Tainted sub-registrar tries to destroy evidence

Ludhiana, November 12
More than 100 sale deeds, wills and power of attorneys that were missing from the local Sub Registrar (W) office since the arrest of Tehsildar Arvind Parkash Verma in a corruption case, today sprung up mysteriously with the Vigilance Bureau claiming Verma handed these over to his office clerk late last night.

He allegedly wanted to destroy the evidence by handing the office clerk, Karamjit Kaur, the documents at 10 pm at her residence in Dugri yesterday. Fresh charges have been slapped against Verma by the VB. He has also ben booked under section 201 of IPC alongwith earlier charges.

A vigilance team led by DSP, Ravcharan Brar, alongwith Tehsildar Jasvir Singh Tiwana raided the house of the clerk in the evening today and recovered all the documents.

These had been missing for the last two months and the residents had been making a lot of hue and cry. The vigilance was being accused of taken the custody the documents.

In a dramatic turn of events, Verma allegedly visited the house of Karamajit Kaur yesterday alongwith his brokers including Jai Shiv, Manoj alias Gora from Jalandhar, Sunil alias Sheela from Ludhiana and Rinka from Mukerian, claimed DSP Vigilance Ravcharan Singh Brar here today.

He added, Verma brought a box of pastries with him to break the ice with the newly appointed clerk, ate those there only and asked Karamjit Kaur to keep more than 100 documents in the office record so that he was not held responsible for the missing of these documents that formed an evidence against him.

The clerk refused to oblige him but he forced her to get the work done somehow. The vigilance team caught hold of these documents just by chance. The DSP went to the office to take a certificate from the Sub Registrar’s office today and during the investigation found out that the documents came to the clerk last night only. She did not get time to keep these in the office record as the vigilance team reached there today morning.

Verma was held taking a bribe red handed in his office on September 19 this year. He was bailed out some days ago and had applied for anticipatory bail under the Prevention of Corruption Act under which he was booked. The case will come up for hearing on November 15.

DSP Brar said all the documents were registered on September 17 and Verma had taken them along. He was accused to keeping the documents with him till some money used to exchange hands.

Interestingly, Verma had chosen to go to the newly appointed clerk's house, who was appointed after he was already under the vigilance bureau net. She was appointed on sympathetic grounds as her father, who used to work as a patwari, passed away some time back.

Elevated road or death-trap?
Another death; admn yet to wake up from slumber
Kanchan Vasdev
Tribune News Service

Ludhiana, November 12
Death of a youth after being run over by a truck on a blind turn on the elevated road yesterday evening has once again brought to the fore the death knell that the road continues to be despite the city having spent Rs 55 crore on it.

Kali, the youth, was run over by the truck while he was repairing his auto rickshaw at the blind turn. The truck could not see him from a distance, collided with the auto and ran over him. Kali died on the spot.

This is not the first incident on the elevated road. Many a lives have been lost on this blind turn. In March this year, two youths going on a bike died after they failed to anticipate the turn on the road near B.L. Kapoor Memorial Hospital and dashed against the wall and fell from over the road.

Many motorcycle riders have died in such incidents in the past. While nothing has been done to stop such incidents from taking place many politicians have demanded a high level probe into the faulty construction work.

Moreover, they claimed the road was not made of good quality material and was slippery.

Tender Row
MC issues corrigendum, invites fresh tenders
BJP, Cong councillors not ready to budge
Jyotika Sood
Tribune News Service

Ludhiana, November 12
Tenders worth Rs 65 crore that were issued on November 3 have raised a hue and cry among councillors as the local municipal corporation yesterday issued a corrigendum and called for revised tenders of the three groups.

The number of projects in these newly formed nine groups varies between four and 16 each costing between Rs 3 crore to Rs 3.5 crore. Besides this, the time limit for completing these works has also been reduced to two months.

The new groups have been formed on the directions of mayor Hakam Singh Gyaspura. The BJP and the Congress councillors alleged that corporation officials who were hand in glove with big contractors took this decision in the wake of their opposition.

However, senior deputy mayor Praveen Bansal is not ready to budge from his stand. Talking to The Tribune, he said, “We are still against the corporation’s move of inviting tenders by forming small groups. Our demand is that the tenders for every project should be invited individually so that big contractors and the corporation officials associated with them could not take undue advantage of public fund,” he added.

Allotment of work in groups would lead to financial losses to the corporation, which could otherwise be used for other development purposes.

