Procured paddy yet to be lifted
Bassi Pathana, October 20 Farmers as well as commission agents are facing great difficulties on account of this as they are finding it hard to bring in more paddy. Unhappy with the slow pace of paddy procurement, commission agents allege that inspectors of procurement agencies are adopting pick-and-choose policy. Farmers, on the other hand, allege that procurement staff are hand in glove with rice millers. Principal secretary N.S. Kang, in charge of paddy procurement in the district, along with deputy commissioner and other officials visited various mandis today and directed the staff to speed up the process. Punjab Arthia Association press secretary Rajesh Singla said it was unfortunate that in spite of repeated warnings issued by the chief minister to procurement agencies, lifting of paddy at most procurement centres was slow. The agencies are supposed to lift procured paddy within 24 hours, he added. Sarpanch Baldev Singh Damheri said farmers were at the mercy of rice millers. He said representatives of rice millers were making purchase, not inspectors. “They purchase only those heaps that suit them,” he alleged. An official said the procurement and lifting process had now picked up. He, however, said around one lakh bags of procured paddy had not been lifted at Chunni. |

Vacancies in colleges to be filled soon: Minister
Patiala, October 20 Dr Upinderjit Kaur was speaking on the occasion of the 50th anniversary celebrations of the Prof Gursewak Singh Memorial Government College of Physical Education here today. She said the state government had decided to fill posts of 265 lecturers and nine principals through the Punjab Pubic Service Commission (PPSC) and the process had already been started. Speaking to reporters on the sidelines of the function, she said the mid-day meal was started jointly by the state and the Central Government and that not even a single rupee had to be spent by any teacher. She added that teachers were playing no role in the preparation of food. Social organisations had been entrusted with the work of preparing meals for schoolchildren in Tarn Taran, Nawanshahr and Ferozepore. She added that if this experiment was successful it would be implemented in other districts also. She granted Rs 2 lakh for the upgradation of infrastructure in the college from her discretionary quota. She also released a souvenir on the occasion. A colourful cultural programme was also held on the occasion. The principal of the college Daisy Walia presented the annual report. 105 prisoners freed
Ropar, October 20 As per the directions of the Punjab government, as many as 155 prisoners were to be released today. Rest of the prisoners fail to deposit the penalty amount. Rest of the 50 prisoners would be released when they would deposit the amount. The minister also inaugurated Ropar district jail, which has been upgraded from its earlier sub-jail status. Speaking on the occasion he said, “We are fortunate to celebrate 300 years of Gurta Gaddi in our lifetime.” He added that the government has ear marked funds worth Rs 200 crores for constructing new jails and restructuring the old ones. “New jails will be equipped with latest machines such as that of kneading the flour and making chapattis. We would lay emphasis on rehabilitating jail inmates by imparting them vocation training during their sentences,” he said. |

Heritage fest to kick off with carnival
Ropar, October 20 The carnival, “Caravan-e-Roopnagar”, will start from Government Senior Secondary School (Girls) at 10 am and culminate at Maharaja Ranjit Singh Bagh around 11 am. Traffic will be suspended from 10.30 am to 11 am to facilitate the carnival procession to pass. A tableaux by Shivalik Public School depicting Indus Valley civilisation and another by Sahibzada Ajit Singh Academy depicting historic treaty signed between Maharaja Ranjit Singh and Lord William Betnik will be among those that will figure in the procession. Bands from the PAP and other groups, a group of motorcycles and group of ex-servicemen will also be part of the carnival. Taking stock of the arrangements for the festival, to be held at Maharaja Ranjit Singh Bagh, deputy commissioner Baldeo Purushartha has directed district-level officials to be present at the procession. He directed officials to ensure availability of drinking water for visitors, seating arrangement, ample parking space and cleanliness at the venue. As part of the festivities, a youth festival for schoolchildren will be held from October 21 to 23, while that for college students will be held from October 24 to 26. Top three winners will be awarded Rs 7,000, Rs 5,000 and Rs 2,000 in cash each. Members of the audience dressed in traditional dresses will be given Rs 500 cash prize. |

Farmers block rly traffic
Fatehgarh Sahib/Rajpura, October 20 The Railway authorities said they suspended traffic on the Ambala-Amritsar section. Officials said the protests were peaceful. BKU-Ekta general secretary Sukhdev Singh claimed that his activists disrupted traffic at Kapurthala, Amritsar, Ferozepur, Jalandhar, Moga, Bathinda and Barnala. At the Rajpura junction, several farmers stopped trains for about three hours. The farmers claimed that the Rs 50 bonus was not acceptable to them as it was too little. |

