MC house meet likely to be stormy
Patiala, October 24 Though the councillors are not ready to disclose their strategy before the meeting but reliable sources revealed that many councillors having allegiance with the Akali Dal would try to corner Mayor Ajit Pal Singh Kohli on the failure of the civic body to keep a check on the mushrooming of the buildings in violation of the building bylaws. Besides this issue, several other important issues will also come up in the house meeting. According to the meeting agenda distributed among the councillors, there are around three-dozen items in the agenda that will come up for the discussion during the meeting. One of the most important issues to be taken up during the meeting pertains to the orders issued by the department of local self government, Punjab, for taking away the Mayor’s powers to clear the cases pertaining to the change of land use. Cutting across party lines, a majority of the municipal councillors are of the opinion that the decision will lead to unnecessary delay in the clearance of the land use cases. The sources revealed that the house might pass a resolution unanimously, while asking the government to review the said decision. The proposal of giving 10 per cent relaxation to those depositing 100 per cent development charges before the start of the development works in undeclared areas, which were brought under the category of the declared areas sometime back, will also be tabled during the house meeting. According to the proposal, the relaxation will be till February 28, 2010. Another item in the meeting agenda pertains to no objection certificates (NOCs) issued by the MC after the completion of the buildings. As per the said agenda item, the civic body would send a communiqué to the Punjab State Electricity Board (PSEB) to provide them a record of the total number of NOCs received by the board from the corporation during the past two years. This would enable the MC to ascertain whether there are buildings that had taken electricity connections without NOC or not. |

Councillors’ tiff hampers development in Kharar
Kharar, October 24 For the third time in the past one year, the quorum of municipal council, Kharar, could not get complete yesterday during house meeting bringing fore the differences rampant in the civic body. Twenty agendas put up for the meeting could not be passed and neither the special meeting convened in afternoon hours could yield any result. Out of 15 councillors, only five of them were present yesterday, including Roshan Lal, Paramjit Kaur, Darshan Singh Shivjot, Nirmal Kaur and Dilbagh Singh. Earlier, too, this scene had been witnessed twice. Sources said a faction of councillors, including five from the ruling SAD, two from the Congress and two independent had formed a group against the president, Sukhwant Singh, who is a brother of MLA Charanjit Singh Channi. These councillors have been opposing against Sukhwant’s nomination as president stating that there were many more leaders senior to him. In this tug-of-war of the politicians, city’s development has been put on backseat. Twenty items on agenda yesterday included works related to sewerage and drinking water supply, construction of dharamshalas and development works of four wards that have been pending since the last meeting. The house was also to decide revision of charges of water and sewer as per the government instructions, which could not be done. When contacted, executive officer Vijay Gupta said the next date of meeting was yet to be decided. |

One killed,3 injured in road mishaps
Dera Bassi/Lalru, October 24 According to police sources, Sanatan Dev Sharma, a resident of Lehragaga, was killed while his co-rider Anup Kumar Chaurasiya sustained injuries after their motorcycle was hit by an unidentified vehicle at the Dappar over bridge in Lalru. They were rushed to the civil hospital, Dera Bassi, where Sanatan Dev Sharma was declared brought dead. The body has been handed over to the family after conducting a postmortem, the police added. A case has been registered. In another incident, Inderjit Singh, a resident of Sector 41, Chandigarh, and Kuldeep Kumar, a resident of Delhi, were seriously injured. They were moving to Chandigarh on their motorcycle when an unknown vehicle hit their motorcycle from rear. They were rushed to the civil hospital, Dera Bassi, from where the doctors referred them to GMCH-32 for further treatment. The police stated that a case has been registered and started further investigations. |

Procurement of paddy
Bassi Pathana, October 24 Rajesh Singla, press secretary, state arthia association, and Surinder Singh Bhangu, president, local arthia association, alleged that the officials of Markfed were not making payments to the commission agents as promised by the state government. They said the agency had made the payments only up to October 15 purchase, whereas Pungrain, another government procurement agency, had made the payment of the paddy purchase yesterday. They said moreover there was no stock of bardana (gunny bags) with Markfed, therefore, causing a great difficulty to the farmers. Besides this, the lifting process is slow and approximate 3 lakh bags of paddy are lying in the grain market. There is no space for new arrival. The heaps of paddy and stags of paddy bags are lying in every nook and corner. They urged the higher officials to intervene to save the commission agents and farmers from unnecessary harassment. |