Similarly, leader of opposition Prem Mittal said, “The reason behind our opposition is that we don’t want the corporation to waste public money. By assigning development works individually, the corporation would not only save but also be able to provide improved infrastructure in short span of time.” He added that giving works to different contractors would also help to keep a check on them, which would not be possible in case of big contractors as they are never on the working site.

Interestingly, the municipal commissioner’s move of inviting tenders for 171 works worth Rs 31 crore separately, too, could not satisfy the municipal councillors. A senior official alleged municipal commissioner, G.S. Ghuman, was directed by Chief Minister Parkash Singh Badal to allot work to big contractors for ensuring better quality.

The issue seems to be getting more intense as the councillors are not ready to bow before the corporation officials and say that development is their priority but not at the cost of giving extra money to the contractors. They added that the quality work was their priority and it was not possible through big contractors, as they do not give an ear to the directions of the councillors.

A majority of the visitors comprised of the students, both from schools and colleges. As many as 10,000 visitors came to see the train as per the figures available with the district health department today.

The students accompanied by their teachers took a keen interest in the air-conditioned train. The teachers and workers from the health department provided a thorough knowledge on this deadly disease to the students.

Maninder Kaur, a student from a government school at Jawahar Nagar camp, said it was a unique experience to get the knowledge about the disease. She said due to a social stigma attached with the disease, people were reluctant to talk or discuss anything. "The step taken by the National AIDS Control Organisation is really appreciable. There are certain sensitive matters, which one cannot share with one's own parents. We were told by the teachers to ask confidently, if we had any queries", she added.

Radhe Yadav, a migrant labourer from Bihar, said since everyone was talking about the train at the station, he decided to visit it once. Doraha, November 12
There seem to be a dead-end for thousands of men in Khaki who are waiting for their seniority list to be implemented by the Police Department. Agitated with the delay by the police department these police personnel seeking promotion for at least 17 years had moved the High Court and the state government in turn sought six months time from the court to file the reply petition.

The police personnel, most of them of the rank of Sub-Inspectors have filed a contempt petition in the court against the Punjab Police, the case will be heard on November 17. Speaking on the sidelines of a seminar organised on traffic awareness at Guru Nanak National College function, NPS Aulakh, DGP said they are looking into the matter.

The state government constituted a committee comprising two IAS officers, Harpreet Sidhu and Kapil Dev to make the seniority list of the policemen who have not been denied promotion so far. As Harpreet Singh Sidhu is on a long foreign trip and Kapil Dev has been transferred to the Centre on deputation, it is said that the seniority list will be further delayed.

Aulakh said, “The work has not stopped yet there are officers who are looking into the matter.” According to department sources, the officer had already submitted the seniority list to the department and it has been signed by the Chief Minister, DGP and chief secretary, respectively.

Indoor Stadium
MC panel gives nod for roof’s construction
Contractor told to finish work with sanctioned amount
Jyotika Sood
Tribune News Service

Ludhiana, November 12
An indoor stadium on the Pakhowal Road, which had been hanging fire for the past few years, will finally have a roof as the finance and contracts committee of the municipal corporation has asked a contractor to construct it within the sanctioned amount only. However, the plan of air-conditioning the entire stadium has been cancelled due to the shortage of funds.

Talking to The Tribune, committee’s member Simarjit Singh Bains said, “In the last committee meeting, the members decided to ask the contractor to start the construction work within the amount allotted for the project. Later on it was to be handed over to the municipal corporation.” The interiors would be decided once the contractor completes the work.

Confirming about the cancellation of air-conditioning work, Bains said the input cost in installing air-conditioner was beyond the reach of the municipal corporation. Thus, it has been decided to keep air-conditioning work in abeyance. Besides, running air conditioners is quite expensive and the entire expenditure has to be incurred by the corporation.

The project, which started in 1999 during the then commissioner S.S. Sandhu tenure, has seen many ups and downs. When tenders were called, contractors were asked to complete the project in four years. However, the project has not been completed even after a decade.

The Sports Authority of India (SAI) along with a few sports organisation had raised doubt over the selection of the site citing insufficient parking space as the reason. Even the vigilance department had charge sheeted seven officials, including two superintendent engineers, two executive engineers and two SDOs of the municipal corporation in the project this year.

Being one of the much talked about projects of the corporation, the indoor stadium once completed would be seen as its major achievement.

