Shaheed Bhagat Singh remembered

The district administration today organised various functions to mark the 100th birth anniversary of Shaheed Bhagat Singh, who embraced the gallows for the sake of freedom of the motherland from the clutches of the British.

In the morning, the Deputy Commissioner, Dr Arvinder Singh, flagged off a chetna rally from Shaheed Bhagat Singh Stadium in which hundreds of students, drawn from various schools, participated. The students, who were carrying placards, raised slogans remembering the sacrifice of Shaheed Bhagat Singh.

The rally culminated at National Martyrs’ Memorial, Hussainiwala, where Dr Arvinder Singh addressed the students and exhorted them to follow in the footsteps of great leaders.

He said the spirit of sacrifice shown by Shaheed-e-Azam Bhagat Singh in the prime of his life would continue to inspire generations to come.

He said the Punjabis had always remained in the forefront while sacrificing their lives for the cause of the motherland.

Senior civil and police officials paid floral tributes at the samadhi of Bhagat Singh, Rajguru and Sukhdev.

Various social and religious organizations like the All-India Anti-Terrorist Front also organised functions to mark the occasion.

NAWANSHAHR: The ancestral village of Shaheed Bhagat Singh would be developed into an attractive tourist spot, Mr Jagmohan Singh Kang, Tourism and Animal Husbandry Minister, said while addressing a gathering at Khatkar Kalan village at a function organised in connection with the birth centenary celebration of the great martyr, on Thursday.

Earlier, the minister inaugurated a library set up at a cost of Rs 19 lakh and laid the foundation stone of a fast food complex to be constructed at Rs 50 lakh there.

Mr Kang said Rs 3.50 crore had been earmarked for sprucing up the museum at Khatkar Kalan so that the life, philosophy and contribution of Shaheed Bhagat Singh and other martyrs could be projected before the new generations to inculcate the spirit of patriotism and nationalism among them.

Mr Parkash Singh, Parliamentary Secretary, said the Amarinder Singh government had been developing the native villages of the martyrs on priority basis. A sprawling park at a cost of Rs 1 crore had been set up at Khatkar Kalan. A sum of Rs 30 lakh had been spent on the building of Shaheed Bhagat Singh Adarsh Senior Secondary School.

Mr Jagjit Puri, Secretary, Tourism, Mr Kiranjot Singh Sandhu, a nephew of Shaheed Bhagat Singh, among others, also addressed the gathering.

 

SAD opposes Dutt as Vigilance Commissioner

The Shiromani Akali Dal today questioned the move to appoint a retired Judge of the Punjab and Haryana High Court as state Vigilance Commissioner.

The SAD alleged that Justice Amar Dutt, whose name had been suggested for appointment, was a close friend of the Punjab Chief Minister, Capt Amarinder Singh.

A statement of the party said the Punjab Vigilance Commission would be abolished if it was voted to power in the state in the coming Assembly elections.

Three SAD leaders, Mr Gurdev Singh Badal, Mr Balwinder Singh Bhunder and Jathedar Tota Singh, said in a statement: “There was a widespread impression in the minds of the people that the manner in which Justice Amar Dutt had delivered verdicts on all cases filed by Akali leaders could not be a mere coincidence. All judgements of Justice Amar Dutt against the Akali leaders were set aside by the Supreme Court’’.

The Punjab Vigilance Commission Act says a three-member committee comprising the Chief Minister, the Speaker and the Chief Secretary shall recommend names for the appointment of Commissioners. On the other hand, appointments to the Central Vigilance Commission are made by a committee comprising the Prime Minister, the Home Minister and the Leader of the Opposition in Parliament.

 

Rape victim delivers baby

Malerkotla, September 28
The minor girl (13) of Matoi village, near here, who was allegedly raped by a person of the same village nine months ago has delivered female child at Rajindra hospital Patiala. The minor and her daughter are said to be recovering in the hospital. DNA test in this regard would be conducted on Monday.

According to information available surgery was done for the delivery as the minor mother was not fit for normal delivery. A case is already pending before the Punjab and Haryana High Court in this regard. Parents of the girl four months ago in a complaint to the police had alleged that their daughter was allegedly raped by a Congress leader of the village in the house of a woman of the village.

