of Haryana was declared the best all-rounder (210 runs and 9 wickets), Ashish Rai from Haryana was declared the best bowler (17 wickets), while Ajay Duhan got the best batsman award (272 runs, including a century). Sham Sunder of Tamil Nadu was declared best fielder of the tournament. Amar Jit Kumar, secretary general, Cricket Federation of India, said K. Rosaiah Garu, Chief Minister, Andhra Pradesh, who was the chief guest on the closing ceremony, gave away the prizes to winners.
