Watery woes
Jaspal Bhatti

A schoolchild was weeping. His mom asked him the reason. The child replied while sobbing that Papa had slapped him for taking a bath before going to school, "What was the need for taking a bath today when you had it just two days before?"

Such incidents may not be uncommon in Himachal Pradesh soon where there is a terrible water scarcity. In Shimla when a guest asks for a glass of water, the host frowns and says, "Why don’t you have a glass of beer or apple juice instead?" State’s major tourist destination, Shimla, requires more than 40 million litres of water every day. The municipal corporation can get more accurate estimate from the milkmen who need regular supply of water for adulteration.

The Himachal Pradesh Government should do away with the toll tax or passenger tax on vehicles entering the state. Instead it should make it mandatory for every tourist to carry at least 3,000 ml of water when he enters the state. The government can also make arrangement with the neighbouring states like Punjab and Haryana to send thousands of Himachalis there on weekends to take bath. Imagine people saying, "Chief Minister Dhumal Sahib has gone to Badal Sahib’s residence in Chandigarh for his weekly bath."

A tourist was sitting in the lobby of a hotel in Shimla. Swarms of flies were hovering around his face. His wife asked, "Didn’t you wash your face today?" "I did wash my face," replied the husband, "but with a bottle of Coke as there was no water in the washbasin."
