Co-op Society Fraud 
Secy ‘hindering’ execution of assistant registrar’s orders

After the publication of a news in these columns regarding alleged fraud committed by secretary of the co-operative society, Fatehpur Arian, with poor farmers of Mehmoodpur, Jodhpur and Fatehpur Arian villages, the assistant registrar (AR), co-operative societies, had ordered the suspension of the secretary till the completion of the inquiry. However, the orders are yet to be implemented.

In the orders issued on November 21 to the society president, the assistant registrar had stated that it had come to his notice that the secretary was pressuring members not to co-operate with the three-member inquiry team that was probing into irregularities in bank loan transactions and diversion of funds for unknown purposes. This had resulted in huge losses to the society members.

The assistant registrar had also directed the society president to pass a resolution for the attachment of property of the secretary so that the losses could be recovered.

He had also directed the society’s managing committee to cooperate with the inquiry team.

However, society members told The Tribune that though the assistant registrar had issued orders for his suspension, the secretary had used his clout to hinder the implementation of the orders.

He was still working in the society and tampering with the records. The inspectors conducting inquiry were feeling helpless, they alleged.

They have demanded implementation of the orders.

Bassi Pathana assistant registrar Taranjit Singh Walia said he was aware of the fact that the orders had not been implemented yet.

He said as the secretary was not the employee of the department, he could not suspend him directly.

He said he today wrote to the inspectors conducting the inquiry to report whether agenda had been issued by the society to suspend him or not.

He said if the society president had not issued the agenda, he would issue a notice to the president to dissolve the committee and to appoint administrator.

Pbi varsity creates awareness

The Punjabi University's NSS department took out a rally on the campus to create awareness about AIDS among the university students. Inaugurating the rally, dean, students’ welfare, Dr Kulbir Singh Dhillon said, “We need to be extra cautious about this deadly disease as this was claiming more lives than ever before.” Of the total 33 crore people suffering from the disease over three crore were Indians, he said.

NSS programme officers’, Mohd Idris, Dr Gurpeet Kaur, Dr Pushpinder Dhillon and Dr Dharm Pal Mor also participated in the rally.

Seminar on ‘Atoms for peace’

A seminar on the theme “Atoms for peace” was organised by the department of biotechnology, General Shivdev Singh Diwan Gurbachan Singh Khalsa College, Patiala, in collaboration with Bhabha Atomic Research Centre (BARC), Mumbai.

Dr Dharminder Singh Ubha, principal, Khalsa College, welcomed delegates and conducted the seminar, which was meant for upgrading the knowledge of students.

Dr R.K. Sharma along with his team of eminent scientists from BARC upgraded the knowledge of the students with their vast expertise in the field of nuclear science reactors, nuclear power and applications in agriculture and industry.

The seminar was an attempt to bring into limelight the positive role of atoms in our life, which was till yet considered as only destructive unit of matter.

The renowned scientists have tried to cover the speculations about various doomsday scenarios related to atoms.

The students were briefed about various research and development (R&D) activities of BARC and the diverse variety of opportunities that the department of atomic energy and BARC has to offer to the student community.

Bhabha Atomic Research Centre (BARC) is conducting a series of national-level seminars to disseminate the scientific knowledge to schools, college graduate and postgraduate students.

Ambika, head of the department of biotechnology, shared her views that these types of seminars would improve the learning skills and perception of the students.

National School Games
Punjab emerge victors  in basketball

The biggest sports event of the year, 54th National School Games, concluded at Raja Bhalendra Singh Sports Complex, Polo Ground, amidst loud cheers here today.

Around 3,000 players from 28 states were taking part in these games organised by the School Games Federation of India (SGFI).

Secretary-general of the Punjab school education department, Ashok Gupta, was the chief guest on the occasion. DC Vikas Garg and DPI (S) Harcharanjeet Kaur Brar were the special guests.

DPI (S) Harcharanjeet Kaur Brar, DPI (primary) S.S. Randhawa, deputy director, sports, Kulraj Kaur Randhawa, CEO Ashok Bhalla, DEO I.K. Gill, DEO (P) Harvinder Kaur, AEO Jagtar Singh Tiwana, secretary-general of Mulazim wing Harpal Singh Teja, Vinayak Sharma, district president of Adhayapak Dal and Amaninder Singh were also present there.