When five months after the rape the accused came to know that the girl was pregnant he tried to get unborn child aborted. But as period of pregnancy was more high the unborn child could not be aborted. The parents of the girl then approached the police.

On the complaint the police registered a case under sections 376 and 34 of the IPC for raping minor against the said Congress leader and the woman on May 17,2006. But the accused was not arrested.

The parents then approached the Punjab and Haryana High Court. In the court the accused named some other persons for the rape and said he was innocent.

 

5000 attend Army medical camp

Amritsar, September 28
More than 5000 villagers attended a medical camp organised by the 54 Infantry Army Brigade at Sarai Amanat Khan village, 25 km from here today.

People from 15 villages around Sarai Amanat Khan situated near the Indo-Pak border attended medical check-up camp. Medicines worth Rs 10 lakh were distributed free of cost . Besides medicines, free ECG and clinical diagnostic tests were also conducted free of cost.  

Inaugurating the camp, Major- General K.M.S. Shergill, GOC 15 Infantry Division, revealed that the 54 Infantry Brigade had started a programme to organise medical camps every quarter in villages.  The medical camps would fortify the bond between the Army and the locals. Youths were educated about the recruitment process, de-addiction and prevention of HIV in the camp.

 

Implement construction workers Act, says Sahni

Mr K.M. Sahni, Secretary to Government of India, Ministry of Labour and Employment at a meeting of special group for northern region to review implementation of buildings and other construction workers (RECS Act 1996), Bonded Labour System (Abolition) Act, 1976, and Minimum Wages Act, 1948, viewed that implementation of Building and Construction Workers Act in a timebound manner was the need of hour.

He said the time bound implementation would benefit and provide social security to 17.62 million construction workers belonging to the unorganised sector. The Act provides certain benefits to workers, including assistance in case a worker meets with an accident, pension after the age of 60, loans for construction of houses, premium for group insurance scheme, assistance for education of children, medical expenses.

 

5 residents honoured

The Golden Youth Club has given Shaheed Bhagat Singh award to five residents of this district for their for their contribution towards society.

Mr Rajinder Singh Gadhar, press secretary of the club in a press note issued here today said those given awards were Mr S. K. Alhuwalia, Commissioner, Municipal Corporation, Mahashiya Partigiya Pal, Mr Bhagwan Dass Juneja, Mr Balwinder Singh Saifdipur and Lt. Col. (retd) D. S. Chahal.

A light and sound programme based on a drama “A misunderstood Hero of India: Bhagat Singh” was also organised last evening.

 

100 units of blood donated

Activists of the Akhil Bharatiya Vidayarathi Parishad and the Punjab Eco-Friendly Association donated 100th units of blood at a camp organised to mark the 100 birth anniversary of Shaheed Bhagat Singh at Punjabi University here yesterday.

Mr Harsh Jindal, secretary of the parishad of the University unit, in a press note issued here, said Mr Baltej Singh Mann, Director, NSS, who inaugurated the camp and Dr Sunita Dhir, also donated the blood.

 

Lathi charge on girls: panel seeks report

Taking cognizance of the news reports on “brutal lathi charge” on protesting girls at Ludhiana by the Punjab Police, the Punjab Human Rights Commission (PHRC) has called for the report from the Inspector- General of Police, on or before November 8. A bench of the commission after hearing the arguments of the petitioner, Mr Arvind Thakur, said the commission was of the view that it was a prima facie case of human rights violation. — TNS

Flying squads to check quality of agriculture inputs

The Punjab Agriculture Department has constituted flying squads to check and maintain the quality of agriculture inputs like fertilisers, seeds and insecticides, etc.

Stating this here today, Dr Ajit Singh, Joint Director, Agriculture Department, Punjab, said these flying squads had been constituted at the state, district and block levels. He said these had started functioning.

