Bir Devinder ‘manages’ ticket

Even before the Congress has yet to declare its candidate for the Lok Sabha seat from Anandpur Sahib, party leader Bir Devinder has decided to kick off his campaign from December 1, claiming to have “managed” ticket from the seat.

He said: “There is no leader except me to spearhead this region. The party high command has already asked sitting MP Rana Gurjit Singh to contest from the Khadoor Sahib seat and union minister Ambika Soni cannot contest from this seat as she is a Rajya Sabha MP.”

Bir Devinder and his supporters will launch the campaign on December 1 after paying obeisance at Gurdwara Takht Sri Kesgarh Sahib. “We will leave no stone unturned to claim the seat in this area. I have already served this region during my tenures at various posts of the party,” he claimed.

Earlier this month, Bir Devinder had claimed his stake on the Anandpur Sahib seat, inviting the wrath of party workers. MLA Rana K.P. Singh had sought disciplinary action against him for issuing such statements, which were not in the larger interest of the party.

A senior state Congress leader on the election campaign committee said the issue of ticket allotment or even selecting candidates had not been discussed at the state or central level. “The party high command has issued no directives in this connection so far,” he added. Bir Devinder has been instrumental in the indictment of former CM Amarinder Singh in the Amritsar Improvement Trust scam.

Makeover for Kalka College

Government Postgraduate College, Kalka, has been shortlisted among the other 75 government colleges to be given a new look with the starting of various new projects in the last one-and-half year.

It was disclosed by principal R.S. Mann. He told that the college was deprived of the boundary wall since 28 years, which was a serious threat to the security of the college. The college administration has constructed a boundary wall amounting Rs 4.08 lakh.

The internal roads with potholes and an open stage, which was used for various cultural programme in the absence of an auditorium has been renovated with Rs 4.5 lakh and the entire building of the college has been renovated with the cost of Rs 12.16 lakh, which includes notice boards, broken glasses, blackboards, almirahs, cupboards and bathrooms. The laboratories of the college have also been given a new look.

Keeping in view the inconvenience of the students, seven new classrooms and separate new building for the library has also been constructed. New furniture worth Rs 2.15 lakh have been purchased for the library.

Mann further revealed that the state government and the department of education have also sanctioned Rs 2.35 crore for the construction of an auditorium and girls’ common room. The work on setting up a new information technology (IT) block have already been started, which includes 10 computer labs with the capacity of 30 each, one seminar room with the capacity of 100 persons, two eduset rooms wit the capacity of 100 students each, nine server rooms and a generator room.

The department of PWD (B&R) has already sent an estimate of Rs 2.15 crore for this project. The IT block would be first of its kind in Haryana. After the completion of the IT block, 600 students would be able to work on computers under one roof, added Mann.

Preliminary round of Miss World Punjaban

As a part of the 10th International Exclusive Beauty Pageant Miss World Punjaban- 2008 preliminary rounds at the district level have been conducted at Patel Memorial National College, Rajpura, which was organised under the aegis of Sabhiacharak Sathh, Punjab, here today.

Speaking on the occasion Dr Sanjiv Kalia, principal PMN College, appreciated the efforts of Sabhiacharak Sathh for preserving the Punjabi culture and traditional values.

The function was inaugurated by Surinder Kumar Dutt, president PMN College, Rajpura, by lighting the traditional lamp. Members of the Patel Memorial Management Society, Rajpura, vice-president Vijay Gupta, general secretary Prabh Dayal Verma and secretary P.C. Kamlesh were also present on the occasion.

Jasmer Singh Dhatt, chairman of the pageant, stated that the 10th International Exclusive Beauty Pageant Miss World Punjaban 2008 would be held in Jalandhar on December 19 at PAP Complex.

He said around 50 girls of Punjabi origin from Chandigarh, Mohali, Sangrur, Fatehgarh Sahib and Patiala participated in the preliminary rounds.

Lali Doraha, Vimpy Parmar, Miss World Punjaban 1994, Mohinder Pal Kaur Rekhi and Simranjit Kaur were the judges on the occasion.