DPI (S) Brar said the show could not have been possible without the efforts of officials.

She also congratulated the Punjab team for their excellent performance.

Campfire and a special dinner that was organised yesterday night for guest players and officials was one of the most attractive features of the tournament.

The officials, too, were in full swing and tapped their feet to the music that added an extra charm to the ceremony.

Results:

Basketball (Boys u-17): Punjab beat Delhi by 52-45 and won the title. Baljeet Singh (19), Tejinder Singh (11) and Harpreet (7) were the main scorers. Madhya Pradesh beat Rajasthan to grab third position.

Basketball (Girls u-17): Punjab eves beat Delhi in another match by 53-48 to win the girls title. Maharashta bagged third position.

Hockey (Boys u-19): Punjab lads beat Chandigarh by 2-0 to win the first place. Deepinder Singh and Prabhjot Singh scored for Punjab.

Hockey (Girls u-19): Punjab beat Haryana by 3-2 to grab first place. The three goals were scored by Jaspal Kaur, left out from Taran Tarn. Ruchika and Kiran scored for Haryana. Karnataka beat Chattisgarh 5-1 to win third position.

Weightlifting: Out of 4 categories, Punjab emerged champion in three i.e. u-19 boys and girls and u-17 boys. In u-17 girls, Maharashtra won the title and Punjab eves stood second.

Judo: Out of 6 categories, Punjab emerged champion in three categories, stood second in two categories and bagged third position in one category.

Rally taken out

“There will be a sharp decline of HIV-AIDS transmission if the correct information on prevention is reached to the masses,” said R. P. Verma, project director of the Indian Red Cross Society, Punjab, at the flag-off ceremony of a rally held on the occasion of “The World AIDS Day” here today.

The rally was organised by the Punjab State Red Cross, Chandigarh, and sponsored by State Bank of Patiala. As many as 200 students and teachers took part in the rally, which was organised by the staff of the District Red Cross and the Red Cross Drug De-addiction Centre, Saket Hospital, Patiala.

Seminar at civil hospital

A rally was taken out today on the occasion of the World AIDS Day, wherein nursing students of various colleges and schools participated.

The rally was flagged off from the civil hospital by the civil surgeon, Mohali, along with SMO, Kharar, Dr Jai Singh. The students were holding placards and the rally was taken through various streets of the city.

A seminar was also organised at the hospital, which was presided over by Dr Jai. Nursing students, teachers and NGOs participated in the seminar. Various aspects of the AIDS were discussed by Dr Rajneet Randhawa, pathologist, civil hospital, Kharar. An open session of discussion was also held.

‘Know AIDS, No AIDS’ was the theme of the awareness campaigns on the eve of World AIDS Day, which focussed on vulnerable sections, including youth and labourers.

Schoolchildren went to the factories in Harbanspura village and tried to spread knowledge about HIV AIDS among the people. The state president of the rural medical services association of Punjab, Dr Aslam Parvez, said AIDS was on the rise in rural areas of Punjab due to illiteracy.

Residents demand height gauge at Railway Colony

Residents of Narrow Gauge (NG) Railway colony and Bharat Nagar have demanded the railway authorities to install a height gauge at the Bharat Nagar-Shiv Mandir link road, which connects the town to Charnia road at Bharat Nagar T-point.

The residents alleged that despite the fact that NG Railway colony and Bharat Nagar are residential areas, and throughout the day and night, speeding heavy vehicles from Parwanoo and Baddi industrial areas pass through this link road.

Subsequently, the stretch from Railway gurudwara to Bharat Nagar is an accident-prone area.

The residents further said a couple of years back, the department of IOW had installed a railway gate near Railway gurudwara at the starting point of Bharat Nagar. Consequently, only the light vehicles were passing through this road. But after the damage of this gate, heavy vehicles, even recklessly driven, have been passing through this road without any hesitation. Meanwhile, the state government has recently widened the Kalka-Charnia road for the heavy vehicles to bypass this residential area.