Attempt to Murder
SAD leader writes to CM, Sukhbir
Our Correspondent

Mandi Ahmedgarh, November 12
Accusing the Malaud police of acting under pressure of a parliamentary secretary, Jagroop Singh Rorian, general secretary of Ludhiana district (rural) unit of the SAD, has urged higher authorities to impress upon the investigating police to nab four persons who had been booked under Section 307 of the IPC for allegedly attempting to murder his supporters, including his brother, a fortnight ago.

Denying any political pressure, Payal SHO Manjinder Singh Dhillon claimed that the main accused Jarnail Singh Pammi, who had allegedly fired shots at the victims, had already been arrested and the police had been conducting raids to nab other suspects.

In a communiqué addressed to Chief Minister Parkash Singh Badal and SAD president Sukhbir Singh Badal, Rorian alleged that the Malaud police, allegedly acting on behest of the parliamentary secretary, had been trying to shield Amrinder Singh, Kulwinder Singh, Major Singh and Baldev Singh Billu of Rorian village. They, along with Jarnail Singh Pammi, had been booked for allegedly attempting to murder Manjit Singh Rorian and Charanjit Singh about two weeks ago.

Claiming that the suspects were close relatives of parliamentary secretary Bikram Jit Singh Khalsa, Rorian lamented that the minister, instead of coming to the rescue of the victims’ families, had tried to shield the accused.

"Instead of showing sympathy towards the victims, the parliamentary secretary is trying to shield the accused on the pretext of conducting fake inquiries. Though he has not bothered to enquire about the condition of the injured, he is pressurising us for a compromise," said Rorian.

Rorian alleged that Jarnail Singh, along with his accomplice, had fired bullets at Manjit Singh Rorian (Jagrup's brother) and Charanjit Singh, another SAD activist, after entering their houses on the night of October 31. The assaulters had also manhandled and humiliated other members of the families of the victims.

Investigations revealed that the accused had first attacked Charanjit Singh after entering his house. They fired four shots, out of which two hit him on the face and thigh. Then they fired two bullets at Manjit Singh after calling him from his house a short distance away. Manjit received two shots, one on the arm and another on the hand.

Tribune News Service

Ludhiana, November 12
This industrial city seems to have become a favourite destination for real estate developers with the recent entry by Vipul World with its Rs 400-crore integrated township on the Ferozepur Road. The 109-acre integrated township project was inaugurated by SAD president Sukhbir Singh Badal.

Punit Beriwala, MD, Vipul Limited, told The Tribune that the township would cater to all segments, the lower, middle and higher income groups. The project would provide facilities backed by suitable infrastructure and connectivity with the main town, he said, adding that the township would comprise a five-star hotel, plots, lifestyle villas, premium apartments, high-end commercial complex, a shopping arcade and a well-equipped club house.

On being asked about the proposed rates of the plots to be sold, Beriwala said all depends on market. “But we plan to start from Rs 12,000 per square feet. We feel we will make it a success as no other township has been planned on the Ferozpur Road, till date. This is the first township in Punjab but we are also coming with two three-star hotel projects with an infrastructure of Rs 60 crore each at Mohali and Amritsar soon”, he further added.

He said when the company decided to spread its wings in Punjab four years ago; it was difficult to pacify the farmers, for whom agricultural land was everything. “The company believed in itself and focused on organised development. In this township, there will be a school on three acres. Due to the global meltdown, a few NRIs have also shown keen interest in the project. Keeping everything in mind, the company offers quality construction of international standard and design”, said Beriwala.

The project is being developed in association with Solitaire Capital India, a real estate venture fund and would be completed in phases from 2010 onwards.

Recarpeting of roads: Ghuman acts tough
Tribune News Service

Ludhiana, November 12
After receiving complaints regarding irregularities in the recarpeting of roads, which are being undertaken in various parts of the city, it seems municipal commissioner G.S. Ghuman has taken upon the responsibility of inspecting the work on his own instead of assigning the same to his juniors.

The commissioner today visited Ferozepur Road, the recarpeting of which started three days ago. A portion of this road has been blocked since October 2006. The vehicles have been plying on other side of the road since than.

The commissioner along with a team of engineers from Guru Nanak Engineering College visited the area and collected soil samples for studying the thickness of the road.

During the sangat darshan a large number of councillors and representatives of a few NGOs had alleged that a few joint commissioners were associated with contractors. Besides, they said sub-standard material was being used for the recarpeting of roads.

