Ambala, March 19 Giving details, spokesman of the Haryana Power Utilities said here today that a penalty of over Rs 4 to 12 lakh had been levied in eight of these cases, which included industrial and non-domestic connections. In all, the amount of penalty exceeded Rs 50,000 in 85 cases of power theft. The electricity supply of the erring consumers had been disconnected immediately as per rules. FIRs have also been lodged against 14 consumers found stealing power. It was observed during checking that the consumers had been stealing power by tapping the supply line directly using magnate for stopping energy recording meters, tampering of meter seals and other unauthorised means. He said the maximum cases of power theft, unauthorised extension of load and unauthorised use of electricity were detected at Gurgaon, Hisar, Faridabad, Kurukshetra, Bhiwani, Ambala and Karnal. Instructions have been given to the superintending engineers of these areas to conduct special checks by constituting teams to curb power theft as the pilferage leads to loss of revenue. The spokesman further stated that the utilities had revised instructions regarding dealings with cases of power theft. The utilities would issue a notice of compounding to the erring consumer within 24 hours instead of two working days. It had been decided that no compounding would be made in cases where theft would be detected for the second time and an FIR would be lodged. He also said power theft had been declared a cognisable and non-bailable offence. Power Utilities would launch a massive campaign for consumer awakening in this connection with effect from April 1, 2008, he added. |

Panchayat poll deferred
Kharar, March 19 "We have been campaigning for the past many days and roping in as many supporters as possible but the deferral of elections has poured water on all our efforts," said a SAD supporter. The elections were scheduled to be held on April 7, the campaigning for which was in full swing in various villages of the area. The elections have been deferred in view of the forthcoming wheat-harvesting season and annual examinations of colleges and universities. Villagers rued that they had been organising meetings with their cohorts for the past many days to garner support to strengthen their party but the government's decision has left them dazed. In fact, the government had even issued a notification asking the district administration to stop giving funds to sarpanches. The district administration was busy preparing for the same. Even returning officers for the elections had been appointed and the list of same had been circulated. "We were to come out with the list of our candidates within the next two to three days," said Congress block president Kamal Kishore. Similarly, youth SAD leader Jasjeet Bunny has been aggressively campaigning in villages and had almost covered the entire area under him. He sees postponing of elections as an opportunity to make good use of the situation. "Perhaps we have now got more time to work amongst people. Moreover, nothing should be done at the expense of students' career who are of prime importance," he said. |

Scrapping of judge’s post may lead to pendency
Patiala, March 19 The Punjab and Haryana High Court shifted additional sessions judge Kuldip Singh from Patiala to Bathinda while Chandigarh-based labour court presiding officer Surinder Gupta has been posted at Fatehgarh Sahib through an order issued on March 17. Both judicial officers have been elevated as district and sessions judges. With the shifting and elevation of one of the additional district sessions judges, the total strength of judicial officers of the rank of additional sessions judge has come down from five to four. But, what could result in pile-up of cases was that one of the posts of the additional sessions judge at Patiala has been withdrawn. More than 1,900 cases were pending in the court of Kuldip Singh, official sources said. These cases, it was learnt, would be shifted and subjected to equal distribution among four additional session judges of Patiala. This could lead to enhanced work load in remaining four courts of additional session judges. In all, there were nearly 6,000 cases, which were pending in the courts of four additional sessions judges and that of the district and sessions judge.
Earlier, the sanctioned strength of additional session judges at Patiala was seven, but due to shortage of judicial officials, courts of only five of additional session judges were operational till shifting of Kuldip Singh. |

PSEB-MC tussle leaves residents high and dry
Bassi Pathana, March 19 Executive officer Charanjit Singh and council president Sunita Malhotra said the tube well was ready to cater to the needs of the residents for the past one and half year, but unfortunately, the
electricity department was not giving them electricity connection to run the tube well. They said the officials of the department were pressurising them to first get the NOC from the department. Although the council was clearing the bills of the PSEB regularly, there was some old amount pending because of which they were refusing to give connection, they added. Various social workers have urged the deputy commissioner to intervene and ensure the power connection to water tube well so that the people might not have to live without even drinking water in the summer season due to the
tussle between the council and PSEB. |

Liquor worth Rs 10 lakh seized
Rajpura, March 19 The accused, who was identified as Manpreet Singh alias Monu, a resident of Nalash road, told the police that due to difference of tax in Chandigarh and other states, he was transporting the liquor to these states to earn a decent profit. City SHO Bikramjit Singh Brar said the police found a number of beer bottles, whisky and dry gin bottles in the truck which had been taken into custody. He said after receiving information regarding the smuggling, the police put up a check post on national highway number 1 near here where it stopped the suspicious truck. He said on searching the vehicle, they found a huge cache of liquor bottles. He said initially Manpreet Singh stated that he was authorised to transport the liquor but he failed to produce any documents supporting his claims, following which he was placed under arrest. The SHO said a case under the relevant section of the law had been registered against the accused. |

