Unhappy, PDP chief whip puts in papers Jammu, April 1 A staunch Mufti supporter and chief whip of the PDP in the assembly, Ghulam Hassan Khan, has sent his resignation to the party chief, Mehbooba Mufti. The reason he has given for his annoyance is the appointment of an "incompetent" person as the first deputy commissioner of Shopian district which he represents in the assembly. He told this correspondent over the telephone today that he had sent his resignation last evening immediately after the cabinet decided to appoint Abdul Hameed, special secretary cooperatives, as DC of Shopian. He said the four cabinet ministers belonging to the PDP, who ended their boycott and attended the yesterday's cabinet meeting here, did not recommend any officer for the post from the panel he had given. Khan said he also spoke to chief minister Ghulam Nabi Azad on the issue who said whatever the PDP ministers suggested on posting of officers was accepted by the cabinet. He said pressure was being built on him by PDP leaders to withdraw his resignation. Only a day earlier, the PDP had suffered a set back when the state accountability commission (SAC) recommended to the Governor to take appropriate action against a legislator of the party, Mohammad Sultan Panditpuri, against whom allegations of having accepted Rs.60,000 as bribe were proved. Panditpuri had allegedly taken Rs.60,000 from a PDP activist for fixing government jobs for his son and son-in-law. Before that, Ramesh Mottan, a general secretary of the PDP, had resigned from the party as he was not satisfied with the demand for troop pullout from J&K. |
Senior Cong leader, two soldiers killed
Srinagar, April 1 Baramulla district Congress president Jan Mohammad Kakroo was killed while his personal security officer was seriously injured when militants opened fire on him at Khawaja Sahib around 7.30 am, a police spokesman said. Kakroo (60) was returning home after praying at the shrine in Baramulla, 55 km from here, on the occasion of Eid-e-Milad (birth anniversary of Prophet Mohammad) when he was shot from point-blank range. Kakroo’s PSO Sonaullah has been admitted in the Soura Medical Institute here for specialised treatment. Kakroo was a close associate of senior Congress vice-president and member of the Upper House Abdul Gani Vakil. He was also a relative of Aijaz Ahmad Kakroo, special secretary to the Chief Minister. His killing has been widely condemned. Chief Minister Ghulam Nabi Azad visited the deceased leader’s house in Baramullah. PDP patron Mufti Mohammad Sayeed said time had come for people to oppose such senseless acts of violence. In another incident, a security personnel was killed when militants opened fire on a search party at Sheikhpora village in Baramulla last night. The rebels, however, fled during retaliatory fire. In a third incident, militants opened fire on an Army patrol at Kuchal-Chatroo in Kishtwar area of Doda district this morning killing a soldier.

State govt plans to buy new aircraft Jammu,April 1 Official sources said here on Thursday that the aviation authorities had informed the government that the 10-year-old aircraft had outlived its utility and since the small plane usually had VIPs on board, a better aircraft was needed.At present the state government had one aircraft,after one small plane had crashed in 2003 killing the pilot, Group Capt J.S.Kahlon,and two helicopters. |
Non-appointment of Sikhs in new dists flayed Jammu, April 1 Mohinder Singh, chief organiser, Bhai Kanaya Nishkam Sewa Society, Gajan Singh, chairman, Sikh Sangat, Paramjit Singh, president, AISSF, Narbir Singh, president, Youth Akali Dal, Amar Singh, president, Sikh Welfare Society, and Balbir Singh, general secretary, state Akali Dal, attended the meeting. The leaders said there were a number of Sikh officers in the state, but it was 'disappointing' to see that the Cabinet which met here on Saturday had not posted any of them in the newly created eight districts as deputy commissioners. They also criticised the state government for not honouring its commitment for introducing Punjabi language in school education across the state for which Chief Minister Azad had given as assurance on the floor of the state Assembly. They also berated government's 'continued apathy' towards refugees from Pakistan-occupied Kashmir. |
PWD chief engineer caught taking bribe Srinagar, April 1 The action was taken on the basis of a written complaint by a contractor, Altaf Hussain, from Handwara, alleging that a file relating to accord the approval for the construction of a foot bridge with button cap abutment on Puhru Nallah had been pending before the chief engineer. The estimated cost of the work was Rs 23.78 lakh and the accused chief engineer was demanding Rs 50,000 as illegal gratification from him, an official spokesman said here. Investigating officials laid a trap where the accused engineer was caught while accepting the bribe. The tainted money was recovered from his possession and his handwash tested positive. |
Spurned lover throws acid on 4 girls Ludhiana, April 1 The girls suffered serious burns on their faces when an allegedly spurned lover of one of the girls Sandeep threw a can of acid on them. Three of the girls may even lose their eyesight. The girls had alighted from a bus after the day's work in a factory when the accused attacked them. The youth escaped in the melee following the attack. The injured girls were rushed to the CMC hospital by the Tajpur police. All girls suffered more than 40 per cent burns, Tajpur police post in charge SI Joginder Singh said. SI Joginder Singh said the youth has been booked for attempt to murder. The youth has absconded. |

Audit reports not being taken seriously Chandigarh, April 1 The latest CAG reports says replies have not been received for 3,957 inspection reports issued up to December 31,2005.These had 8,200 observations on irregularities in the excise and taxation, revenue, forests, power, transport and finance departments.Government instructions say this should be done within four weeks. The inspection reports pertain to about Rs 1,193 crore of revenue loss.Audit parties working under the principal accountant-general (Audit),Punjab, conduct periodical inspection of various departments to check transactions of tax and non-tax receipts and verify maintenance of important accounting. An inspection report is issued to the head of office with a copy to the higher authorities.The executive, that is the bureaucracy,has to ensure action and compliance by fixing accountability for deficiencies and lapses noticed during inspection. The CAG says a half-yearly report is also sent to the secretary of the department to facilitate the monitoring of audit observations at the government level, but no steps have been taken to curb the loss of revenue. During the last financial year,only two departments convened audit committee meetings.Also, the “audit paras”, often referred to as observations in the audit reports, have not been taken up by the departments. Replies are awaited to almost all, says the report.The departments have not even submitted the action taken reports to the Vidhan Sabha for a long time.In some cases,it has not been done for more than seven years.This despite the fact that the Public Accounts Committee of the Vidhan Sabha says the response should come within six weeks. |