The railway employees, who reside at the NG railway colony, told The Tribune that other railway colonies of the town did not allow heavy vehicles to enter in the colonies as the colonies had height gauge, But due to the negligent attitude of the department of IOW, the height gauge had not been installed at the NG colony for last more than one year despite the repeated requests to the IOW.

The employees have urged the DRM, Ambala, to issue directives to IOW to install a height gauge at Narrow Gauge colony.

HC denial of plea under RTI

Though the Supreme Court has ordered the implementation of the recommendations made by the Shetty Commission for judicial officers and court staff, stenographers working at the courts here are still not aware whether they can avail of the benefits or not.

According to the recommendations, stenographers should be permitted to switch over to ministerial or supervisory cadre after they have completed a minimum period of service as determined by the High Court.

The commission had submitted its report regarding pay structure of the judicial officers of the subordinate judiciary during November 1999.

Providing relief to stenographers, the commission had held: Stenographers have a unique opportunity of closely working with the presiding officer and court procedures. This experience is valuable asset for administration. We fail to understand why they cannot be placed in other posts. It is not desirable to treat the stenographer like “once a mortgage, always a mortgage”. His valuable experience can be fully utilised in other branches of administration as well. It is not good even from health point of view as correctly stated by some High Courts or state governments. We, therefore, recommend that the stenographers may be permitted to switch over to ministerial/supervisory cadre after they have completed a minimum period of service determined by the High Court, subject to the condition that the option once exercised shall not be revoked.”

The Punjab and Haryana High Court had denied information to a city-based resident under the RTI Act wherein he had asked for the minimum period of service determined by the High Court under the commission.

A city resident, Daler Singh, had sought for information pertaining to the commission from the High Court under the Right to Information Act that was declined

Daler had asked the authorities concerned to specify the minimum period of service that had been determined by the Punjab and Haryana High Court, in respect of switching over to ministerial or supervisory cadre by stenographers/judgment writers in subordinate courts in the state of Punjab, Haryana and UT in pursuance to the compliance of Shetty Commission Report as well as per the various directions of the Supreme Court.

The information was not disclosed by the High Court under Section 8 of the Act wherein it was stated that such information is not in public domain or doesn’t relate to judicial functions and duties of the court and matters incidental and ancillary thereto.

Dispossession stayed

Issuing notice of motion for March 30 next year, the Bench of Justice Mehtab Singh Gill and Justice K. Kannan today stayed the dispossession of Haryana state information commissioner Asha Sharma from a house in Sector 5 here.

In her petition against the UT Administration, the house allotment committee and the estate officer, the former IAS officer, had sought directions to the respondents to regularise the allotment of house number 55.

Going into the background of the matter, the petitioner said the committee on September 6, 1996, had decided to regularise the allotment of the house in her name. At that time, she was functioning as commissioner and secretary.

After her retirement on February 2007, a request was forwarded to the committee to allow her to retain the accommodation, which was allowed. Meanwhile, she was appointed the information commissioner. But, vide letter dated January 2, the committee informed the petitioner that the house allocation stood cancelled after her retirement.

Insurance co to pay Rs 4.3 lakh

The UT Consumer Disputes Redressal Commission has directed Oriental Insurance Company Limited to pay the claim to seeds company amounting to Rs 4,30,825 along with interest.

The petitioner, Super Seeds Private Limited in Nizamabad (AP), stated that it had taken a standard fire and special peril policy for its godown located in Industrial Estate, Niazamabad (AP), and had paid the premium.

The policy covered the period from February 7, 2006 to February 6, 2007 on stocks of all kinds of seeds and the sum insured was Rs 50 lakh. On night August 4, 2006, the stock of seeds stored at the insured premises was damaged heavily due to rain and water seepage. Intimation of the same was given to the insurance company in a letter dated August 5, 2006. A surveyor was sent by the insurance company, who assessed the loss to the tune of Rs 4 lakh.

The insurance company claimed that the deputy director, agriculture, Hisar, and director, agriculture, Hyderabad, through their correspondence have categorically stated that the complainant has no permission for the production as well as marketing of the described hybrid seeds.