The winners were adjudged as per the districts they were representing, the details are as under:

The police has busted a gang of thieves that was into stealing of engines used in motors of tubewells and other agriculture equipment. Eight members of this gang and two people from Mandi Gobindgarh, who bought stolen engines from the gang, have been arrested.

While briefing media today, SSP R.N. Dhoke said these thieves wandered around in the fields posing as traders dealing in cattle. They used to do a survey of the fields while wandering, seeing the places where engines were stored.

Later, at night they stole these engines and carried them away in their Mahindra pick up vehicle. The gang has been operating in the areas of Nurpur Bedi, Chamkaur Sahib, Ropar, Rajpura, Nabha, Muktsar, Patiala, Neelon, Doraha, Kohara, Ludhiana, Jagraon and other parts of Punjab. In Haryana, they operated in areas of Jind and Ambala. The gang members have been operational in these areas for the last two years.

Acting on secret information, the CIA staff put up a naka in Chamkaur Sahib on Friday evening. The police intercepted a jeep for checking in which four engines had been stored. On questioning it was found that these engines had been stolen. The police arrested eight people on the spot, while one managed to escape.

Those arrested included Mohammad Muneer alias Bablu, Imran, Mohammad Haneef, Mohammad Imran Mehtab Ali alias Kalia, Mohammad Imran, Shaukar Alia alias Shoki, all residents of Malerkotla, and Nikka Singh alias Nikku from Muktsar. The ninth accused Abdul Rehman managed to escape from the spot.

Most of the accused worked in Mandi Gobindgarh area. “They used to put up tea stalls and one of them was a vegetable vendor,” Dhoke said.

During investigations, the accused revealed that they have stolen more than 200 engines. The gang used to sell stolen engines at half rate to the owner of Thapar Iron in Mandi Gobindgarh, Jatinder Thapar alias Balli and to junk-dealer Manjit Singh in Malerkotla.

CIA staff has arrested Jatinder Thapar and Manjit Singh. The police has recovered 40 engines from the custody of these two people. The cost of these engines is more than Rs 8 lakh in market.

Job letters given to kin of dead PRTC staff

Mohan Lal, transport minister, Punjab, flagged off new bus routes and also issued appointment letters to dependents of deceased employees of the PRTC. Services of 45 daily wage workers were also regularised and the appointment letters were issued to them. The ceremony was also attended by D.S. Jaspal, IAS, principal secretary, transport-cum-chairman, PRTC and Manvesh Singh Sidhu, PCS, managing director, the PRTC.

Keeping in view the public demands three new bus routes were flagged off, namely Malerkotla to Ajmer Sharif, Chandigarh-Suratgarh via Ganganagar and Barnala to Hanumangarh. The corporation also proposes to start new services, namely Patiala-Nainital and Bathinda to Jaipur via Hanumangarh and Bathinda to Salasar, etc. The PRTC has already provided regular employment to 48 persons on compassionate grounds to the dependents of the deceased employees of the PRTC and 467 drivers and conductors through outsourcing.

As per the figures, 91 new buses were added in the fleet of the PRTC in the year 2007-08. 25 HVAC buses shall be added in the fleet by December 31, 2008. 50 ordinary buses and 35 HVAC buses will be put on road by March 31, 2009. A total number of 185 buses will be added in the fleet during 2008-09.

To improve the comfort level of the commuters, the PRTC shall be adding 60 HVAC buses in its fleet in a phased manner by March 31, 2009. Out of these four buses have already been put on route and another eight buses will start plying from December 10, 2008. Only 10 per cent extra fare will be charged for these buses, which will be equipped with heating, ventilation and air conditioning facilities.

Advance booking facility will also be started by March 2009 on a website www.busindia.com being developed by the Association of State Road Transport Undertakings, Delhi.

The performance of the PRTC has improved considerably during the year 2007-08 when compared with 2006-07. The PRTC earned Rs 9.48 crore operating profit in the year 2007-08 as compared to Rs 2.03 crore of 2006-07 thereby registering an increase of Rs 7.45 crore. An Automotive and Driving Skills Institute is being set up at Mahuana district, Muktsar, by the Punjab government as a joint venture with TATA Motors Ltd. The PRTC is the nodal agency for setting this institute. This will provide the employment opportunities to youth of the state by providing specialised training. The training will be imparted in the field of motor mechanic, refrigeration and air conditioning, painting, diesel mechanic, electrician, welder, electrical trades apart from heavy duty driving.

