The process of degeneration of the queen of hills, Shimla, seems virtually irreversible as buildings continue to spring up in blatant violation of the building bylaws. As certain supermarket managements have shown keen interest in opening their outlets in the urban estates of Karnal, the residents of the area are finally hopeful of new shopping avenues.