PUDA earns Rs 27.82 cr from plot auction
Patiala, March 19 A government house earlier occupied the land in question. The auction was held in the presence of PUDA chief administrator Om Parkash and additional chief administrator of PUDA M.S. Narang. Om Parkash said 10 bidders had participated in the auction for which they had deposited an earnest money of Rs 1 crore each. Tyfort Sales Promotion Pvt Limited of New Delhi quoted a bid of Rs 50,500 per sq yard against the reserve price of Rs 30,000 per sq yard. The site auctioned today is meant for a multiplex. Forty per cent of the area will be used for construction while the rest of the area will have to be left for open space and parking. |

Accident victim succumbs to injuries
Kharar, March 19 Prem Kumar was on his way from Gharuan bus stand to Mankheri when a tempo (PB-01-4539) hit him. He fell on the ground and received serious injuries and was rushed to the Gharuan hospital where authorities referred him to Kharar civil hospital. I am glad I switched over and I can definitely see many more boys coming in”. Chandigarh, March 19 Mohan said the sub-centres would offer information to the community about primary healthcare services and packages of services like immunisation, antenatal, post-natal care, prevention of malnutrition, common childhood diseases and family planning services. The sub-centres would provide elementary drugs for minor ailments like diarrhoea, fever and worm infestation. They would also carry out community-need assessment and implement national health and family welfare programmes. |

Robbers injure woman, held
Panchkula, March 19 According to Sanjay Maggu, resident of house number 59 of Sector 15, the accused rang the door bell of his house around 10.30 in the morning and when his wife Kanchan opened the door, both caught hold of her and gagged her. They were armed with a sword. During the scuffle, Kanchan got cuts on her body as the duo tried to threaten her, said Maggu. However, one of the robbers’ hand slipped from Kanchan’s mouth when she shrieked and Sanjay and his mother, who were also present in the house,
rushed towards the door and found the robbers attacking Kanchan. “As soon as I entered the room, the duo fled snatching money from Kanchan which she was holding in her hand at he time of the incident,” said Maggu. As the police received information, all the exit points were sealed and the accused were caught at the railway crossing of Sector 19. An amount of Rs 700 that the duo had snatched from Kanchan was also recovered from them, said SHO. During interrogation, it was revealed that Babul (40), a native of Jharkhand, was working as a driver with some firm in
Industrial Area, Phase II at Chandigarh. Babul was under debt and connived with his acquaintance Vipin (23) who lived at Raipur Khurd village in Chandigarh to commit the crime so that he could clear his debts. The police has arrested both the accused and registered a case under Sections 394, 452 and 34 of the IPC. |

Two motor cycles stolen
Chandigarh, March 19 Kharaiti Lal Aneja, a resident of Sector 22, reported to the police that some unknown person stole his motor cycle (CH 03 Q 6793) on March 17 from the parking of Sector 22 market. A case under Section 379, IPC, has been registered at the police station-17. Another resident of Sector 22, Nikhil Goyal, reported that his motor cycle (CH 03 X 5373) was stolen from the parking of Sector 22 on Monday. A case under Section 379, IPC, has been registered at the police station-17.
Assault
Babu Lal, a resident of colony No. 5, reported that Manoj Kumar and Bhura Singh, both of the colony, assaulted him and caused him injuries near Labour Chowk Colony No. 5 on February 21. A case under Sections 325 and 34, IPC, has been registered at the police station-34.
Man booked
On the complaint of Mohammed Gawas, a resident of Burail, Rajiv Arora, also from Burail, has been booked for taking possession of his shop by breaking open the lock on March 18. A case under Section 448, IPC, has been registered at the police station-34.
Gambling case
The local police yesterday arrested Ravi, a resident of Sector 38, on charges of gambling at public place and recovered Rs 875 in cash from his possession. A case under Section 13-A, 3 and 67 of the Gambling Act has been registered at the police station-39.
Mobiles stolen
M.P. Kolhi, a shopkeeper of Grain Market, Sector 26, reported to the police that some unknown person stole mobile phones from his shop. The loss is yet to be ascertained. The police has registered a case at the police station-26. |

Cop, wife booked for assaulting constable
Mohali, March 19 Accused Dharminder Singh and his wife Simarpreet Kaur reportedly attacked constable Manjit Singh with swords, severing his ear. Manjit also received several injuries on his arms while trying to save himself. The couple is notorious for being ill-behaved among the residents of the police complex. They allegedly attacked the constable for not agreeing to depose in their favour during an ongoing inquiry against them. Manjit Singh is posted as a gunman with an SP-level officer in the Punjab police headquarters while Dharminder Singh is a constable with the Punjab commando’s first battalion. According to Phase-XI SHO Deepinder Singh, the two are neighbours. “The couple is ill-reputed and the entire police colony has given written complaints against them. One of the complaints to the DGP even demands that the two be shifted out of the police complex,” said the SHO. Narrating the incident to the police, Manjit Singh said he was leaving for office this morning on his motorcycle when he saw Dharminder Singh and his wife Simarpreet Kaur coming towards him in their car. They first hit him with their car as a result of which he fell down. “The two then got off the car and while his wife tried to snatch his carbine, Dharminder attacked him with swords. For the next few minutes, Manjit did not know where all the blows were coming from. They left him wounded and bleeding before running away,” said the SHO. The two are absconding since the incident and
Manjit was admitted to the Mohali civil hospital. He has received multiple stitches on his face and arms. |