Ambala November 28
A girl, Preeti (21), was killed in a road accident on the Ambala-Hissar road near here this morning.

According to information, Preeti was riding on pillion of a motorcycle of one of his relatives. A speeding truck hit the motorcycle near grain market, which killed her on the spot. Her relative, who was driving the motorbike, sustained minor injuries. The truck driver managed to flee from the accident site.

The police took the body to local civil hospital, which was later handed over to her relatives after the postmortem. A case has been registered against the unknown driver.

Punjab boys win judo title

Punjab annexed the overall title in judo in the sub junior boys’ category of the national school games played at the Polo ground here today.

Punjab bagged 27 points to be placed first while Delhi (17) and Haryana (11) were placed second and third, respectively.

In the sub junior girls’ section, Manipur eves proved their dominance by garnering 18 points while Punjab were placed second with 14 points to their credit. Rajasthan and Maharashtra, both with nine points apiece, were placed joint third.

Pendency down by 3,000 cases per month: CJ

The verdict is clear. Ever since the Punjab and Haryana High Court stepped up its efforts to dispose of long-pending matters, the pendency of cases is coming down by 3,000 every month.

This was disclosed by the Punjab and Haryana High Court Chief Justice Tirath Singh Thakur in his inaugural address at the “First National Judicial Academy North Zone Regional Workshop on Planning and Management for Timely Justice”.

Jointly hosted by the Punjab and Haryana High Court, Chandigarh Judicial Academy and National Judicial Academy at Bhopal, it was organised at Haryana Niwas here.

Addressing the gathering, Chief Justice Thakur stressed on the need for a “national planning and management system” for effective and speedy administration of justice. He was also in favour of adopting a multi-pronged, multi-dimensional approach and strategy to meet the challenges the judicial system was facing due to increasing population and other factors.

He said it was disturbing that despite measures by the government and the judiciary by way of increasing the judges’ strength, establishment of permanent Lok Adalats, promotion of alternative disputes redressal mechanisms and other reforms, the back log of cases continued to increase every year in the courts across the country.

“No single step, reform or measure can help wipe out the arrears and ensure disposal of cases within a reasonable time frame. There is no magic wand that can either reform the system or overnight reduce the arrears of cases. Only a multi-pronged, multi-dimensional approach and strategy can help the judiciary in meeting this challenge,” he said.

Laying stressing on providing proper training to the judges, he said, “Pressure of work on courts today is so great that the judges need to be trained not only to cope with the volume of work, but also with diversity arising from the proliferation of laws that the courts are called upon to enforce and administer.”

Presiding over the function, Justice Mehtab Singh Gill said proper planning and management was the vital remedy for curing the malady of delay in justice.

He said the high court had already established “Punjab and Haryana High Court Case Flow Management Rules, 2007,” for carving out urgent and not-so-urgent tracks. This had enabled the high court to take up the cases on the basis of priority.

He also recommended a registry for the district courts to be headed by a court management officer. The registry could deal with the process of issuing summons and other vital issues affecting the day to day functioning. He said it would also facilitate the preparation of case lists well in advance. Justice Gill also laid emphasis on the need for training the court staff.

Rape accused seeks CBI probe

While the hearing on the review application filed by the mother of the gang rape victim at local courts has been deferred to December 1, another boy who was questioned by the police during investigation in the case has moved a petition in the Punjab and Haryana High Court demanding a CBI inquiry into the case.

Geeta Nayyar, the mother of the victim, had filed a review application in the local sessions court yesterday seeking a review of the direction granting bail to Aman Ahuja, one of the accused, on November 1.

Meanwhile, Khushhal Kaushal, a youth who was asked to join investigations by the police, has moved an application in the high court seeking a CBI inquiry in to the matter.

The next date of hearing on the application, which came up for hearing at the court of Justice M.M.S. Bedi, has been fixed on December 9.

