Bassi Pathana, September 8
Residents of the area are facing a harrowing time as the only post office in the town is in a deplorable state for quite a long time.

Various complaints have been pouring in from residents over the basic facilities in the office. The post office building was declared unsafe and collapsed a few years back and the office was shifted to a rented accommodation in a residential area. Earlier, the post office was in the main market and it was quite easy for area residents to approach, said an employee.

“Post office was shifted to a residential area a few years back and its monthly rent is Rs 800. The office lacks basic amenities like drinking water, toilets and electricity,” said another employee of the post office.

“As there is no electricity in the office, problem arises at the time of transactions,” said Gopal, an employee.

Residents standing in long queues at the post office rued that they had to wait for hours under the scorching heat in order to post or receive letters.

Former Municipal Councillor Vivek Kumar Verma said residents were harried due to delay in the delivery of letters. “An important letter dated back to August 27, reached at my place on September 4,” he added.

Officials of the post office said a fee of Rs 71,768 had been deposited for the construction work. Efforts were being made by Sukhdev Singh Libra, Member of the Parliament from the Fatehgarh Sahib Lok Sabha constituency, after a section of residents had approached him to complete long-pending work of the building.

New building would be set up at the same place where post office was situated earlier, added officials. A visit to the previous building revealed that the post office had turned into a garbage dump.

HC turns down plea for exemption from appearance
Saurabh Malik
Tribune News Service

Chandigarh, September 8
The Punjab & Haryana High Court has made it clear that compliance with orders is no ground for granting a respondent exemption from personal appearance in a contempt case.

Acting on a contempt petition by an insurance surveyor and loss assessor, KN Sethi, Justice Rakesh Kumar Garg said: “Former chairman & managing director of National Insurance Co S Ramaswami and United Insurance Co CMD N Sriniwasan were not granted any exemption from personal appearance before this court, yet they have chosen not to be present before this court”.

Referring to the respondents’ two applications, Justice Garg said: “In both these applications it has not been shown the respondents could not be present because of their preoccupation somewhere else. In my view the ground taken by them in not appearing before this court that the orders passed by this court have been complied with is not sufficient to grant them exemption from appearance. Thus, the prayer for exemption is rejected…Let the respondents, along with the new CMD of National Insurance Co, since Ramaswami had retired, be present on the next date of hearing.”

Sethi has been fighting the legal battle since 1996. Even though the high court had on December 19, 2007 directed the respondents to verify and settle the survey bills submitted by him within three months from receiving the order’s copy, the direction was allegedly not complied with.

In his petition Sethi claimed he was granted a licence to act as a surveyor or loss assessor. However, he said some differences arose between him and senior functionaries. “An honest report I had prepared him didn’t suit their taste as they wanted to favour the insured by depicting higher amounts of losses than what had actually been suffered and assessed by me,” he alleged.

Aggrieved, Sethi filed a petition for contempt of court proceedings. During a hearing, counsel for respondents New India Assurance Co and United Insurance Co presented and were ordered to be delivered to Sethi “without prejudice to his rights, subject to further consideration”.