Dr Ajit Singh was presiding over a district-level farmers training camp organised to impart knowledge to the farmers regarding cultivation of crops and better use of irrigation water at the district agriculture office complex here. Mr S.R. Ladhar, Deputy Commissioner, Sangrur, inaugurated the camp while Dr Mangal Singh Sandhu, Cane Commissioner, Punjab, was the special guest on the occasion.

Dr Ajit Singh said the Punjab Government would provide 50 per cent subsidy on 42,106 tonnes of gypsum to the farmers during 2006-07 to reclaim 8,421 hectares of barren land in the state. He also assured the farmers that the department would make available certified seeds through Punseed and private agencies for the rabi crops during the current financial year.

Dr Sandhu gave detailed information about sugarcane crop to the farmers and stated that the area under sugarcane crop had been increased to 1,20,000 hectares this year as compared to last year’s 83,000 hectares.

Mr Ladhar exhorted the farmers not to burn paddy straw. He also asked the farmers to bring dry and clean paddy to the grain markets.

During the technical session Dr Surjit Singh, Dr G.S. Dhindsa, Dr Dalwinderjit Singh Banipal, Dr Ravinder Singh, Dr T.S. Thind and Dr Mandeep Singh, experts from Punjab Agriculture University, gave detailed information to the farmers on rabi crops. Dr Bakhshish Singh Chahal, Chief Agriculture Officer, Sangrur, and Dr Kewal Krishan Singla, District Training Officer, Sangrur, also addressed the farmers.

The Cabinet subcommittee on the demands of employees headed by Mrs Rajinder Kaur Bhattal, Deputy Chief Minister, Punjab, today submitted its findings to Chief Minister Capt Amarinder Singh.

The final report of the subcommittee would be announced after a discussion at the next Cabinet meeting, said a statement of the government.

Man in row over arms smuggling

Controversy has erupted over the involvement of Jatinder Prabhakar, a resident of Pathankot, in the arms smuggling case.

The police had recently arrested four persons who were allegedly linked with the Hizbul Mujahideen.

The accused terrorists were running a Green Valley Transportation company at Madhopur in partnership with Jatinder Prabhakar. According to the Gurdaspur police, the transportation company was being used to ferry arms and drugs from Jammu and Kashmir to Delhi and other parts of the country.

Prabhakar was also booked, along with the terrorists, in the case. He was, however, not arrested due to pressure from local politicians. The SSP had stated that Prabhakar had not been arrested as he feigned ignorance about the illegal activities of his partners.

While the SSP was on leave, Prabhakar lodged a compliant with the IG, border range, that an SHO had demanded Rs 1 lakh from him to absolve him in the case. He also allegedly gave a voice recording of his conversation with the accused police official to the IG, in which the name of two SHOs figured.

The IG ordered an inquiry into the case to a committee headed by the Batala SSP. However, Mr Yadav declined to handle the case. Then the inquiry was handed over to SSP Amritsar. The SHO had been shifted to the police lines. The inquiry against him is still pending.

Police officials, who are investigating the case, told The Tribune that the main accused in the terrorist case, Jahanir, during interrogation had said Prabhakar had full knowledge about the arms smuggling being carried out by the Green Valley company.

Meanwhile, Prabhakar has also moved the Punjab Human Rights Commission against the police case registered against him.

The Gurdaspur police was also looking for two other accused.

 

Man kills estranged wife

A resident of Rama Mandi last night murdered his estranged wife, who was living with her son.

Father of the deceased Kaala Singh alleged that the victim’s husband, Jaspal Singh used to harass his daughter, which led to altercations frequently between the couple. His daughter Charanjeet Kaur soon started living separately with her sons. He said his daughter-in-law Sukhbir Kaur had come from Satipura in Rajasthan to meet her when the incident took place. He alleged that Jaspal attacked his daughter with a sharp-edged weapon on the night of September 27-28 and killed her on the spot. However, Sukhbir escaped and reached the police station with the help of a watchman.

The accused fled from the spot before the police reached there. Police sources said a sword was recovered from the scene of crime . Sources said the deceased married Jaspal Singh 13 years back and they had two sons aged 11 and 9.

On the basis of her sister-in-law’s statement, the police has registered a case of murder against Jaspal Singh and launched a manhunt to nab him.