The name of the petitioner appeared in the case when the victim in her complaint alleged that a Swift car was used when she was kidnapped from Sector 12 before her perpetrators took her to a village in Punjab. The said car was found to be belonging to Khushhal and the victim identified him as the one who was driving the car at the time of the incident. The victim stated that he ferried them till The Tribune chowk in Chandigarh.

Khushhal, a national-level judo player, while denying the allegations told the police that he was doing his practice at the Sports Complex in Sector 42 of Chandigarh at the time mentioned by the victim in her complaint.

PNB manager acquitted in cheating case

After a trial that spanned 13 years, a local court today acquitted Punjab National Bank branch manager J.S. Minocha in a cheating case.

The court of judicial magistrate Sudhir Parmar acquitted Minocha under Sections 406, 409, 420, 467, 471 and 120-B, IPC.

According to the prosecution, an FIR was registered against Iqbal Dhanni and J.S. Minocha on the complaint G.S. Rein, chief manager, Sector 17. It was stated that Minocha had defrauded the bank and its customers by creating various fictitious credit cards in deposit accounts of the customers and relatives.

Most of the deposit accounts were allowed to be opened by him. During the course of short inspection of the branch on May 25, 1995 it was revealed that he had misappropriated the bank funds and converted most of the funds in favour the account of his brother-in-law Iqbal Dhani.

It was alleged that huge bogus entries had been made in Iqbal’s account. The prosecution had alleged that Minocha had transferred money to the account of Iqbal on different occasions.

It was alleged that sums of Rs 30,000 and Rs 1.21 lakh were transferred on two occasion. The total misappropriation of funds was to the tune of Rs 20 lakh.

Arguing the case, the defence lawyer contended that though the case was registered on the complaint of G.S. Rein, the complainant had neither been examined to prove the prosecution case nor had the death certificate of the complainant submitted by the police to establish the prosecution’s case.

Courier co told to pay Rs 20,000

The District Consumer Disputes Redressal Forum has directed the managing director of DTDC Courier to pay a compensation of Rs 20,000 for intentionally withholding wedding cards of the complainant.

The forum held: “In the present case the cards were never misplaced but these were intentionally withheld by the courier company and therefore the limit of Rs 100 only cannot be applied in the present case. The company is liable to refund the charges received by them for each card.”

The petitioner, S.R. Aggarwal, had availed of the services of the courier company for delivery of 204 marriage cards of his son. He claimed that as per the assurance given by the company the cards were to be delivered within 48 hours. The cards were handed over to the company on February 20, 2008 for the delivery. The company did not give the proof of the delivery to the petitioner despite several telephonic reminders. Aggarwal alleged that 29 wedding cards remained undelivered and 80 cards were shown to be delivered on the website of the courier company which led to non-participation of those relatives.

The company claimed that some invitation cards were promptly delivered while address mentioned on a few was wrong and the company was not able to deliver those. It further added that the petitioner was informed about the non-delivery of the wedding cards.

Custodial Death
HC orders judicial probe

The Punjab and Haryana High Court today ordered a judicial probe into the alleged custodial death of a Mohali resident due to torture in Balongi police post in August last year,

The directions were given by the division bench of Chief Justice Tiarth Singh Thakur and Justice Jasbir Singh. The bench asked UT chief judicial magistrate (CJM) to conduct and complete the inquiry into the death of Naresh, alias Rajan, in police custody and convey the findings to it in four months. The bench fixed May 12 next year as the next date of hearing.

In its petition, the World Human Rights Protection Council (WHRPC) had earlier sought CBI investigation into the alleged torture of the Phase-I resident.

The case was registered into the matter at the Kharar police station on August 13 under Section 304 of the IPC on the complaint of Suresh Kumar, brother of the deceased.

The victim was working as a help at a dhaba on the Zirakpur-Banur highway near here. Just before the incident, he had come home after a gap of five to six months and had told the family he had a quarrel with some people in Balongi and was beaten up by a man and his four daughters after he had wrongly knocked at their door.

In the reply filed through deputy superintendent of Kharar police Joginder Singh, the allegations of custodial death were denied.

