Farmers being ‘forced’ to repay loans
Our Correspondent

Kalka, September 7
Despite the farm loan waiver scheme of the Centre being implemented by the state government, the Kalka Cooperative Bank is allegedly recovering loans from farmers.

The farmers of Paploha, Majra, Kheranwali and Bargodam villages near Kalka have alleged that the employees of the Kalka Cooperative Bank were pressuring them to immediately deposit their loan amount, ranging between Rs 10,000 and Rs 50,000.

They also alleged that the bank employees were threatening them of dire consequences in case of non-payment of the loan . They said that when they approached the high officials of the bank, situated at the Kalka Anaj Mandi, they were told that they had not received any directives from the government in this regard.

The farmers alleged that loan officers concerned, including the secretary of the bank, used to charge them Rs 500 to 1,000 for renewal of loans after every six months.

The farmers of the area have urged chief minister Bhupinder Singh Hooda and deputy chief minister Chander Mohan to look into the matter.

Sexual Harassment Case
Action against officer misdirected, claims counsel
Tribune News Service

Chandigarh, September 7
The counsel for Capt Poonam Kaur, who is facing disciplinary action for professional impropriety, has alleged that the court of inquiry (COI) convened to investigate the complaint of physical and mental harassment made by her, has been misdirected. This has resulted in the victim being made an accused and the accused officers being assigned the role of complainants.

In a petition sent to the defence minister A.K. Antony, the captain’s counsel, Col S.K. Aggarwal (retd) had contended that the COI, convened on the orders of the defence minister, did not investigate the complaint made by her. Allegations by the unit officers against her were instead made the subject matter of the COI.

In July, Capt Poonam, posted with an ASC Battalion at Kalka, had alleged physical and mental harassment by her commanding officer, Col R.K. Sharma, the unit’s scond-in-comand, Lt-Col Ajay Chawla and adjutant Maj Suraj Bhan.

He pointed out that a woman officer of the rank of major was made a member of the COI which was against the Army regulations, as all members of the COI had to be senior to or of equivalent rank to the accused.

The petition stated that the captain was not allowed to examine witnesses in support of her complaint and was denied a just and fair inquiry. Nor was a copy of the COI’s convening order supplied to her, for which she was entitled. He added that allegations of her having an improper association with her driver were nothing but character assassination.

Alleging that the COI was conducted in a partisan manner to help the accused officers, Col Aggarwal has sought that the case be handed over to the CBI for impartial investigations.

Bindra’s success boosts budding shooters
Sandeep Rana

Mohali, September 7
The first-ever individual Olympic gold by ace shooter Abhinav Bindra has certainly changed the sports scenario in the town. The fact was evident in the 44th Punjab State Shooting Championship-08 at the Patiala Ki Rao Shooting Range in Phase VI here where the number of shooters has increased much more than that of the previous years.

“You can see a large number of people, including budding shooters and their curious parents, here. I think, Abhinav’s feat has done this magic,” said a participant.

“When I used to tell people that I was going for shooting, they used to ask me whether it was film shooting? But now, it’s not like that,” quips another participant Paramajit Singh. “Everybody out here is feeling motivated and keen to do something in shooting,” says Kunal Mathur.

“With people’s increasing interest in the game, the competition is also getting tougher and that’s a good indication for the next Olympic games, says Amanpreet, an international shooter.

On the other hand, Raja Sidhu, general secretary, Punjab State Association, doesn’t feel any change in the scenario, he says, “The students are motivated, but there is no rise in the number of participants. The change will happen only if facilities are provided to the players.”

He assured that if the government provided the world-class coaching, the medals would rain in the next Olympics.