Patiala, October 24 In a statement issued here yesterday, Amandeep Kaur and Jaswinder Kaur, leaders of the union, expressed resentment over the deteriorating law and order situation in the state. Demanding immediate arrest of the three accused, the union leaders said it was extremely unfortunate that rape incidents in Punjab had registered an increase in the recent past. “There had been similar incidents in Ludhiana, Jagraon and Muktsar during the past, but the police seems to be least bothered,” rued Amandeep and Jaswinder. Coming down heavily on the police, the union leaders further stated that the cops were watching all this as a mute spectator. |

Patwari’s efforts to save his job fall flat
Chandigarh, October 24 Taking up the petition by patwari Bharat, Justice Ranjit Singh ruled employees guilty of accepting bribe need to be dealt with a stern hand, while dismissing the patwari’s petition against his dismissal. Justice Ranjit Singh asserted: “A bribe-taking patwari relies on technicalities to save his service from which he stands dismissed upon his conviction for an offence under Sections 7 and 13 of the Prevention of Corruption Act, 1988. He has filed the writ petition for setting aside this order of dismissal on the ground his conviction was made the sole basis of the order without considering the conduct, the past record and length of service. This, as per the petitioner, would make the order illegal, ultra-vires, void and without jurisdiction.” Justice Ranjit Singh questioned: “Would this proven misconduct in accepting bribe call for any punishment less than dismissal? Is there a need to evaluate facts in such like cases, if nothing less than dismissal may be called for? Asking the authorities to do, may lead to stretching things to the point of breaking.” Justice Ranjit Singh observed: “The petitioner, while working as patwari, allegedly accepted a bribe of Rs 1,500 from one Jai Narain on the pretext of preparing a copy of jamabandi of his land. The main challenge of the petitioner of course is to the order of dismissal, which was passed by the Collector on March 30, on the ground that he stood convicted in a criminal case. Before parting with the order, Justice Ranjit Singh asserted: “In a case of conviction for bribe, it would not be possible to view the allegation with any leniency to consider the award of punishment other than dismissal.” The offence and the conduct in such like cases are such that the dismissal would be the appropriate way of dealing with an employee. A bribe is an offence, which will deserve no leniency or sympathy. Bribe brings disgrace and shame not only for the concerned person but also to the society and nation as such. |

Rs 6 lakh stolen from car
Chandigarh, October 24 Doomcheri alleged that when he was returing from the city, he discovered that his briefcase was missing. Towards the evening, Doomcheri got back his purse from a resident of Sector 4 who had found it from the roadside. His ATM card was secure. The briefcase was also discovered, however, the money was gone, the police said. A case has been

Jiya’s kidnapping
Panchkula, October 24 Sources in the police said while there was not much information about the members of the gang with the state police, it was found that the gang had been formed by two persons from Punjab with the help of at least six anti-social elements. One of the reasons behind the kidnapping was that the Kangs were a well-known family from Kurukshetra, which had settled down here last year. The kidnappers were looking for a huge amount of about Rs 1 crore as ransom, but finding the family under police surveillance, they chose to release the child, agreeing upon the amount the Kangs offered them. Before the kidnapping, the gang had done a recce of the area for the past one month, said the sources. The police raided a hideout of the gang in Kurukshetra last night and one of the members of the gang escaped the trap laid for him. |

The seventh Manav Mangal Open Table Tennis Tournament will be held from October 29 to 31 at Manav Mangal Smart School, Phase X, Mohali. Baseball team to miss school games
Chandigarh, October 24 Parents of these players said the department should have made some alternative arrangements for the team. Parents said, “Players, who are studying in Class XII, will not be able to participate in the games, as it is their last academic session.” Budding players have been practicing at a school in Sector 44 for the past one and half month. Their efforts have gone down the drain, as they will not be able to participate in the competition. The authorities have brought the matter to the notice of PS Shergill, ADC. Sources said the sports department had sought concession tickets from the Railways on September 23 and booked the same on the next day. However, the tickets could not be confirmed till Thursday evening, as the waiting list was too long. PS Brar, State Sports Organiser, said Shergill had taken up the matter with Home Secretary Ram Niwas, who in turn had contacted OSD Minister of Railways for making some special arrangements for sending these players to Madgaon. However, the Railways had expressed their inability to do the same. |
