Court of SDJM inaugurated
Dera Bassi, April 3 Addressing the gathering at tehsildar’s office here, Chief Justice Vijender Jain said a sound judicial system was the basis of a sound democracy. “A country that has a weak judiciary will have a weak democracy and that will lead to chaos,” he said. He said when he had taken over as the chief, there were about six lakh court cases pending and only 300 judicial officers to hear them. “It was not possible for them to deal with so much of load. In order to increase the pace of delivery of justice, 80 judicial officers were appointed in the past two years. Another 22 will be added soon,” he said. He added that whenever the government was able to provide the requisite infrastructure here, three more courts would be opened in Dera Bassi. Justice M.M. Kumar of the high court, who is the inspecting judge of SAS Nagar district, said as many as 5,534 cases of the Dera Bassi sub-division were pending and a single judge could not be loaded with so many cases. “There is a need for one more judicial officer here who would be appointed shortly. Till then, the old appeal cases of the sub-division will be dealt with in Patiala while the fresh cases will be taken up here,” he said. He added that the court would function from the tehsildar’s office only as a makeshift arrangement and once a final decision of the building committee of the high court was taken, it would be shifted to Mubarakpur village where it would have all the basic facilities required for a court. Justice Uma Nath Singh also spoke on the occasion. Sessions judge Justice Rekha Mittal welcomed the guests while Justice G.S. Sra thanked them. Cabinet minister Capt Kanwaljit Singh announced a grant of Rs 2.25 lakh for the Bar Association. The SAS Nagar administration handed over a cheque of Rs 25,000 for the Supreme Court library. |

Unseasonal rain can harm wheat, mustard
Ropar, April 3 "Manual harvesting consumes time. This ultimately increases the input cost burdening farmer," said Sukhminder Singh, a farmer from Jhanjheri village. Wheat crop, which needs prolonged dry and sunny spell at this time of spring, will be damaged at most places. Officials say expectations of a bumper wheat crop this year can go awry because of the rain. The rain has also brought back renewed spell of winter. Ropar chief agriculture officer, Dr Subhash Chander Khurana said areas of Morinda and Chamkaur Sahib would be worst affected. "Little loss is expected in Anandpur Sahib and Nurpur Bedi. Our department people are telling farmers to drain water from fields and save crop from further damage," Dr Khurana added. At present, 59, 000 acres in Ropar district is under wheat cultivation and 2500 acres under maize. If weather continues to same for another two to three days, the crop will suffer great loss. Kharar market committee chairman Gurmukh Singh said wheat procurement too was likely to suffer due to rain. "If the rain continues, we cannot have next batch of wheat for procurement before April 11 or April 12, as harvesting will take time and further more time would be needed for the crop to get dried," he added. |

Woman’s death sparks row
Rajpura, April 3 Taranjeet Kaur, a resident of Kalhodi village in Sangrur district, who got married on February 22, was found dead in her room this morning. The body was first spotted by her husband Narinder Singh and his mother who immediately called up her parents and informed them about the incident. The girl’s family immediately reached her in-law's house. Taranjeet’s brother Ranjit Singh said he was supposed to come and take his sister along with him as she was planning to stay with her parents for a couple of days. He alleged that there were some marks on her neck that suggested that she had been strangulated to death. Following this, they reported the matter to the police. After the incident, Narinder Singh got himself admitted to a private hospital citing ill health. However, his elder brother Davinder Singh told the police that Taranjeet had received an electric shock from an open wire of the television set that had been tucked into the plug with the help of a mosquito repellant. Taranjeet's brother said though there had been no demands of dowry as such from his sister's in-laws, but due to the presence of marks on her neck, the possibility of foul play could not be ruled out. Meanwhile, the police stated that the matter was being investigated and so far no FIR had been registered in this regard. The body had been sent for postmortem examination to the local civil hospital and an appropriate action would be taken only on the basis of the postmortem report. |