Graft Case
Chandigarh, October 20 A resident of Manimajra, Rajesh Kumar, was working with Star Hay and Umran Enterprise. According to the prosecution, Tiwari with the help of Rajesh Kumar and Rajesh Kumar Sinha demanded a bribe from Keshav Kumar, manager of B.S. Enterprise. The money was demanded for granting a clearance in respect of nine passports and for giving the emigration clearance to complainant, Keshav. Tiwari was also accused of abusing his official position as a public servant. It was stated that the accused in connivance with Rajesh Kumar committed an offence under Sections 13 (1) (d) and 13 (2) of the Prevention of Corruption Act, 1988. The charges were also framed against Rajesh Kumar under Section 109 of the IPC for abetment. It was stated that on March 18 the accused were caught red-handed while accepting the bribe of Rs 2.5 lakh. The accused handed the bribe money to Rajesh Kumar Sinha, who after accepting the money handed it to Rajesh Kumar. However, Rajesh Kumar Sinha later became the prosecution witness. |

General category to get vacant quota seats soon
Chandigarh, October 20 This is being done on the directions of the Supreme Court wherein the court had ordered on October 14 that the seats under OBC quota not filled due to want of eligible candidates can be allotted to the students under the general category in all the Central educational institutions. After the university got the copy of the order, the authorities have decided to fill the vacant seats by October 31. Many seats under the OBC quota have been lying vacant as only a few seats were filled this year. The university had earlier decided to fill 7 per cent of the OBC seats during this academic session. Under the guidelines, 27 per cent reservation for the OBC has to be implemented in three phases in Panjab University and will lead to an overall increase of 54 per cent of seats as equal number of seats will also be increased for the general |

‘Mendicant’ cons three of Rs 44,000
Chandigarh, October 20 A man in his mid-twenties, accompanying by a boy of about 15, was showing magic in public. They had snakes with them. At the same time, another person in his thirties reached there and told the crowd that the man and the boy were fooling them. The man, posing as a fakir, in order to “expose” the tricks of the snake charmer, told the audience that he would teach them a lesson by demonstrating his supernatural powers. He threw some ashes on them following which one of them collapsed. The spellbound crowd requested the man to “bring the snake charmer back to life”. He then sprinkled water on the snake charmer and he later woke up. The ‘mendicant’ then asked the crowd to go and gave the money to the snake charmers. He then, went to a juice vendor,and began chatting with him. Seeing that the vendor and other standing around him had been impressed by his magical powers, the mendicant told them that people did not know how to invest their money and make profits out of it. He asked them to give him money, which he would increase with his magic powers. The vendor handed him Rs 40,000 while two others, Dalip Kumar and Maqbool Ahmed, gave him Rs 3,800 and Rs 1,000. He gave them three stones and sent them to different directions to throw the stones. The men went to different direction as told by him and the man sped away in a car. The police has registered a case of cheating and criminal conspiracy. The police said the snake charmers and the ‘mendicant’ knew each other. |

Bomb hoax in Mohali; man held
Mohali, October 20 The phone call was traced to Atul Fastener, a factory in Industrial Area, Phase 3, Mohali. Soon after the call was traced to Mohali, the Punjab Police was informed. The caller, identified as Mankee Kumar, has been arrested. The bomb disposal squad was pressed into service and the entire factory was searched. Since the hoax bomb call was made to the Chandigarh Police, the police has registered a case and is investigating the matter, said a Mohali police official. A spokesman of the Chandigarh Police said the call was traced to telephone No. 172-4664720. On verification, the telephone number was found to be installed at Atul Fasteners, C-45, Ph-III, Ind Area, Mohali. With joint efforts of the operations cell, Chandigarh and Mohali police, and with the help of voice of the caller recorded through the voice logger, installed at the control room, it has been found to be a hoax call made by Mankee Kumar, a resident of # 225, Ph-1, Mohali, who has been working as a peon in this factory. |

Chandigarh, October 20 Chandigarh Hockey Academy blanked Cheema Hockey Academy of Batala by 7-0 to top pool B and Surjit Hockey Academy of Jalandhar ousted Maharaja Ranjit Singh Hockey Academy of Amritsar by 2-0 to emerge pool-A leaders with two successive wins. In a pool-C encounter, Mehta Gurukul Hockey Academy of Doraha and Sector 42 Coaching Centre, Chandigarh, played a one-all draw and shared points. PSB Academy enter semis
Chandigarh, October 20 In their final Pool C match, Punjab and Sind Bank outclassed Sector 42 Coaching Centre by 5-1. The PSB Academy completed their four-team league programme with an all-win record finished. They topped their pool with three wins from as many outings. Punjab and Sind Bank converted two penalty corners out of six awarded to them against Sector 42 Coaching Centre. Amandeep Singh found the target through the penalty corner shot in the 12th minute and Gagandeep Singh converted a penalty corner in the 32nd minute. Punjab and Sind Bank enjoyed territorial supremacy throughout the match. Ramandeep Singh (20th), Manjinder Singh (46th) and Gaurav Singh Rana (51st) added one field goal each to complete the rout of Sector 42 Coaching Centre who wasted two penalty corners.