The death was, rather, attributed to poisoning caused by intake of aluminum phosphide insecticide.

In support of its contention, the officer quoted the post-mortem report and the report of the chemical examiner.

WHRPC chairman Ranjan Lakhanpal pointed out that during the arguments the police theory suffered from infirmities. It had failed to explain how and from where the poison reached the victim.

His illegal detention was confirmed by the action of the state police authorities in placing under suspension the services of sub-inspector Gurvinder Singh and assistant sub-inspector Gurwant Singh, along with head constables Harpreet Singh and Sukhwinder Singh.

HC notice to petitioner on hookah ban

Taking up an application filed by a Sector-26 bar for becoming a party to a PIL seeking directions against hookah smoking in violation of law, the Punjab and Haryana High Court yesterday issued notice for December 22 to the petitioner, Burning Brains Society.

The division bench of Chief Justice Tirath Singh Thakur and Justice Jasbir Singh has asked the petitioner society to clarify its response to the plea by the joint for being impleaded as a party.

The bench has also directed the Chandigarh administration to appraise the court about any complaints received by it about such bars, and the action taken by the authorities on the same.

A copy of the notification issued by the administration on November 25 imposing restrictions on smoking in such bars too has been placed on the record.

Court to dispose off challans

Mohali, November 28
The district transport office, in coordination with the Mohali Traffic Police, is holding a special lok adalat tomorrow to dispose off pending traffic challans.

The DTO, Mohali, Balbir Singh said an effort would be made to dispose off the pending challans. The office expects around 800 traffic challans to be cleared.

The adalat is prelude to a mega lok adalat to be held on December 20 at the district courts here. — TNS

20 mobile phones stolen

Thieves decamped with around 20 mobile phone handsets and a computer system from a mobile shop at Preet Colony here last night.

According to the police, Manjeet Singh, owner of the shop, alleged that the theft came to light this morning when he went to the shop and saw the lock of the shop broken. He found the shop ransacked with around 20 mobile sets and a computer missing. The matter was reported to the police.

With the Mumbai killings and gory televised details of killed victims weighing heavily on their minds the Indian duo of Jeev Milkha Singh and Jyoti Randhawa battled to a par 72 score to share the 10th spot with the Philippines and Finland at five under par 139 at the midway stage of the US $ 55 lakh Omega Mission Hills World Cup at Dongguan in China today.

Although Spain were way ahead on top of the leader board at 17 under par 127, Japan kept up the Asian challenge firing a four under par 68 in the foursomes to occupy the seventh spot at 134, seven strokes behind the leaders after the second round.

The Korean duo enjoyed a superb back nine 32 for a 70 to lie in ninth position at 138 on the par 72 greens of the Mission Hills Golf Club.

Jeev said, “Golf being a mental game the happenings were bound to have an effect on the performance.”

Inordinate delay

Panjab University flouting the rules delayed the last four-team league match for no reason. The match that was supposed to start at 4 pm was delayed for about half an hour, leaving sportspersons waiting. The director, sports, Panjab University, C.S. Grewal, said, “It was just a delay of 15 minutes because we were waiting for the chief guest.”

“I think, it has happened for the first time in the university that such a big event is being delayed for a petty reason,” said an ardent fan of Panjab University games.

Host Panjab University, Chandigarh, performed exceptionally well as they stood undefeated in the whole tournament and today in their last four team league match, they thrashed Kurukshetra University 66-50 to annex the North Zone Inter-University Basketball Championship (Men) for the session 2008-09 that held on PU grounds here.

Rajan Sharma and Gurbaj Singh, who were the star performers for PU in the yesterday’s win, scored 16 and 17 points, respectively, to become the top scorers for the team. While Abhit Jhanji (14 points) too played a pivotal role in the win.

In the second match of the day Delhi University snuffed out a spirited challenge of Punjabi University, Patiala, 83-63. Parveen (22 points), Gurvinder (20 points) and Vipin (14 points) were the principal scorer for DU.

Delhi University, Punjabi University and Kurukshetra University bagged second, third and fourth position, respectively.

