We understand that these situations are not the fault of the student,” Xinhua quoted Australia's Immigration Minister Chris Evans, as saying.

As many as 136 vice-chancellors form various university in the country have consented to participate in the meeting, which will be opened by Punjab Governor, General (retd) S.F. Rodrigues. Dr Kanwaljit Singh, director sports and nodal officer of the meeting, said besides vice-chancellors, UGC chairman, president and secretary-general of the AIU and officials from the UGC would take part in the three-day meeting in which discussions would be held on higher education and the evaluation system.

All-India board a necessity

THE development of a robust education system is the need of the hour. We need to sincerely understand the existing system which consists of two major components—imparting knowledge and skills and evaluation of performance. Therefore, both these components should be properly analysed to take appropriate corrective action for improving the existing system.

The performance evaluation of students is a major component of an education system, with the pattern of performance evaluation playing a significant role. Different patterns of performance evaluation are applicable at different levels of education, according to the focus and purpose of the education at respective levels. The usefulness of the centralised board examinations in secondary education (Classes X and XII) is well known.

There are more than 30 recognised education boards both at the state and the national level regulating the educational system in the country. In addition to the state-level education boards, three all-India education boards have also evolved. The Central Board of Secondary Education, New Delhi was established in 1952; the Council for Indian School Certificate Examinations, New Delhi, in 1958 and the National Open School, New Delhi, in 1989. These three education boards provide a national character to education.

All the education boards are usefully contributing to Indian education. They follow different teaching schemes, syllabus contents and also different evaluation patterns. Due to all this, students qualifying through one education board may score relatively higher than those qualifying through another. Therefore, while preparing a common merit for admission to higher classes or for selection to a job, the students who have qualified through one education board may significantly lag behind those of other, although they may be almost equally good and competent. Sometimes state governments and selection committees evolve a criterion of equivalence of scores obtained through different education boards, based on their experience.

At times, state governments make provision for reservation for students of a particular board. Such guidelines, which are quite subjective and applicable in particular states, and that too for only for limited period, often cause controversy and invites litigation.

To avoid such controversies, it is advisable to evolve a single All-India Education Board as proposed by HRD Minister Kapil Sibal. This proposal is in fact a praiseworthy step towards bringing in uniformity in the teaching scheme, syllabus contents and evaluation patterns. It would result in a single merit list of students appearing in examinations in different parts of the country and would avoid unnecessary controversy and litigation. The single All-India Board would serve for the best accreditation of qualification and the stamp of quality of education at the national level.

The examination from such an All-India Board for Class X can also serve the purpose of competitive entrance examination for admission required eligibility qualification Class X. Examination for Class XII can also serve the purpose of entrance examination for admission to professional programmes with the required eligibility qualification Class XII. If implemented properly, this policy can scrap the requirement of separate competitive entrance examinations for admission to different programmes conducted at state and national level, such as IIT-JEE, AIEEE, and CET/ PMT. A lot of time, energy and money spent by candidates and all others concerned can be saved, leading to improvement in the efficiency of the system.

In addition to these benefits, the proposed All-India Board would also symbolise national integration. The evolution of the sense of the national integration in student’s life is very important and would definitely help control at least a few secessionist activities which are considered threat to national security and hurdles to national development.

As education is in the concurrent list in the Constitution, the evolution of the proposed single All India Board Education is not an easy job. The challenge to workout such an education board can be met only with a co-ordinated effort from all state governments. On academic side, while formulating teaching scheme, proper brainstorming is required. Sufficient optional subjects should be incorporated to meet the regional requirements. On administrative side, the regional/zonal offices of the proposed All-India Board may have also to be set up and the existing ones will have to be strengthened for convenience of the affiliated schools. The regional/zonal offices must maintain national character so as to avoid any regionalism and local interference. Such a policy will help evolve and maintain a healthy work culture. All this effort will definitely pay in terms of uniformity of the education for all, improvement in efficiency of the system, and evolution of a sense of national integration among students.