Hearing on bail review on December 4

The district and sessions court has issued a notice to the respondent on an application of the mother of a gang-rape victim, seeking cancellation of bail to one of the accused, here today.

After the court granted bail to Aman Ahuja, one of the accused in the gang rape case, last month, the mother of victim had filed a review application in the court, seeking the review of the direction granting the bail to the accused. The court has fixed December 4 for hearing the reply in this regard.

The victim, a 17-year-old student of a local school, was allegedly kidnapped and raped on the evening of September 16. While two of the accused, Aman and Jitesh, were arrested by the police within few days of the incident, Aman managed to get the bail on November 1.

The family then alleged that the police had not represented the case before the court properly, which had led to his release from the judicial custody on November 1.

The mother of victim moved an application in this regard on November 27 in the court.

Rs 10,000, mobile stolen from Agro Tech venue

Kiran Bala of New Delhi filed a complaint with the police alleging that Rs 10,000 in cash, a mobile phone and some documents were stolen from the Agro Tech 2008, Parade Ground, Sector 17, yesterday.

A case under Section 379 of the IPC has been registered at the police station-17.

In another case, Harpreet Kaur of Jalandhar filed a complaint alleging that Rs 1 lakh in cash was stolen from the gurdwara in Sector 34 yesterday.

A case under Section 379 of the IPC has been registered at the police station-34.

Also, Pappu of Batrela alleged that his house owner Darshan Singh and Nitika, both residents of Ropar, stole Rs 23,000 in cash, a mobile phone, gas cylinder and other items from his house yesterday.

A case under Sections 380, 448, 506 of the IPC has been registered at the police station-39.

Two held

Following a complaint lodged by Paramjit Singh of Sector 44 with the police, Laxmi and Varsa of Madhya Pardesh were arrested after they tried to steal some items from the gurdwara of Sector 44 yesterday.

A case under Sections 379, 511 of the IPC has been registered at the police station-34.

Vehicle stolen

Sumit Sharma of Sector 41 reported to the police that his Indica car (CH 02 1490) was stolen from in front of his residence during the intervening night of November 29-30.

A case under Section 379 of the IPC has been registered at the police station-39.

Accidents

A pedestrian, Binder of Burail, filed a complaint with the police alleging that an Alto car (CH 03 F 1185) hit him at road separating Sectors 45-46 on November 29.

A case under Sections 279 and 337 of the IPC has been registered at the police station-34. The victim was injured and admitted to the GMCH-32.

In another incident, a labourer, Betani of Dhanas, lodged a complaint with the police alleging that a Tata-709 (PB 65 E 4792) driven by Raj Kumar of Sarangpur hit him near Dusehra ground of Dhanas yesterday.

A case under Sections 279 and 337 of the IPC has been registered at the police station-11. The accused has been arrested.

Dimpy creates golf history on US soil
Hits his way to world long drive finals

Sukhsimran Singh Gill alias Dimpy created history on the US soil by becoming the first Indian golfer to make it to the Remax World Long Drive finals hitting the ball to a distance of 368 yards in the senior division (45-53 age group) in the regional finals held at MI district, near Michigan in the US.

Earlier in the local competition he participated from two districts and qualified from both of them. In the New Hampshire competition he qualified with a drive of 346 yards. He also qualified from MI district with a drive of 353 yards.

At the regional finals in MI district, the scorer looked at the well-built Indian and told him, "You hit 364 yards and you get into the world finals.”

Rusty Gill, as popularly called by the US friends, dispatched the very first ball to a distance of 365 yards.

"You are in, Rusty," said the scorer.

But Dimpy had three more balls to hit. Three of the shots were more than 365 yards and the fourth drive saw the ball landing exactly at a distance of 368 yards. He had made it to the Remax World finals to be played at Mesquite in Texas.

As many as 176 golfers from all over the world have qualified for the world finals. The finalists had come from Australia, Europe, South Africa, Japan, the US and Canada. He knew the finals would be a real test as most of the qualifiers were full-time professional long-drive golfers. He got down to a little bit of weight training, hitting the ball and improving his swing.