Man held for attempt to rape 5-yr-old
Rajpura, April 3 According to the police, Satpal was arrested after he was found in an objectionable position with the child. The police said Satpal lured the girl to accompany him to a deserted place on the outskirts of the town where he tried to outrage her modesty. However, the girl raised an alarm and some people from nearby places rushed to the spot and caught hold of Satpal. Meanwhile, the girl's parents found their daughter missing. When they were unable to find her anywhere near their house, they approached
the police. Those who had held the accused informed the police and a team of officials immediately reached the spot and placed the accused under arrest. The girl was handed over to her parents. The police, so far, has ruled out the possibility of rape. It maintained that though the accused had tried to rape the girl, but a timely intervention by the people thwarted his efforts and the child was returned to her
parents unhurt. |

Pregnant woman sustains severe burns
Kharar, April 3 The incident took place when Navneet was cooking food. Her husband, Baljeet Singh, an agriculturist, said suddenly the stove burst and Navneet sustained serious burns. Navneet is five months’ pregnant. She has sustained 90 per cent burns and is admitted to PGI, Chandigarh. Sources said there were grim chances of her survival. Baljeet is also admitted to PGI with minor burns. Meanwhile, police officials added that Navneet and Baljeet were married two years back. They had been living separately from Baljeet's family. There were misunderstandings amongst the couple. Police officials added that Navneet's father Sukhdev Singh, a resident of Shergarh village, Fatehgarh Sahib, has raised doubts about the incident. Sukhdev had told the police that he would lodge a formal complaint after discussing matter with his relatives. |

One killed, 2 injured
as truck overturns
Kharar, April 3 The incident took place at 7:30 am. An Indigo car was speeding on the highway when its right rear tyre suddenly got punctured and its driver applied brakes to stop it. A truck trailer (PB 65 C 0357) was following the car. When car driver applied sudden brakes, the truck driver tried to save the car and overtook the vehicle from the wrong side. As the truck overtook the car, the car's left front tyre burst and it collided with the truck. Truck driver Rajpal, a resident of Nurpur Bedi, Ropar, lost control over the vehicle and it turned over on a roadside tea vend. Raj alias Raju, a cyclist, who was passing by, was also hurt. Raj, a resident of Sector 38, Chandigarh, was rushed to the Kharar civil hospital from where he was referred to PGI, Chandigarh. He died at PGI in the afternoon. Raj was a painter and had been working in Kharar. Prem Kumar, a resident of Balongi, who was present at the tea stall, got injured in the incident. He was rushed to the civil hospital, Mohali, and later to GMCH-16, Chandigarh. Rajpal, too, got injured and was admitted to the Mohali civil hospital. Electricity poles were also damaged in the accident. The police has booked truck driver Rajpal. However, no arrest has been made so far. |

Conference on computer engineering gets under way
Fatehgarh Sahib, April 3 Organised by the department of computer science
and IT, BBSBEC, and sponsored by the Computer Society of India, the
conference titled ‘Advancements in Computer Engineering, ACE,
2008’, will witness a host of speakers and experts from various
parts of the country presenting papers on a variety of issues
concerning computer engineering and IT. The conference was
inaugurated here today by chief guest Dr R.S. Khandpur, director
general, Pushpa Gujral Science City, Kapurthala, while Dr R.P. Bajpai,
vice-chancellor, Kurukshetra University, was the guest of honour. A
total of 50 out of 75 papers submitted prior to screening have been
shortlisted for final presentation during the conference. Dr M.S.
Grewal, principal, BBSBEC, said the deliberations during the
conference would consist of six technical sessions which were likely
to discuss rapid advancements in key computer engineering areas like
networking, software engineering, databases, image processing,
artificial intelligence and security issues. Delegates from Ahmedabad,
Lucknow and Bangalore will attend a session on advanced computing
technologies. |