The present education system has evolved over the decades with continuous effort mainly from government, regulatory bodies, schools and educationists, etc. For the education system to function satisfactorily, continuous monitoring and corrective action are very important. Board examination in secondary education (Class X and XII) is a very important and necessary evaluation process for a quality-oriented robust education system. The proposed single All-India Education Board is one step ahead in providing quality education. Efforts must be made to facilitate establishment and functioning of the proposed board during the ongoing educational reforms in the best interest of students, education system and the nation.

Australia waives fees for stranded students

International students crippled by a spree of college foreclosures will be exempted from paying 540 Australian dollars visa fees to stay on in Australia.

Last week, the Meridian International left thousands of students in Melbourne and Sydney looking for new courses or refunds. Meanwhile, the government will raise the amount of savings international students need to demonstrate they can afford life in Australia. From 2010, prospective overseas students must show they can access at least 18,000 Australian dollars a year, on top of tuition fees, up from 12,000 Australian dollars.

"International students can supplement their income through part-time work in Australia but the primary purpose of a student visa is to study and students should not rely on part-time work to meet their expenses," Evans said.

Despite negative reports worldwide about international students in Australia living in poverty and being attacked, international students to Australia grew by a fifth in the year to June 30. Indians have overtaken the Chinese as the biggest student market. More than 65,000 students were granted visas last year, , increasing 37 percent from the year before. — ANI

Multimedia is the mantra

The International Media Institute of India (IMII) has designed a curriculum of practical, hands-on training to provide exactly those skills needed in today’s competitive media marketplace. Those who earn IMII’s post-graduate diploma would be equipped to help any media outlet in India develop or expand its multi-media platforms—skills that would become exponentially more important in the near future as Indian media embraces the potential of web and mobile phone news.

David A. Bloss, an American journalist who is IMII’s academic director, says: “This shift occurred very quickly in the US and Europe. Journalists who refused to learn these new skills, or thought they weren’t necessary, are now finding out that they must learn these skills.”

Sunil Saxena, IMII’s dean of students, says the same will happen in India. “More and more news consumers will be demanding new media products as the Internet and mobile phone penetration grows in the country.”

“Our graduates will have the skills and experience to produce these products. What we’re doing at IMII is really ahead of the curve,” he says.

IMII will launch a six-month intensive training course in January at the school’s new campus in Noida. The inaugural course will be offered at a one-time fee of Rs 50,000. After training in news reporting, writing, and ethics, IMII students will learn how to produce audio and video broadcasts; how to write for the Net and SMS news services; and how to produce comprehensive multimedia packages. 3 students placed

The Placement Department of the varsity in association with the Department of Applied Chemical Sciences and Technology organised campus interviews by inviting reputed textile industries for campus placements. In this context, Vardhman, a reputed textile industry visited the campus and interviewed the B.Tech (textile chemistry) students of the 2010 batch. According to Dr Sukhdev Singh, director, placement, the Vardhman group selected three students at a pay package of Rs 1.91 per annum. Recently, Aakash Institute, New Delhi, conducted campus interviews and shortlisted five students for the final interviews to be held in New Delhi. After the final selection, these students will be getting a pay package of Rs 3.5 lakh per annum, he said.

Refresher course in library science

The Academic Staff College (ASC) of the university will organise a three-week refresher course in library and information science from November 10 to November 30. ASC director Prof. H. S. Bhatia said the course would be inaugurated by Dr J. L. Sardana, former Professor, Department of Library Science, University of Delhi, Delhi, on November 10. Meanwhile, three-week refresher courses in mathematics and environmental studies will be held from December 4 to 24 and December 18 to January 7, 2010, respectively. Prof Bhatia said the lecturers could apply for the course on the prescribed form available on the ASC premises or it could be downloaded from the university website www.gndu.ac.in.

Registrar felicitated

The principals of various affiliated colleges of Guru Nanak Dev University felicitated the newly appointed registrar Dr Inderjit Singh. The principals expressed their happiness over the appointment of the principal of a college as registrar of the university. Dr Inderjit Singh thanked the principals for their gesture and hoped that their kind cooperation would help him smoothly run the university administration.

Development council meet

The College Development Council meeting of the university will be held on November 10 at 11 am in the Syndicate room of the university. According to Dr M. S. Hundal, dean, College Development Council, the matters relating to colleges affiliated to Guru Nanak Dev University would be discussed in the meeting.