 

Leopard skins seized

Officials of the Forest Department seized two leopard skins from the jhuggi of Phool Singh Bagaria at Chabewal village, 8 km from here, in the wee hours today.

Mr R.R. Kakkar, Divisional Forest Officer, Hoshiarpur, told mediapersons here this afternoon that on a tip-off, a team from the forest range offices of Hoshiarpur, Dholbaha and Mehangrowal, led by Range Officers Kulraj Singh, Paramjit Singh and Ashok Kumar Kalia, respectively, raided the jhuggi of Phool Singh Bagaria and seized two skins of a leopard and a leopardess, the international market value of which was over Rs 2 lakh.

Parkash and his brother Dharampal, both sons of Phool Singh, were arrested under Sections 9, 39, 40, 44, 50 and 51 of the Wildlife Protection Act.

The DFO said following their interrogation, a raiding party was sent to arrest the kingpin of the gang, Ram Sarup, alias Supa, Qilla Mohalla, Ludhiana. The party raided the house, but Ram Sarup managed to escape.

He said Parkash and Dharampal used to lay traps in the Masidi Forest area of Blore in Jammu district. When animals were caught in the traps, they used to kill them with lathis to save their skin.

 

Woman murders father-in-law

Baldev Singh (60), a farmer of Bagrian village, 8 km from here, was murdered at his farmhouse last night allegedly by his daughter-in law. The sadar police has registered a case under Section 302 of the IPC and has arrested the suspect, Baljinder Kaur (32). The police said both the suspect and the victim, were living at the farmhouse and had strained relations. Last night while Baldev Singh was sleeping, Baljinder entered his room and attacked him with an iron rod, resulting in his death.

Baljinder Kaur told the police that she was being harassed by her father-in-law due to which she killed him.

Polytechnic students block traffic

Hundreds of students of the local Government Polytechnic College and members of the Punjab Polytechnic Staff Association (PPSA) blocked traffic for over one hour in front of the Central State Library on the Mall, here today.

Union Minister of Panchayati Raj Mani Shanker Aiyer was scheduled to inaugurate a two-day Nari Shakti conference there.

The students and staff members held a march from the institute to the library to lodge their protest against the handing over of state-run polytechnic and industrial training institutes to private societies by the Congress government.

State president of the PPSA Gurbakshish Singh, who led the march, also raised slogans.

The protesters condemned the policies of the state government and termed these “anti-employee” and “anti-student”.

The rally was addressed by president Gurbakshish Singh and general secretary, Patiala unit, Narinder Singh. The student leaders also addressed the rally.

They said the move of the state government to hand over technical institutes to private societies would affect the future and career of thousands of teachers as well as students.

The march was, however, stopped by policemen, the protesters claimed. A contingent of the police, equipped with water cannons, accompanied the protesters.

The president of the association said if their demands were not acceded to by the government, they would intensify their protest, which would include gherao of the Chief Minister, Minister of Technical Education, Secretary (Technical Education) and other officials.

He said a meeting of the National Federation of Polytechnic Teachers (NFPT) would be held on October 6 in New Delhi in this regard.

The association also celebrated the 100th birth anniversary of Shaheed Bhagat Singh. They also distributed pamphlets.

 

Plea to fill vacant teachers’ post

Members of the unemployed B.Ed Teachers Forum, Punjab, have demanded filling of vacant teachers’ posts in schools. They said if the state government failed to fulfil its promise to recruit unemployed teachers, then the forum would intensify its ongoing agitation.

The district president of forum Manjit Singh and its secretary Baljit Singh said there were 37,000 vacant posts of teachers in schools.

Khadi board holds exhibition

As part of the celebrations of the birth anniversary of Mahatma Gandhi and the golden jubilee of the Khadi and Village Industries Commission, the Punjab Khadi and Village Industries Board will hold an exhibition of its products in collaboration with the commission on October 2 at Ropar.

Mr Charanjit Singh Walia, Chairman of the board, said eminent persons, including freedom fighters, and war widows would also be honoured on the occasion.