Rly overbridge to be six-laned
Patiala, April 3 PWD authorities have already sought clearance from the Punjab Infrastructure Development Board (PIDB) for conversion of the proposed four-lane bridge into six-lane. Although the upgradation would mean an extra expenditure of Rs 54 lakh, PWD authorities have taken the initiative keeping in mind the public demand in this regard. The six-laning would help ease traffic congestion in the Mall Road area of the town, which leads to Sangrur, Bathinda, Nabha, Bhadson and Rajpura. Traffic situation here would worsen if there were any dharna in front of important offices like that of the Punjab State Electricity Board (PSEB), State Bank of Patiala (SBP) or some religious congregation at the famous Kali Mata Temple. The foundation stone of the Railway overbridge was laid by the then Chief Minister of Punjab Captain Amarinder Singh. Meanwhile, deputy commissioner D.S. Grewal said according to existing plans the overbridge would be commissioned for public use in May. He said barring certain spots six-laning was almost complete. PWD Xen Paramjit Goyal said he was expecting the PIDB approval any moment. “We are going in for six-laning on public demand,” said Goyal. |

Rs 730-cr district credit plan launched
Ropar, April 3 The non-farm sector allocation is Rs 29.86 crore while for other sectors Rs 156.30 crore has been earmarked in credit plan. The banks in district have also planned to assist 5,000 beneficiaries by providing Rs 50 crore as finance under various government sponsored programmes. The economically weaker sections will also be covered under this and generation of employment in rural areas during the financial year will be emphasised upon. UCO bank deputy general manager B.R. Chandigarh, April 3 In his 179-minute fight against unseeded Danila Arsenov, Bopanna eneded the challenge of his opponent 6-7 (8), 7-6 (1), 6-3 in a quarterfinal match. The determined Bopanna was almost out of the fray as he was trailing 4-5 in the second set after losing the well fought first set 6-7 (8) to Arsenov. Arsenov needed just one game win to clinch the berth but Bopanna, holding nerves, saved the match point in the second set and made his comeback in the match. At the 5-all score during the game, Arsenov got advantage, which Bopanna broke with his top class serve. In tie-breaker Bopanna did not give any chance to his rival and won it at 7-1 putting up a brilliant show of serves and volleys. Bopanna maintained his dominance in the deciding set by winning first three games. But Arsenov too showed some resistance and came back in the game as he clinched the fourth, fifth and sixth games to make it 3-all. But the next three games went in favour of the Indian. Chandigarh, April 3 Mukul has taken woollen clothes, three pairs of trousers and other clothes with him. The family suspects that he might have gone to some hilly area. The matter was reported to the Sector 19 police station on Wednesday and a daily diary report has been recorded in this regard. |

5-day exhibition on hues of nature
Chandigarh, April 3 Prakruti (nature) and Spandana (touch\stroke) find full expression in Pushpa Dravid's latest offering, which captures rural folk and their surroundings in natural glory. Each presenting its own aura yet blended with one another. Women and animals find generous space on her canvas due to her deep love for simple living and simpler pleasures that rural folk indulge in during and after their daily chores. In almost all her works, there is a harmonious intermingling of human forms and the natural settings. Trees and surroundings appear to be the central theme in her exhibition and the human forms are her next priority. Pushpa with a happy mix of long and short strokes provides a sense of direction, that leads you through the length and breadth of her composition. There are not only full-bodied, long-necked damsels but also rich foliage, dense trees, with huts and rural surroundings. There is tranquility in the way she uses colors. Bold and dark, juxtaposed with white and transparent, she creates a sense of space and vastness with sweeping bright expanses. Brilliant yellows, deep purples, maroons and greens find liberal use. Pushpa experiments with other colours to bring out a soothing effect in her works. "For me my works should soothe the eyes and mind of the onlookers. Hanging on the wall my works should force one to look at my paintings constantly. If these have a disturbing effect on one's psyche, it's not serving any good," she says, pointing out that though she uses dark colours they are not harsh on the eyes because of the way they are blended. She typically uses two or three colours in a painting and achieves a rainbow of shades to suit the composition. Perhaps this is the reason why harmony exudes 'positive energy'. "The compositions are mainly impressions gathered by her during her travels in interior India especially tribes of Madhya Pradesh who are very simple and nature lovers. Moreover, one gets to see the beauty of nature in birds, animals, huts, ladders, woven baskets, even trinkets and native costumes. As you create these details, you feel you have walked through an ideal village, where life unfolds in the warmth and beauty of nature. This five-day exhibition was inaugurated by Asha Hooda, wife of the Haryana Chief Minister, at the Exhibition Hall of Punjab Arts Council today. |