Meanwhile, in the Panjab University Inter-College Relay Race Championship (Men), SGGS College, Sector 26, and DAV College, Sector 10, got joint first position with 38 points each.

While SGGS Khalsa College, Mahilapur and SCD Government College, Ludhiana, got third and fourth position with 10 and eight points, respectively.

Athletics meet for mentally challenged

About 300 mentally challenged boys and girls participated in various track and field events during the Annual Athletics Meet 2008 being organised by Government Institute for Mentally Retarded Children, Sector 32, at Sports Complex, Sector 46.

Inderjeet Singh was the fastest athlete winning 100 m sprint, he also won three gold medals in the age group of 12-15 year. In the same age and ability group (girls) Usha won two gold medals.

In the junior group 8 to 11 years (boys) Azaib Mohammad won two gold medals and Chanchal won one gold and two silver medals in the same category. In the lower ability group above 14 years (boys) Babloo won two gold medals and in the senior category above 16 years Marry won two gold medals and Manish bagged one gold in 100 m.

The event witnessed some lighter moments with the participation of parents, staff of GIMRC and DVR trainees in some entertaining athletic events.

B.S. Chavan, joint director of GIMRC and other dignitaries gave away the medals to the winners of different track and field events.

Gaganjeet Bhullar from Kapurthala hit a par 72 today to share the lead at four under par 212 with Bangladesh's Mohd Siddikur Rahman and PGTI's second ranked Rahul Ganapathy on the penultimate day of Rs 20 lakh HUDA-GTPL Unitech Haryana Open PGTI Event on the par 72 greens of Panchkula Golf Club today.

Chandigarh's Harendra Gupta and Rafick Ali Mollah of Kolkata were tied fourth at 213, just one stroke behind the leaders.

Bhullar who hit 16 regulations said the course was in a good shape. But he found a couple of greens bumpy. The 20-year-old Kapurthala boy is hitting the ball well and is all set to go all out on the final day tomorrow. He was happy that he had played par scores on the long par three holes.

Bhullar started with a bogey, but came back with birdies on the fifth and sixth to be one under par 35 at the turn. He sank another birdie on the 15th and bogeyed the16th and 18th for a par 72 card to finish round three at four under par 112.

Siddikur Rahman fired a solid 69. The professional from Bangladesh started badly bogeying the second and third holes. He then worked his way up the leader board sinking birdies on the fifth, seventh and eighth to be one under par 35 at the turn. The 24-year-old continued his birdie spree on the 10th and 11th. He capped his return nine with a bogey and a birdie on the 14th and 16th, respectively, for a three under par 69.

Siddikur said his putting was quite good as he was reading the greens much better. "I will now look to playing my own game tomorrow and not try to get ahead of myself,” he added.

Rahul made birdies on the fifth, sixth, eighth, 10th, 11th, 13 and 15th and bogeyed the first, fourth, seventh, ninth and 18th returning a two under par 70 card for a four under par tally of 212.

Ganapathy said, "I am pretty satisfied with my effort today. I played really well as I sank seven birdies. But at the same time I made a few mistakes.”

Nineteen-year-old Ajeetesh Sandhu of Chandigarh, who had his grooming at the Leadbetter Academy, was tied sixth at two under 214 along with top ranked Mukesh Kumar, C. Muniyappa and Sri Lankan B.G. Lalith Kumara.

Ajeetesh played a flawless three under 33 back nine to post a two under par 70 card.

City golfers Gurbaaz Pratap Singh Mann and Randhir Singh Ghotra were tied 12th at a par 216.

Harmeet Kahlon also of Chandigarh, who registered a win in PGTI's 2006-07 season, was tied 40th at seven over 223.

The final day promises to be an exciting affair with nine golfers vying for the top prize money with just two strokes separating them.

Otobi Cup final on Nov 30

Greenfield Cricket Academy will take on Cricket Federation of Haryana in the last league match of the Otobi Cup under-19 Twenty-20 Cricket Tournament at Tau Devi Lal Cricket Stadium, Sector 3, being organised by the Cricket Federation of India.

According to Amarjit Kumar, general secretary of the federation, the final match of the Otobi Cup will be played on November 30 at 8.30 am.