A section of media had, recently, highlighted irregularities in the recarpeting of a portion from Dana Mandi to the ATI Chowk on the Gill Road without even calling tenders. The commissioner had ordered a probe into the matter and asked joint commissioner Vinod Sharda to get the work stopped.

Pre-nursery Schools
Teaching becomes innovative, activity-based
Asha Ahuja

Ludhiana, November 12
The purpose of education is to make a person wise and sensible so that he could cope up with the problems of life. Keeping a broad spectrum of things that a child of today must be aware of, teaching methods in pre-nursery schools of the city have become very innovative and activity-based. As a result the pre-nursery school education taps all potentials of the child and makes learning fun.

Bali Kler of Pumpkin Kindergarten School, Sarabha Nagar, says, “Kids are full of energy and curious by nature, so we make them run, encourage them to climb trees and taught them to take care of plants by watering them. The outdoor activities are great fun as children learn cooking too. To stir their imagination, the children are engaged in pretend play also. The children enact the roles of parents, teachers and doctors. Theatre workshops are also a part of curriculum."

No junk food is allowed in the school rather a balanced menu with a lot of variety is made popular among the children. There are rope ladders to be climbed and spider webs to get in for the children. A very important thing that the children learn is that they have to wait for their turn and hence learn to stand in a queue- a concept, which is missing among adults," said Ambika, coordinator of the school."

Saavi, a parent, said, "I really appreciate what the school is teaching my child. Before he joined the school, he was an introvert but now he has become an extrovert. I wish there were fun schools in my time also."

Shaukat Ali weaves magic on listeners
Manav Ghuman
Tribune News Service

Ludhiana, November 12
The high-pitched voice of Shaukat Ali broke the lull at the concert ground in Gujranwala Guru Nanak Khalsa College yesterday evening. Passing on the message of universal brotherhood, while singing amidst a select audience, the legendary Pakistani singer begin the concert with “Allah-Allaha bol, bhanve Ram Ram bol". Like any person living across the border, he too walks with a heavy heart while crossing the boundary of his country. Putting these feelings in the song, he rendered, “Waghe diye sarhade tenu tatti hawah na lage, tere dono paase basde puttar Punjab de”.

The song through which he shot into fame as a folk singer in the Pakistani society found its way next. “Kyun door door rehende oh hazur mere kolon, mainu dass deo hoeya ki kasoor mere kolon”. The huge round of applause after every song showed the extent to which people in the city loved the singer.

Putting the feelings of every Punjbai youth in a song he sang, “Taliyan di chaan hove, thandi thandi thaan hove, patte-patte utte mahi tera mera naan hove”. The song, he said, was one of the favourite songs of lyricist Babbu Singh Maan. “The song must be a reminder of his youthful days," he quips.

His song “Kadde taan hass bol ve” which has been sung by many singers found its way next. Also present on the occasion, comedian Bhagwant Mann said Shaukat’s songs have become 'lok geet' today that's why other singers copy them. Shaukat, commenting upon the situation, said that people might have listened to the song many times but today they would have the privilege of listening to his song in his own voice.

Then passing on the stage to his son Mohsin Abbas, Shaukat Ali enjoyed the privilege of listening to his son while sitting in the audience. Abbas started his performance with the Punjabi ghazal composed by his father "Aaja ve maahi". Not many people know that Shaukat Ali composes and writes his songs as well. "I start writing the songs at night and continue till late into the night while my wife gets emotional and cries while listening to my songs,” he adds.

"The thorny wires on the borders can never bind the singers and artists of the two nations," feels Shaukat Ali. Whenever I visit India or any other artist from India comes to Pakistan we greet each other with open arms, adds the recipient of highest Pakistani civilian Presidential award.

Terming the Samjhauta Express as “Vichchoda Express” the legend thinks the train does not make the people meet but rather depart from each other. I wrote the song ‘vichorian da kakh na rehe’ while travelling in the same train. This train was delayed for one hour because everyone was busy hugging me and saying good bye to me,” he memorises.

Giving the best example of friendship between the India and Pakistan, he adds his youngest son Mohsan Abbas was the ‘sarbala’ at Punjabi artist Bhagwant Maan's wedding. “Even 22-carat gold fails to shine before our friendship,” he said. Also present on the occasion, Harbhajan Mann said he met Shaukat Ali for the first time at Iqbal Mahal's house in 1984 in Toronto and ever since he has been indebted to him and considered him as his ustaad.