His best of 368 yards was nothing when compared to the 394 yards hit by the 2007 senior champion. In fact this massive drive was longer than the open division best.

In Dimpy's words, "On the night of the competition the wind started picking up and by morning it had blown a lot of structures, including the scoreboards. There was a three-hour delay as things were reorganised. I hit two drives of 332 yards into a 35 kmph headwind.”

But now that Dimpy has seen the competition he is going all out for the 2009 longest drive contest. “And I am determined to make it,” said the 45-year-old NRI from Chandigarh, who was in Chandigarh for the Chandigarh Golfing Tour for NRIs.

But Dimpy's quest to the top has been marked by injuries and three-year lay-offs. He was among one of the keen golfers in Chandigarh when he took to the game in 1980. Within two years he was a scratch player and among the top under-21 amateurs in the city.

His father, Col Jamsher Singh Gill, was the guiding force.

His first wish was to get back to the greens and do some lusty driving. He continued to go for big hits at the golf range near the university.

The club manager walked up to Dimpy and said, “Hey you hit the ball pretty far why don’t you compete in the long drive competition.”

This is where it all started. In 2005 Dimpy won the local competition but lost in the regional finals. The next two years were plagued by injury, torn muscles in the arm pinched nerves in the neck.

His friend and coach Jesse Grewal would help him and train him whenever he visited his parents in Chandigarh.

After losing two back-to-back matches, Chandigarh XI today put up a good show to trounce Maharashtra XI by 36 runs in the ongoing Twenty20 Challenge Cup being organised by the National Cricket Association for the mentally challenged at Government Model Senior Secondary School, Sector 32, here.

With this win, the five-match series is on 2-1, and hosts, Chandigarh XI, have only one win to its kitty.

In the match, hosts, after winning the toss, elected to bat first. Sanchit (58) and Devinder (51) gave a solid start to their team by slamming a half-century each.

They flayed rivals’ bowling attack all round the ground. At the end of their innings, they mustered a total of 141 for 6 in stipulated 20 overs.

Replying, Maharastra’s strong batting lineup was taken to a surprise by man of the match,

Pappu, who bowled an economical spell and pocketed three wickets for 14 runs. Prabhjot (three wickets) was the other bowler, who jolted Maharastra’s innings in the later part of the match, leaving them to a meagre total of 105 all out in 19.2 overs.

The Chandigarh XI will take on Maharashtra XI tomorrow.

SGGS rout DAV-10

SGGS College, Sector 26, routed last match winner, DAV College, Sector 10, 8-3 home run in a league match during the ongoing Panjab University Inter-College Softball (Men) Tournament being played on the PU grounds here today.

For the winning team, Ravinder and Amit scored two points each while Harnek, Santosh and Davinder scored one point each to steer their team to empathic victory. Trio of Shivender, Jatinder and Satinder scored one home run each for DAV.

Earlier in a lopsided league match, SCD Government College, Ludhiana, claimed a comprehensive win over GGD SD College, Sector 32, 10-3 home run. Ranjeet (three points), Ramesh (two points) and Partik (two points) were the star performer for SCD.

Golden Bells players bring laurels

The students of Golden Bells Public School, Sector 77, Mohali, brought laurels to the school by bagging seven medals in the 12th District and 6th Muye Tae-kwon-do Championship (for men and women), held at Guru Nanak VBT Polytechnics, Mohali, on November 30.

A large number of schools from the district participated in the championship. Seven students from the school participated in the competition. Three of them, Sehaj, Amandeep Kaur and Garima Mehta, bagged gold medals while four of them, Twinkle, Ishita, Ekjot and Amandeep won silver medals.

The District Roller Skating Association will organise District Roller Skating Championship for sub-junior, junior and senior boys and girls on December 7 and 8 at Golden Bells Public School, Sector 77, here.

Interested schools or individuals from Mohali district can fill the entry forms by December 5.

Forms are available at school office.

All the winners will participate in the state championship.

The tournament will be organised by the Punjab Roller Skating Association during the fourth week of December.
